The Prime Minister of New Zealand John Key promised he would resign if the New Zealand spy agency, the GCSB, was found to have conducted mass surveillance:

It has recently come to light that not only have the GCSB been conducting mass surveillance but they have been conducting mass surveillance of New Zealand citizens, previously illegal under New Zealand law.

John Key needs to keep his word to New Zealanders, his employers, and resign as promised. He has let us down as a nation by spying on not only our friends and neighbours but our own citizens.

Mr Key did not have to give his assurance that he would resign if it came to light the GCSB was conducting mass surveillance but he did. Now he must keep his word.
