The 3D Mobility is important for:

1) Financial reasons: highly qualified and experienced staff moving freely within an internal jobs market costs nothing compared to new, inexperienced and more expensive recruits

2) Talent Management priorities: "the right person, in the right place, at the right time" (raising the flexibility and the quality standards of the civil service through Learning and Development in various institutions and entities)

3) Well-being at work (the main factor influencing the well-being at work is a fair and healthy career perspective, full of internal opportunities, accessible to all, based on objective, measurable and transparent criteria)

4) Boosting staff motivation with good results in work productivity and in financial management: “doing more with less” requires creativity. Creativity is nourished by motivation, respect, optimism, health.

5) Acting as a model of good practice for other Employers

6) Respecting Human Rights , Gender Balance and Equal Opportunities: Same rules for all!

7) Respecting the Strategy for the effective implementation of the Charter of Fundamental Rights by the European Union (Objective of the strategy: “The Union must be exemplary!”)

8) Increasing transparency and the rule of law (formalise all mobility systems which until now were informal!)

9) Better public image (more uniform application of the Staff Regulation across all institutions)

WE ASK FOR 3D MOBILITY IN 2016!

1) Horizontal Mobility: same status (FG, grade) within the same or different institution
2) Vertical Mobility: upgraded status ( CA, TA, F) within the same or different institution
3) Inter-Institutional Mobility: same or better status towards different institutions

*We ask for Vertical, Horizontal & Inter-Institutional Mobility within the Administration, at all levels, allowing indefinite work contracts across all the institutions and entities, while taking on board undeniable criteria for internal selection such as:
- our CBT scores,
- our reserve lists,
- our individual qualifications and our professional experience within the Administration, without touching our pension rights!

* We ask for job security, career development and long term career perspectives for all staff, including Contract Agents and Non-Permanent Staff, within a Single Inter-Institutional Internal Jobs Market, where all vacancies are published internally, in one place, in a transparent and accessible way, for the benefit of the service and of all staff.
