Dear Sir,
This is regarding the recent rule, passed by your ministry dated 12/04/2016 states that the Ph.D holders are eligible to apply for the post of Assistant Professor without any requirement to qualifying UGC/CSIR ­NET examination. We request to University Grant Commission (UGC) and MHRD, India to reconsider this decision. The primary objective of UGC in instituting the national level test (NET) was to maintain the quality education in India and to subject the aspiring teachers to a uniform selection procedure across the country. (Reference&colon Review of National Eligibility Test (NET) conducted by UGC and UGC‐CSIR‐ A Brief Note, posted on UGC website). This rule was initiated upon the recommendation of Mehrotra Committee (1986) since there was a difference in standard at Master’s, MPhils and Ph.Ds between different institutes and Universities in India. Therefore, Mehrotra Committee recommended that all aspirants for the post of lecturer in a University or college should have passed a national qualifying examination. Another objective of this move was to bring down the local influence and increase the eligibility zone of recruitment for the candidates.

According to the NCERT rule, Teacher Eligibility Test (TET) is compulsory to become a primary teacher in all states, which can be taken only after getting a B.Ed. This rule has been imposed to maintain the quality of education at the school level. However, only an interview process is required for higher academic posts such as the ones I mentioned above. Apart from few universities the quality of education in most of the universities are not at par with that of international standard. Further, getting a good Ph.D degree does not guarantee one to have a decent understanding of his/her subject area. The UGC/CSIR ­NET syllabus covers a more diverse and consolidated area of different topics, which is only to make sure that the candidate, has a holistic knowledge of entire subject. Adding on to it, several universities have their own criteria in the form of written tests and interviews to streamline their selection procedure. This system is less transparent and would allow more leniencies in the already dwindling situation of Indian academia.

Hence, we are writing this petition letter to save the higher education of the nation. It is our sincere request to you to please rethink the policies being framed and increase the stringency in the process, only to make sure that we build a more robust and effective education system in the country. we will be very grateful to you if you take further action in this regards.
