Yesterday afternoon on November 6th, 2017 police forces commanded by the political police conducted a search of artist Luis Manuel Otero Alcántara ’s house. The artist was arrested to avoid a press conference where he would announce the organization of an independent Art Biennial in 2018, an initiative that the artist himself has taken on after cultural and political authorities decided to suspend the official convocation of the Havana Biennial and to delay its opening until 2019. This has been a disproportionate response from the government towards an artist. Statement regarding the arrest and international harassment against the artist Luis Manuel Otero Alcántara in Cuba Yesterday evening on November 6th, 2017, police forces commanded by the political police conducted a search in artist Luis Manuel Otero Alcántara’s house. The artist was arrested and an unspecified number of assets were taken from his home. This action is aimed at blocking the organization of an independent Art Biennial in 2018 that is led by Luis Manuel Otero, an initiative taken on by the artist after the cultural and political authorities of Castroism decided to suspend the official convocation and delay it until 2019 alleging the devastation caused by the passage of Hurricane Irma. Luis M. Otero Alcantará has developed works inspired by the reality of his country, pointing out its contradictions. Some of these works have been&colon The Museum of Dissidence, a website that outlines and investigates the history of political dissent in Cuba’s history. The initiative has been developed by the creator (Otero Alcántara) and the investigator Yanelys Núñez Leyva. The performance “Where is Mella&quest” with which the artist critiqued the lack of historical values promoted by the military business class and the foreign investors during the construction and opening of the luxury hotel Manzana Kempinski. Also, the lottery “With everyone and for the well&dashbeing of a few,” organized by him and the artist Nestor Siré to get a Cuban to stay at the Hotel Manzana Kempinski and narrate their experience. All of these works have been conceived with great ingenuity and brought to completion with excellence. It is not the first time that the Cuban government suspends cultural events using the destruction caused by a cyclone as an excuse. In 2004 a magnificent rap festival that had been in development many years prior and which on that occasion had achieved the greatest mobilization in its history was terminated. The reason was the passage of Hurricane Charley. That decision determined the declivity of the event. It wasn’t just a few rappers that pointed to the government’s two&dashfaced discourse which blocked an initiative for all Cuban people with an argument that cited the suffering caused by the cyclone, meanwhile keeping many nightclubs and cabarets open for foreign tourists. In this case it’s less credible, since the government assures that the recovery has been a success and delightfully parades a handful of slat homes for people who lost theirs as evidence. It also exhibits costly repairs underway for luxury hotels that are for international tourists in the keys north of Cuba, that were seriously damaged because of the meteor. In this long period of decline and decomposition, the Cuban government demonstrates an abominable coherence in its repressive destiny. In the same way, cultural institutions demonstrated how they act not as facilitators for artistic action, but as instruments of repression. A few days ago, a statement was released by the executive of the Association of Fine Arts from the National Union of Writers and Artists of Cuba (UNEAC), which linked Luis M. Otero Alcántara’s initiative with unscrupulous actions that pointed towards some type of abstract division, which is characteristic of official political discourse. The procedure is known, the denunciation of cowards, it leaves an opening for the political police to stop the intervention and destroy independent initiatives. Abel Prieto as Minister of Culture, Miguel Barnet as President of UNEAC and Lesvia Vent&dashDumois as President of the Executive of the Association of Fine Arts in the UNEAC, share responsibility for what is happening to Luis Manuel Otero Alcántara. We demand Luis M. Otero be freed immediately with no charges whatsoever. We also demand the return of his assets and the halt of any obstacles placed on the production of the independent Biennial organized by an artist Cuba should feel proud of. Havana November 7, 2017
