Prevent Qantas' new "flight to nowhere"

Qantas is offering a "flight to nowhere":
A 7-hour flight in a Boeing 787 Dreamliner aircraft around Australia that starts and ends at the same airport. The flight is scheduled for Saturday 10 October 2020.

This kind of flight creates a lot of pollution without any actual transportation taking place. Flying a Boeing 787 for 7 hours burns about 39,000 kg of kerosene. This emits the same amount of CO2 as an average gas engine car does when driving 800,000 km (500,000 miles). With a total of only 134 available tickets for this flight due to Coronavirus restrictions this luxury sight seeing tour seems even more polluting.
The Civil Aviation Security Association is responsible in Australia for issueing licenses and protecting the environment from the effects of aircraft use. It could therefore prevent Qantas from making this flight.
Other airlines are also starting to offer such "flights to nowhere", which is not a good development for the environment. If Qantas' "flight to nowhere" can be stopped, then it could help prevent more of such polluting flights.
