OPEN LETTER FROM THE COMMUNITY OF HORTO FLORESTA IN RIO DE JANEIRO


The first inhabitants of Horto Florestal in the Jardim Botânico neighborhood of Rio de Janeiro were African slaves brought to cultivate sugarcane and coffee beginning in 1578. Free workers joined them for the construction of the gunpowder factory and the Botanical Gardens, founded by Dom João VI in 1808. The descendants of these slaves and workers make up the nucleus of our community, which today includes some 600 families./

Far from the city center at the time, without transportation or services, the Administration of the Botanical Gardens offered them plots of land close to their work and permission for them to build houses on that land, where they and their descendants would live in peace with their families for decades. They were present for and participated in the history of Rio de Janeiro, and of Brazil&colon President Getúlio Vargas visited Horto on Tree Festival day; President Juscelino Kubitschek inaugurated, along with his mother Julia, a school named in her honor for the neighborhood’s children to attend. Many residents worked to establish the Tijuca Forest, and were the driving force to preserve the Botanical Gardens as the true jewel of our city that it remains until today.

In practically any free country in the world, having lived in a place for so many years, even without so many other historical, social, moral and ethical considerations, would be sufficient to assure that residents have full ownership of their homes. But as Rio grew, Horto became part of the South Zone, the most sought after part of the city and the surrounding Jardim Botânico neighborhood became a significant factor in increasing the area’s value. During the military dictatorship attempts began to remove residents from the area, which had come to be desired by the rich and the biggest communications network in the country, Globo, which installed there in 1965 and is today the biggest owner of property in the area.

But fortunately for the Brazilian people, in recent years the political environment and legal institutions have changed. Based on principles in the 1988 Constitution, two years ago, the Federal Heritage Secretariat (SPU) began serious work, accompanied by the Urbanism Department at the Federal University of Rio de Janeiro (UFRJ), envisioning land regularization of the community that would reconcile all the factors–ecological, social, and cultural‐historical. Since then, those opposing this with powerful economic interests have reacted fiercely; their defiance has now reached its peak.

For the media empire, which is willing to distort the news and twist the truth, its easy to convince our fellow citizens that an “invasion of the Botanical Gardens” is in progress, that it is being made into a “favela,” and turn general public opinion against us, well intentioned defenders of the environment. The constant target of injurious attacks, of open offenses and dirty lies, we don’t have the financial resources that would enable our defense, and the few honest voices in the media and in Congress that stand up in defense of the truth and of our rights are immediately muffled and vilified.

Recently, it was alleged that the registry of the Botanical Gardens by the Institute of National Artistic and Historic Heritage (IPHAN) in 1938, and of the architectural set of Horto in 1973, “would include” its neighborhood, then already occupied by the community. An unprecedented fact&colon the area was registered as heritage not to preserve it in the state it was found, with the historical and artistic interest that would have to justify that measure, but to modify it in the distant future, in accordance with projects that didn’t exist at the time. Incredibly, based on this ridiculous argument the Federal Court of Accounts (TCU) was determined to interrupt the SPU’s procedures&colon a TCU judge, at absolute odds with the dignity that should be associated with his position, publicly compared us to “tramps invading Nossa Senhora de Paz Square [in Ipanema]” with great fuss in the media.

There is no invasion of the Botanical Gardens. We would be the first to defend against this. Under this pretext and a fictitious need to expand, they intend to effect an “ethnic and social cleansing” of the neighborhood to meet the unhidden but unconfessable interests&colon to destroy an entire community and erase it from history so as to “improve” the neighborhood. To authorities at all levels, to the three branches of Brazilian democracy, we denounce this cowardly, insidious, and vile attack on history, the truth, justice, and on the social and human rights of hundreds of Brazilian citizens.

To our fellow citizens of Rio de Janeiro, of the rest of Brazil, and of the whole world, we ask&colon don’t let yourselves be carried away by the force of money&excl Don’t be fooled, don’t be turned en masse by the maneuvers of the enemies of the people to serve their interests&excl If you can, come here and see the truth with your own eyes&colon that beyond the pages of the newspaper and your television screen there is no invasion of the Botanical Gardens. Get to know our neighborhood up close, the children that play and the elderly born here. It’s a beautiful place and you are very welcome.

CARTA ABERTA DA COMUNIDADE DO HORTO FLORESTAL DO RIO DE JANEIRO


Os primeiros habitantes do Horto Florestal, no bairro do Jardim Botânico do Rio de Janeiro, foram escravos africanos trazidos para o cultivo de cana e café, a partir de 1578. A estes se juntaram trabalhadores livres, na construção da Fábrica de Pólvora e do Jardim Botânico, iniciada por D. João VI, em 1808. Os descendentes destes escravos e trabalhadores pioneiros formaram o núcleo de nossa comunidade, que hoje conta cerca de 600 famílias.

Longe da cidade, sem transportes nem serviços, a Administração do Jardim Botânico lhes oferecia terrenos, próximos ao trabalho, e a licença para neles construírem suas casas, onde eles e seus descendentes viveram em paz com suas famílias, por décadas. Presenciaram e participaram da própria História do Rio de Janeiro, e do Brasil&colon Getúlio Vargas visitava o Horto, no dia da Festa da Árvore, Juscelino Kubitschek inaugurou, com sua mãe Julia, a
escola nomeada em homenagem a esta, para atender às crianças do bairro. Muitos trabalharam na formação da Floresta da Tijuca, e foram a força motriz a preservar o Jardim Botânico, como a verdadeira joia para nossa cidade que é até hoje.

Em praticamente qualquer país livre do mundo, a mera residência no local por tantos anos, sem tantas outras considerações históricas, sociais, morais e éticas, seria suficiente para assegurar aos moradores a plena propriedade de suas casas. Mas, com o crescimento do Rio de Janeiro, o Horto foi alcançado pela Zona Sul, a mais procurada da cidade, e a própria
vizinhança do Jardim Botânico tornou‐se grande fator de valorização. Na ditadura militar, começaram as tentativas de expulsão dos moradores da área, tornada objeto de desejo dos ricos, assim como da rede de comunicação dominante do País, que lá se instalou em 1965, e é hoje a maior proprietária de imóveis no bairro.

Mas, felizmente para o povo brasileiro, nos últimos anos o ambiente político e jurídico‐institucional mudou. Com base nos princípios democráticos da Constituição de 1988, foi há dois anos iniciado pela Secretaria do Patrimônio da União um trabalho sério, assessorado pela Faculdade de Urbanismo da UFRJ, visando à regularização fundiária da comunidade, com a conciliação de todos os fatores – ecológicos, sociais, e histórico‐culturais. A partir daí, os poderosos interesses econômicos contrariados iniciaram uma feroz reação, cuja truculência chega agora ao auge. Para um império da mídia, que não reluta em deformar notícias e retorcer a verdade, é fácil convencer nossos concidadãos de que está em curso uma “invasão do Jardim Botânico”, o qual está sendo “favelizado”, e assim voltar massivamente contra nós bem‐intencionados defensores da ecologia, e a opinião pública em
geral. Alvo constante de ataques injuriosos, de ofensas abertas, de mentiras deslavadas, não temos recursos financeiros que nos possibilitem a defesa, e as poucas vozes honestas que, na mídia e no Congresso, se erguem em defesa da verdade, e dos nossos direitos, são imediatamente abafadas, e seus donos vilipendiados.

Recentemente, foi alegado que o tombamento pelo IPHAN do Jardim Botânico, em 1938, e do conjunto arquitetônico do Horto, em 1973, “incluiria” a sua vizinhança, já então ocupada pela comunidade. Fato inédito&colon uma área tombada, não para preservá‐la no estado em que se encontrava, cujo interesse histórico e artístico teria que justificar tal medida, mas para modificála num futuro distante, de acordo com projetos inexistentes à época. Inacreditavelmente, com base neste argumento ridículo o Tribunal de Contas da União determinou à SPU interromper seus procedimentos&colon um Ministro do TCU, em absoluto arrepio à dignidade que deveria se associar a seu cargo, nos comparou de público a “mendigos invadindo a Praça Nossa Senhora da Paz”, com grande estardalhaço na mídia.

Não há qualquer invasão ao Jardim Botânico, o qual nós seríamos os primeiros a defender. Sob este pretexto, e de uma fictícia necessidade de expansão, o que se pretende é levar a cabo uma “limpeza étnica e social” do bairro, para atender a interesses nada obscuros, porém inconfessáveis&colon destruir toda uma comunidade, apagá‐la da história, para “melhorar” a vizinhança. Às autoridades, em todos os níveis, dos três Poderes do Estado democrático brasileiro, denunciamos este atentado covarde, insidioso e vil, à História, à verdade, à justiça, e aos direitos sociais e humanos de centenas de cidadãos brasileiros.

Aos nossos concidadãos, do Rio de Janeiro, do resto do Brasil, e de todo o mundo, pedimos&colon não se deixem levar pela força do dinheiro&excl Não sejam enganados, não se transformem em massa de manobra dos inimigos do povo, para servir aos interesses deles&excl Se puderem, venham aqui, vejam com seus próprios olhos a verdade&colon que não há invasão alguma do Jardim Botânico, fora das páginas de um jornal, e da tela de sua televisão. Conheçam de perto nosso bairro, as crianças que brincam, os idosos nascidos aqui. É um belo passeio, e
serão muito bem‐vindos.
