لا لآلية إعادة إعمار غزة، إفتحوا غزة لتبنوا!

One year has passed since Israel's devastating 51-day assault on Gaza, but
Palestinians still live amid ruins. In September 2014, the UN created a mechanism for the reconstruction of Gaza that was agreed between the Palestinian Authority (PA) and Israel. The mechanism is intended to facilitate the import of construction materials to allow for the reconstruction of Gaza. The Mechanism calls for a highly intricate monitoring system, with restrictive measures on the import and distribution of construction materials, thus reinforcing and legitimizing Israel’s blockade of Gaza.

The agreement grants Israel access to the database of owners of damaged/demolished houses, which include confidential information like family ID card numbers, GPS coordinates of the family’s home, as well as a veto over who gets aid. The agreement also grants Israel the authority to approve the vendors of construction materials after being nominated by the PA and inspected by the UN. Construction materials are stored in special facilities under 24-hour closed-circuit television supervision, with footage accessible to Israel, and construction sites are monitored by surveillance drones.

One year after the war, less than 1% of the construction materials required to rebuild Gaza has entered through the Gaza Reconstruction Mechanism (GRM) so far. NOT a single destroyed infrastructure has been rebuilt. 100.000 Palestinians in Gaza remain homeless. Only around 24 truckloads of construction materials are allowed per day by Israel under the GRM, while more than 600 truckloads of construction materials are needed per day to complete reconstruction of Gaza within five years. At this rate, it could take more than a century to rebuild Gaza under the GRM.

Un an a passé depuis les 51 jours d'attaque dévastatrice d' Israël sur Gaza , mais les Palestiniens vivent toujours au milieu des ruines. En septembre 2014, l'ONU a créé un mécanisme pour la reconstruction de Gaza qui a été conclu entre l'Autorité Palestinienne (AP) et Israël . Le mécanisme est censé faciliter l'importation de matériaux de construction pour permettre la reconstruction de Gaza . Le mécanisme prévoit un système de surveillance très complexe, avec des mesures restrictives sur l'importation et la distribution des matériaux de construction, renforçant ainsi et légitimant le blocus de Gaza par Israël .

L'accord garantit à Israël l'accès aux bases de données des propriétaires des maisons endommagées/démolies qui inclut des informations confidentielles comme les numéros des cartes d'identité des familles, les coordonnées GPS des maisons des familles, ainsi qu'un droit de veto sur les bénéficiaires de l'aide. 2) l'ouverture de Gaza sans condition pour permettre la reconstruction des maisons, hôpitaux, cliniques, usines, ateliers, écoles, installations d'eau et d'assainissement détruits, et autres structures détruites.
