The progress of a country largely depends on its administrators, i.e IAS, IPS and other civil service officers. Currently, the UPSC selects officers based on a archaic process which tests rote memory and endurance rather than intellectual ability and aptitude. As a result, many officers are constrained from performing optimally in their high impact positions. Also, many prospective candidates shy away from attempting the exam because of its outdated and long drawn format, leading to a loss of bright minds in the administration. Thus, it's high time for a change in the Civil Services Exams.
