European Parliament: Adopt a resolution to protect freedom of NGOs in Hungary

Dear Friends,
Rarely in our fight for human rights are we able to celebrate success in such a straightforward way as we do today. With the support of all of you who signed our petition, we pressured the European Parliament to adopt a strong resolution on Hungary. MEPs from all over the political spectrum chose the strongest&dashworded version of a text that sends a crystal&dashclear message to the Hungarian government&colon not only does it ask for a repeal of the infamous law against the Central European University, but it also calls on the government to withdraw both the law on the detention of refugees and the draft bill against NGOs using foreign funds. Never before in the history of the European Union has a member state been threatened in a case of non&dashcompliance with the activation of Article 7 of the Lisbon Treaty &dash which may result the suspension of Hungary’s voting rights the in Council of the European Union.

We call on the European Parliament to adopt a resolution , following its debate on the situation in Hungary 26th April, urging the Hungarian government to withdraw its proposed foreign agents law.
Prime Minister Orbán of Hungary has spent the last seven years taking democracy apart piece by piece. He has taken over public media and silenced criticism from almost all major private media companies with the threat of fines, punitive taxes or through closure. He has protected his government from the courts by pushing through a new Constitution, packed the Constitutional Court with his political allies, and taken away some of its biggest powers. And all the while he has continued to line the pockets of his friends at the top of Hungary’s business world through a deeply corrupt political system. In his latest move, Orbán has strangled academic freedom by passing a law to force the closure of the Central European University (CEU), one of the country’s best educational establishments. The threatened closure has brought out tens of thousands of protesters. Orbán is hoping that while the world is focused on the CEU, noone will notice his move to kill off pro‐democracy NGOs in Hungary.
Now he is turning on the only voices left to stand up against corruption, environmental destruction and to fight for the rights of all Hungarians&colon a handful of investigative journalists and human rights activists. He is angry. So few people voted in his referendum last year asking Hungarians to reject an EU quota of 1,300 refugees that the final result was invalid. And after spending a reported EUR 30 million on his anti‐refugee hate campaign, you can understand why. Orbán partly blames human rights activists for his defeat. They argued that the referendum was a farce, because under international law, all countries have a legal obligation to assist refugees. Orbán is also irritated by environmental NGOs who are asking questions about his new Putin‐financed and built nuclear power station as well as investigative journalists and anti‐corruption NGOs who keep exposing theft of public money.
Under a proposed new law, any NGO getting more than EUR 23,300 per year in donations from outside Hungary would have to publicly declare itself to be a ‘foreign agent’. This is a carbon copy of Putin’s anti‐NGO law. If an NGO fails to make this declaration it will face a fine and, ultimately, closure. Orbán’s goal is to stigmatize and discredit the NGOs he doesn’t like in the eyes of the public and, as other members of his government have made clear, force them out of their own country. The same tactic has been used in Russia. As suspicion from the public and harassment from the authorities mounts, we face the very real prospect that Hungary’s last remaining pro‐democracy organisations will close.
If the European Parliament wishes to protect the EU’s fundamental values, it must make clear that this Russian‐style anti‐democratic law has no place in the EU. We urge you to protect the last line of defense for Hungarian democracy.

Arra kérjük az Európai Parlamentet, hogy a Magyarország helyzetéről szóló április 26.‐i vitáját követően határozatban szólítsa fel a magyar kormányt a civil szervezetekről szóló törvényjavaslatát visszavonására.
Orbán Viktor, Magyarország miniszterelnöke, az utóbbi hét évben a demokrácia lebontásán munkálkodott. Megszerezte a közmédiát és elhallgattatta a kritikus hangokat azzal, hogy bírságokkal fenyegette, büntető jellegű adókkal sújtotta vagy egyszerűen megszüntette a magánkézben lévő médiavállalatok zömét. Új Alaptörvényt fogadott el, amivel megóvta kormányát az igazságszolgáltatástól, az Alkotmánybíróságot a saját embereivel töltötte fel és fontos jogköröket vett el tőle. Mindeközben mélységesen korrupt politikai rendszerének segítségével megtömte a magyar gazdaság vezető pozícióit betöltő haverjai zsebét. Legutóbb a tudományos szabadságot támadta meg&colon egy új törvénnyel bezárásra kényszeríti az ország egyik legrangosabb oktatási intézményét, a Central European University‐t (CEU). A CEU bezáratásának hírére tízezrek vonultak utcára. Orbán abban bízik, hogy miközben az egész világ a CEU‐val foglalkozik, észrevétlen kinyírhatja majd a demokrácia megerősítésén fáradozó civil szervezeteket.
Most a korrupcióval szemben és a környezet tönkretétele ellen fellépő, az összes állampolgár jogaiért kiálló maradék oknyomozó újságíróra és jogvédőre készül végső csapást mérni. Láthatóan mérges. Olyan kevesen vettek részt a tavalyi népszavazáson ‐ ahol a mindössze 1300 menekültre vonatkozó EU‐s kvóta elutasítására buzdította a magyarokat ‐, hogy érvénytelen lett az eredmény. Nem is csoda, hogy bedühödött, miután állítólag 10 milliárd forintot költött a menekültellenes gyűlöletkampányára. A kudarcért részben a jogvédőket okolja, akik szerint a népszavazás merő bohózat volt, hiszen a nemzetközi jog alapján valamennyi országnak kötelessége foglalkozni a menekültekkel. Orbánnak a környezetvédő szervezetek is a begyében vannak, amiért kellemetlen kérdéseket tesznek fel a Putyin által pénzelt és épített atomerőművel kapcsolatban, valamint haragszik az oknyomozó újságírókra és a korrupcióellenes civil szervezetekre, mivel ezek folyton fényt derítenek a közpénzek ellopására.
Az új civil törvény alapján minden olyan szervezetnek, amelyik évente több mint 7,2 millió forint támogatást kap külföldről, nyilvánosan ‘idegen ügynöknek’ kell vallania magát. Orbán ezzel egy az egyben lemásolta Putyin civilellenes törvényét. Ha egy szervezet nem tartja be a szabályt, először bírságot szabhatnak ki rá, végül pedig akár meg is szüntethetik. Orbán célja a neki nem tetsző civil szervezetek megbélyegzése és hiteltelenítése a nyilvánosság előtt és, miként azt más kormánytagok nyilvánvalóvá tették, Magyarországról való elűzésük. Ugyanezt a taktikát alkalmazták Oroszországban. A bizalmatlan légkör és a hatósági vegzatúra fokozódásával nagyon is valószínű, hogy Magyarország utolsó demokrácia pártján álló szervezetei is lehúzzák a rolót.
De még nem késő megállítani a folyamatot. Az Európai Parlament április 26‐án vitatja meg a magyar helyzetet. Csatlakozz a petíciónkhoz, amelyikben arra kérjük az Európai Parlamentet, fogadjon el egy határozatot arról, hogy Orbánt felszólítják, vonja vissza a civileket támadó törvényt.
