We are calling for the immediate arrest and criminal prosecution of ALL police officers involved in the abuse and murder of civilians across Kenya. We recognise that state sanctioned police violence in Kenya is not new. Long before the uptick in violence that we are seeing as a result of COVID-19 restrictions, police officers have been implicated in countless violations of citizens’rights, and in criminal behaviour themselves.

We join the families of victims of police brutality in mourning the loss of life at the hands of the police, and demand the following:

1.  The immediate arrest of officers who are responsible for the deaths of civilians during enforcement of COVID-19 curfews and regulations. This includes the officers involved in the deaths of;
  • Julius Ouma (68 yr old, beaten by police in Migori)
  • Lazarus Kiprop and two other victims (shot by police in Lesos)
  • Vaite (a homeless man shot by police in Mathare)
  • Ibrahim Onyango (18 yr old, beaten by police in Dandora)
  • Khamisi Juma Bega (49 yr old, beaten by police in Kwale)
  • Maurice Ochieng (40 yr old, beaten by police in Mathare), and many others.   

2.  The immediate arrest of known “killer cops” in Nairobi’s informal settlements who continue to terrorize these communities through brazen extortion, kidnapping, murder, and theft. These killer cops are well known within their ranks and by residents. Their crimes have been well documented by activists, and some are even in the public domain, providing ample evidence for their arrests.

Numerous complaints against these killer cops have also been lodged at the Independent Policing Oversight Authority (IPOA), which receives reports on police violations. The unwillingness of IPOA and the Inspector General to hold these police officers accountable for their actions, has only emboldened their crimes and turned the National Police Service into a safe haven for serial killers, extortionists, and criminal networks.

3. Finally we demand that all cases of brutality, intimidation and theft filed against police officers, be made visible to the public. This could be done on a dedicated page on the IPOA website. This would enable civil society to easily track the cases, adding an additional level of transparency and accountability to the legal process. 

We demand that the Inspector General take these immediate steps and bring justice to the victims of police brutality by arresting and investigating all police officers involved in the abuse and murder of civilians.
