The Border Patrol has no written guidelines on use of lethal force nor the conduct of plain clothes operations. Because of the lax standards of operations, Valeria Munique Tachiquin, Jose Gutierrez and Anastasio Hernandez Rojas are three of several people who have died at the hands of Border Patrol agents. The deaths of these parents and spouses of American citizens have witnesses and show forensic evidence of deadly force, abuse and torture implemented by poorly trained Border Patrol agents. There is little, if any, oversight of the agency let alone review of individual agents conduct.

There needs to be a reduction of excessive use of force by the Border Patrol, more protection of the public as well as agents, and it would be a clear form of accountability and oversight where none exists.
