Pétition pour l’abandon des poursuites contre les sept militants marocains
des droits humains :
Le 23 Mars 2016, comparaîtront devant le Tribunal de Première Instance (TPI) de Rabat,
- Maâti Monjib, 54 ans, historien, journaliste et président de l’association Freedom Now pour la liberté d’expression au Maroc et ancien président du Centre Ibn Rochd d’Etudes et de
Communication;
- Hisham Almiraat, 40 ans, médecin, ancien directeur de Global Voices Advocacy, fondateur et ex-président de l’Association des Droits numériques (ADN);
- Hicham Mansouri, 36 ans, chargé de projet à l’Association marocaine pour le Journalisme d’Investigation (AMJI);
- Mohamed Sber, 45 ans, président de l’Association marocaine d’Education de la Jeunesse (AMEJ);
- Abdessamad Aït Aïcha, 32 ans, ancien coordinateur du projet de formation du Centre Ibn Rochd, journaliste et membre de l’AMJI ;
- Rachid Tarik, 63 ans, journaliste, président en exercice de l’AMJI;
- Maria Moukrim, 40 ans, journaliste, ancienne présidente de
l’AMJI.

Ces sept activistes sont poursuivis pour leurs activités de promotion des droits humains dans le cadre de la répression contre les militants qui ont participé au Mouvement du 20-Février, après une phase de harcèlement systématique des associations concernées (AMJI, ADN, AMEJ, Centre Ibn Rochd) et dans la tradition marocaine des procès politiques. On notera en particulier le grave chef d’inculpation retenu contre les cinq premiers : ATTEINTE A LA SECURITE INTERIEURE DE L'ETAT. Et cela pour avoir organisé des formations à l’utilisation de l’application Story Maker (logiciel libre), formations dispensées par le Centre Ibn Rochd et l’AMEJ, en partenariat avec l’ONG néerlandaise Free Press Unlimited, et pour avoir reçu à cet effet des financements en provenance de l’étranger. Ils encourent des peines pouvant aller jusqu’à CINQ ANS DE PRISON .
Les deux derniers sont accusés d’avoir omis de notifier au Secrétariat Général du Gouvernement, réception d'un financement venant de l’étranger (pour le bénéfice des actions de leur association - l’AMJI), et ce en vertu d'une réglementation dont les modalités d'application sont à géométrie variable. Ils risquent des condamnations pouvant aller jusqu’à une amende de 10.000 dhs.

Le Comité national pour le soutien des sept activistes au Maroc appelle :
à signer avec lui la présente pétition qui demande aux autorités marocaines de respecter leurs engagements de protéger l’exercice des droits civiques et politiques.

Nous, soussigné(E)s,

- Considérons que :
a - la formation au journalisme citoyen est une activité de promotion de la liberté d’expression,
b - la formation au journalisme d’investigation vise à permettre l’exercice du droit légitime d’accès à l’information et, à travers les médias, d’un contrôle citoyen sur la conduite des affaires publiques,
c - la réception de fonds de l’étranger pour financer des activités de promotion des droits humains ne saurait constituer un prétexte acceptable pour tenter de faire obstacle à l’exercice par les citoyens de leurs droits civiques et politiques.

- Condamnons la campagne actuelle de répression contre le droit d’expression et d’association au Maroc.

- Demandons aux autorités marocaines d'abandonner les charges retenues à l’encontre des sept activistes car elles ne constituent que des prétextes pour tenter de réduire au silence la promotion des droits humains, qui est constitutive des actions incriminées.

عريضة لإسقاط التهم الموجهة ضد النشطاء السبعة في المغرب في 23 مارس 2016، سيمثل أمام المحكمة الابتدائية بالرباط كل من:

  • - المعطي منجب، مؤرخ وصحفي ورئيس جمعية "الحرية الآن" من أجل حرية التعبير في المغرب والرئيس السابق لمركز ابن رشد للدراسات والتواصل.
  • - هشام الميرات، الرئيس السابق لجمعية الحقوق الرقمية (ADN)
  • - هشام المنصوري، المسؤول عن مشاريع الجمعية المغربية لصحافة التحقيق (AMJI).
  • - محمد الصبر، رئيس الجمعية المغربية لتربية الشبيبة (AMEJ).
  • - صمد عياش ، المنسق السابق لمشروع التدريب بمركز ابن رشد، وهو صحفي وعضو الجمعية المغربية لصحافة التحقيق.
  • - رشيد طارق رئيس الجمعية المغربية لصحافة التحقيق.
  • - مرية مكريم، مديرة نشر موقع "فبراير.كوم" والرئيسة السابقة للجمعية المغربية لصحافة التحقيق (AMJI).
  • و يتابع النشطاء السبعة بسبب أنشطتهم الحقوقية التي تهدف إلى تعزيز ونشر ثقافة حقوق الإنسان، وتدخل هذه المتابعة في إطار المضايقات التي يتعرض لها النشطاء الذين انخرطوا في الحراك الاجتماعي بالمغرب وساندوا حركة 20 فبراير، كما أن المحاكمة تندرج ضمن الأساليب المعروفة في المغرب في مجال المحاكمات السياسية، حيث تنتفي العديد من شروط المحاكمة العادلة.إن التهم الخطيرة التي يتابع بها النشطاء الخمسة الأوائل: "المس بالأمن الداخلي للدولة"، بناءا على مساهمتهم في تنظيم وتأطير الدورات التدريبية التي نظمها مركز ابن رشد والجمعية المغربية لصحافة التحقيق، حول تطبيق "سطوري ميكر" (تطبيق حر)، بشراكة مع المنظمة الهولندية غير الحكومية "فري بريس إنليميتد"، تجعل هؤلاء النشطاء الخمسة يواجهون عقوبات تصل إلى خمس سنوات سجنا نافذا. كما أن متابعة الناشطين الأخيرين (رشيد طارق ومرية مكريم) بتهم عدم إبلاغ الأمانة العامة للحكومة، وتلقي مبالغ مالية من الخارج (لتمويل أنشطة الجمعية المغربية لصحافة التحقيق) تجعلهما يواجهان حكما بغرامة مالية قدرها 10 آلف درهم. إن اللجنة الوطنية للتضامن مع المعطي منجب والنشطاء ستة تلتمس توقيع هذه العريضة لمطالبة السلطات المغربية باحترام التزاماتها المتعلقة بحماية ممارسة الحقوق المدنية والسياسية.
    عريضة لمطالبة السلطات المغربية بإسقاط التهم ضد الناشطين السبعةنحن الموقعين أسفله،1 – نعتبر أن:أ- التكوين في مجال الصحافة المواطنة هو نشاط لتعزيز حرية التعبير.ب- التدريب على الصحافة الاستقصائية يُمكّن من ممارسة الحق المشروع في الحصول على المعلومات ويمكّن وسائل الإعلام من لعب دورها كحارس للديمقراطية.ج – تهمة تلقي أموال من الخارج لتمويل الأنشطة الرامية إلى تعزيز حقوق الإنسان لا يمكن أن تكون عذرا مقبولا لعرقلة ممارسة المواطنين لحقوقهم المدنية والسياسية.2 - ندين حملة القمع ضد الحق في التعبير وتكوين الجمعيات في المغرب.3 - نطالب السلطات المغربية بإسقاط التهم ضد النشطاء السبعة، لأنها مجرد ذرائع للاعتداء على حقوق الإنسان.

    DROP CHARGES AGAINST THE SEVEN MOROCCAN HUMAN RIGHTS ACTIVISTS
    Seven Moroccan Human Rights activists are due to appear before Rabat LowerCourt on the 23th of Marsh 2016, on political charges including “undermining Statesecurity” for five of them.
    The seven are:
  • Maâti Monjib, 54, historian, journalist, chairman of Freedom Now that advocates for freedom of expression in Morocco, ex chairman of Centre Ibn Rochd d’Etudes et de Communication;
  • Hisham Almiraat, 40, medical doctor, founder and ex-chairman of Association des Droits numériques (Digital Rights Association, ADN), former Global Voices Advocacy director;
  • Hicham Mansouri, 36, project manager with Association marocaine pour le Journalisme d’Investigation (AMJI);
  • - Mohamed Sber, 45, chairman of Association marocaine d’Education de la Jeunesse (AMEJ);
  • - Abdessamad Aït Aïcha, Samad Iach, 32, ex training project coordinator with Centre Ibn Rochd, journalist and member of AMJI ;
  • - Rachid Tarik, 63, journalist, acting chairman of AMJI;
  • - Maria Moukrim, 40, journalist, ex chairwoman of AMJI.

  • In a context marked with a systematic repression of February-20 Movement members and in keeping with the old Moroccan tradition of political trials, these activists are in fact being tried for their involvement in the promotion of Human Rights. The charge of UNDERMINING INTERNAL STATE SECURITY carries with it a FIVE YEAR JAIL SENTENCE .
    Their crime is to have organised training sessions in the use of a Smartphone app called Story Maker, within the Centre Ibn Rochd and AMEJ and with the support of the Dutch NGO Free Press Unlimited, and to have received funds from abroad to finance this project.
    The last two accused are guilty, according to the charge, of not having registered with the appropriate Government agency, the funds received from abroad to finance the training project, a legal obligation that the State happens to overlook when it chooses. The fine incurred can be up to 10.000 dhs.
    The National Support Committee for the Seven Moroccan Activists calls on all democrats to sign this petition asking the Moroccan Government to abide by its commitments to protect the exercise of civil and political rights.

    PETITION REQUESTING THE MOROCCAN GOVERNMENT TO DROP ALL CHARGES AGAINST THESEVEN HUMAN RIGHTS ACTIVISTS

  • a - training in responsible journalism is an activity that promotes free expression,b - training in investigative journalism aims at allowing the exercise of a legitimate right to access information and allows media to play their role as a watchdog for democracy, c - receiving funds from abroad to finance activities promoting Human Rights in no way can be used as a pretext to attempt to block the free exercise by citizens of their civil and political rights.

    - condemn the ongoing campaign against the rights of association and free speech in Morocco.

    demand from the Moroccan Government to drop all charges against theseven activists as these charges are only pretexts to attempt tosilence the promotion of Human Rights, which is at the heart of their action.

    invite all citizens around the world who share in these values to join us by signing this petition.
