ЧТО ТАКОЕ СПИСОК ДАДИНА&quest
Список Дадина – перечень российских чиновников, следователей и судей, причастных к незаконному привлечению Ильдара Дадина к уголовной ответственности; нарушивших права человека, в том числе право на выражение мнения, свободу собраний, право на справедливое судебное разбирательство.

В России сложилась система, при которой государственные служащие могут свободно нарушать права человека, совершать преступления против несогласных граждан, назначать уголовные наказания невиновным. При авторитарном режиме Владимира Путина эти государственные служащие относятся к касте привилегированных лиц и не несут ответственности за свои деяния. В связи с чем необходимо принять Список Дадина и применить меры в отношении тех, кто причастен к незаконному преследованию гражданских активистов. Персональные санкции – важная демонстрация того, что преступления перечисленных лиц не останутся незамеченными и повлекут последствия, предусмотренные международными актами.

ПОЧЕМУ НУЖЕН СПИСОК ДАДИНА&quest

Дело Ильдара Дадина – яркий пример того, что происходит в России с гражданами, которые реализуют своё право мирно собираться на улице, а также право свободно выражать мнение. Ильдар Дадин, гражданский активист, критик путинского режима, был приговорен к 3 годам лишения свободы за участие в мирных пикетах, шествиях, собраниях граждан против политики действующей власти (впоследствии наказание было снижено до 2.5 лет).
Хронология дела Ильдара Дадина&colon
● С 2014 года в России ужесточена ответственность за митинги, шествия, пикеты и другие публичные мероприятия. Принятые поправки прямо противоречат статье 31 Конституции Российской Федерации и международным договорам, запрещая свободу собраний под угрозой огромных штрафов, ареста и уголовной ответственности. В частности, статья 212.1 Уголовного кодекса РФ предусматривает до пяти лет лишения свободы, если гражданин не менее трех раз привлекался к административной ответственности за нарушение порядка проведения публичных мероприятий. Для сравнения – такое же наказание предусмотрено и за похищение человека (статья 126 Уголовного кодекса РФ)
● Ильдар стал первым, кого привлекли к уголовной ответственности по статье 212.1 Уголовного кодекса РФ, хотя на момент вынесения приговора он привлекался к административной ответственности меньше трех раз. О невиновности Ильдара знали все, но поскольку уголовное дело было политически мотивированным, Ильдара отправили за решетку за преступление, которого он не совершал.
● В колонии Ильдара избивали, мучили, к нему применялись пытки.
● Все судебные инстанции отказали в пересмотре дела. Однако, благодаря поддержке граждан, правозащитных организаций и международного сообщества, Конституционный Суд РФ был вынужден рассмотреть жалобу защиты Ильдара.
● 26 февраля 2017 года Ильдара выпустили из колонии.
● Лица, непосредственно причастные к незаконному осуждению Ильдара, остаются на свободе и по&dashпрежнему продолжают занимать свои должности, а статья 212.1 Уголовного кодекса РФ – продолжает действовать.

1. Запрет лицам из Списка Дадина получать визы и въезжать в страны Европейского Союза, Соединенных Штатов Америки, Соединенного Королевства, Канады.
2. Запрет лицам из Списка Дадина владеть собственностью, а также банковскими счетами и финансовыми инструментами, на территории стран Европейского Союза, Соединенных Штатов Америки, Соединенного Королевства, Канады.
3. Блокировка имеющихся банковских счетов, открытых лицами из Списка Дадина на территории стран Европейского Союза, Соединенных Штатов Америки, Соединенного Королевства, Канады.

WHAT IS THE DADIN SANCTIONS LIST&quest

The Dadin Sanctions List is a list of Russian state officials, law enforcement officers and judges who participated in the illegal criminal prosecution of Ildar Dadin, thereby grossly violating human rights, including freedom of speech, freedom of assembly, and the right to a fair trial. In Russia there is now a system in place in which state officials can freely violate human rights, commit crimes against dissenters, and impose criminal punishment on innocent people. Under Vladimir Putin’s authoritarian regime, these state officials pertain to the privileged caste and are in no way liable for whatever actions they perform. This is exactly why the Dadin Sanctions List should be adopted, in order to hold accountable those who have taken part in the illegal prosecution of civil activists. Personal sanctions are an important testimony to the fact that the crimes committed by those mentioned above will not go unnoticed, and consequences will follow in accordance with international law. WHY IS THE DADIN SANCTIONS LIST NEEDED&quest

The prosecution of Ildar Dadin is a stellar example of what happens to people in Russia who exercise their right to peacefully assemble on city streets, as well as their right to express their opinions freely. Ildar Dadin, a civil activist and an outspoken critic of the Putin regime, was sentenced to three years in prison for his participation in peaceful pickets, demonstrations and gatherings of protesters against the policies of the current government (later the prison term was reduced to 2.5 years).
Here’s a timeline of Ildar Dadin’s prosecution&colon
● Since 2014, the punishment for meetings, demonstrations, pickets and other public gatherings has been toughened in Russia. The appropriate amendments to the law are in direct contradiction to Article 31 of the Russian Constitution and international treaties; they prohibit any public gatherings under the threat of large fines, arrests, and criminal liability (imprisonment). In particular, Article 212.1 of Russia’s Criminal Code stipulates a punishment of five years in prison for those who have been previously found guilty three or more times for small infringements during public gatherings. For comparison, kidnapping is also punishable with five years in prison pursuant to Article 126 of Russia’s Criminal Code.
● Ildar became the first person ever to be punished in accordance with Article 212.1 of Russia’s Criminal Code, although he had been found guilty of small infringements during public gatherings less than three times. Everyone was aware of Ildar’s innocence, but since the criminal prosecution was politically motivated, Ildar was sent behind bars for a crime he had never committed.
● While in prison, Ildar was beaten, tormented, and subjected to torture.
● Courts of all instances refused to review the case. However, due to the support of the public, human rights organizations and the international community, the Constitutional Court of the Russian Federation was forced to review the complaint lodged by Ildar’s defense.
● On February 26, 2017 Ildar was released from confinement.
● The persons who are immediately responsible for Ildar’s prosecution still remain free and hold their offices, and Article 212.1 of Russia’s Criminal Code is still in force.

WHAT MEASURES DO WE SUGGEST&quest

1. People on the Dadin Sanctions List should be banned from getting visas or entering the European Union, the United States, the United Kingdom, and Canada.
2. People on the Dadin Sanctions List should be banned from owning property, bank accounts, or any other financial tools in the European Union, the United States, the United Kingdom, and Canada.
3. Bank accounts which have been opened by people on the Dadin Sanctions List in the European Union, the United States, the United Kingdom, and Canada should be blocked.
