STOP THE ENCROACHMENT OF PUBLIC BEACHES AND MISMANAGEMENT OF THE COASTLINE IN MAURITIUS


1. Stop the encroachment of beaches, state-lands and “Pas Géométriques” by:
a. Systematic and official proclamation as public beaches of all the remaining “Pas Géométriques” coastal lands bearing a beach,
b. Cancellation of the lease granted at La Cambuse beach to Le Chaland Resorts,
c. Cancellation of the lease at Pomponette - Pointe aux Roches granted to the Pelangi group,
d. Reversing the decision taken by the Minister of Housing and Lands on the 24th of August 2016 “deproclaming” the Pomponette (Pointe-aux-Roches, PG Bel Air)public beach to the benefit of a “Smart-City” project.

2. Implement the right framework and legislation to correctly manage the Mauritius coastline by:
a. Endorsing and adopting of the Integrated Coastal Zone Management (ICZM), as intended by the Environment Protection Act since 2002,
b. Setting-up a National Tourism Audit Commission in order to ensure that the tourism industry be sustainable and that its benefits be fairly shared among a larger base of the population,
c. Revising of the excessive powers of the Board of Investment (BOI) which can now by-pass regulations and administrative procedures, thus becoming a sovereign parastatal body,
d. Making government and state-owned projects be subject to EIA and BLUP procedures, making sure they respect our environmental and cultural heritage.

3. Enhance and protect our Cultural Heritage in an inclusive manner by:
a. The classification of Mare-aux-Songes (MAS) as a National Heritage Site
b. Requesting the classification of MAS as a World Heritage Site by the UNESCO,
c. Closing the new road to La Cambuse, as it is a threat to the MAS site,
d. Implementing the Blue Bay Marine Park Management Plan published in 2012
e. Promoting and encouraging “home-stay tourism” (guest-houses, inns, cottages, tables- d’hôtes) on the coast doing so, part of the revenues from tourism will go directly to those inhabitants,
f. Enforcing the Beach Authority to acquire the know-how to properly manage the Public toilets on all public beaches,
g. Protecting La Cambuse Sand Dunes, and La Cambuse beach in regards to sea turtles
