Why this is important

Honorable Governor Cuomo:

It’s essential you consider a moratorium on Greenpoint waterfront development, until a better understanding of site specific mitigation efforts is established. Despite Save Greenpoint having raised multiple concerns about the pertaining Environmental Reviews, such as the driving inaccurate population counts (~23,192 new residents per the City 2005 press release, compared to ~17,731 new residents per the 2005 Greenpoint-Williamsburg Waterfront 2005 FEIS Chapter 3, an annual ~398.85 million gallon residential water use difference), the following concerns regarding garbage, wind, rainfall, sea level and sewage overflow have not yet been sufficiently addressed by the City, nor the developers involved.

Before anymore piles are driven into the ground, the public would like to know how are the developments' small sidewalks, whose curb locations are determined by the city street grid, considered sufficient in size with regard to garbage pickup (not storage) of such large scale projects. Sadly, narrow Commercial Street's sidewalk has already been compromised by Greenpoint Landing's stonewalling of Franklin Avenue. It would also be of use to understand the anticipated behavior of the amplified forceful northwesterly winds channeled between the towers on garbage pickup mornings.

Before anymore piles are driven into the ground, the public would like to know the plan for rainwater runoff redirected into the neighborhood and waterways resulting from new development footprints and waterfront fortification against an underestimated rising sea level forecast, as the Rapid Ice-Melt Scenario is not worst-case and Newtown Creek highwater surges caused by the backing up of Spring Tides at Hells Gate have not been considered. This is important so as to avoid damaging adjacent foundations, flooding city streets, further polluting the waterways, as our low altitude combined sewer street drains already overflow during rainfall. Or will our future be comparable to Sandy's moat flooding of the West Side Highway, adjacent to Battery Park City? What are the costs of the proposed fortifications (apart from more free city sky per Executive Order 23), remedying their consequences and source of funding?

These low elevation waterfront lots, often originally part of the waterway, warrant remapping by ASFPM to avoid contributing flooding of other City areas resulting in costly damages for which FEMA’s NFIP would be held finacially responsible, as no distinction in the varying elevations of the Greenpoint-Williamsburg waterfront were made by the City prior to, nor since Sandy. Williamsburg experienced less flooding than Greenpoint, not because of built developments per ‘A Stronger More Resilient NY’ Chapter 14, p.246, rather because the existing land is at a higher elevation than Greenpoint.

To avoid such oversights from reoccurring in the future, the Environmental Review process must be improved upon so as not to allow for false claims of non-adverse impacts. Monitoring the cumulative progress of approved actions in tandem with the neighborhood's independent growth should also be a requirement. Only a small fraction of the 2005 projected dwelling units have been built thus far, yet our public transportation, socioeconomy and open space are already overburdened, proving the approved 2005 Greenpoint-Williamsburg Waterfront FEIS and subsequent 2013 EASs to have been lacking. We question this enormous composite dream's feasibility and forever need more trees or perhaps a waterway redefined by its original coastline.
