من خلال العمل على تطوير أهم مهرجانين للسينما في القارة الأفريقية، (أيام قرطاج السينمائية) و (المهرجان الأفريقي للسينما والتلفزيونفي واغادوغو)، أراد كبارنا الذين سبقونا في هذا المجال كالطاهر شريعة، عثمان سيمبين وغيرهم من صناع الأفلام الأفارقة الاحتفاءبالأعمال السينمائية الأفريقية من خلال هذه المهرجانات آملين أن تشكل نقطة انطلاق لسينما افريقية تحكي قصص الافارقة و تعانق عمومأفريقيا.
هذا الأمل الذي ينضح بالفن الجميل و المفعم بالأخوية الصادقة تحطم اليوم تماماً بسبب ممارسات عنصرية قميئة قننها خطاب رئيس دولةمُستبد، يقوم بسجن معارضيه، يُنمي ويُغذي مشاعر الكراهية والبغضاء لدى فئة من شعبه تعاني من إحباطات متراكمة لا علاقة لها بوجودالمهاجرين والمهاجرات في تونس. شجع خطاب هذا الرئيس تلك المجموعة من الناس على استخدام العنصرية، كوسيلة للتنفيس عنغضبهم على وضع البلاد، ومارسوها ضد أكثر الفئات حوجة للتضامن : المهاجرين والمهاجرات من جنوب الصحراء الكبرى، لتتنامىبعدها وتلاحق أي فرد من أفريقيا جنوب الصحراء، أياً كان وضعه، سواء كان مقيماً منذ فترة طويلة في تونس أو وصل إليها حديثاً ولمينجو منها حتى طلبة العلم.
في الوقت الذي تجري فيه الاستعدادات لانطلاق الدورة القادمة من مهرجان أيام قرطاج السينمائية على قدم وساق، للفترة من 28 أكتوبرإلى 4 نوفمبر، نعلن نحن، محترفي ومحترفات الفن السابع، أنه لا يمكننا أن نغض الطرف عما يتعرض له بناتنا و أبنائنا وأطفالنا ونتعاملمع الوضع كما لو أن شيئًا لم يحدث. ضميرنا وانسانيتنا تُحتم علينا أن نقاطع هذا المهرجان. لن نرضى لأنفسنا ابداً باقتراح أفلامنا للعرضأثناء المهرجان والذهاب إلى تونس في هذا الجو المؤذي، والممتد على نحو أسبوع كامل في بلد أصبح غير مضياف إلى حد كبير، مما قدينتج عنه تعرض بعضنا للاعتداءات في الفضاء العام.
ومن هنا، ندعوكم، نحن المحترفين والمحترفات في قطاع صناعة الأفلام في افريقيا والعالم العربي وفي جميع أنحاء العالم إلى التوقيع علىهذا البيان. كما ندعو جميع المتضامنين والمتضامنات مع المهاجرين والمهاجرات و مناهضي و مناهضات موجة كره الأجانب التي تسودتونس إلى الانضمام إلى حملة التوقيع على هذه العريضة.
يقيننا أنه لا توجد سينما حرة ولا مساحة للمهرجانات في بلد يتم فيه مطاردة أطفالنا وأخواتنا وإخواننا و المهاجرين والمهاجرات من جنوبالصحراء الكبرى. لا مكان للاحتفالات في بلد يصبح فيه كل قادم من جنوب الصحراء هدف للاعتداءات، للسرقة، للقتل أو الإبعاد إلىالصحراء دون طعام أو ماء. وعليه، لن نشارك بأي حال ولن نساهم في تلميع صورة هذا النظام الفاشي الذي يقف وراء تنظيم مهرجان أيامقرطاج السينمائية.
نتمنى أن يثير غيابنا من هذا المهرجان موجة استنكار عارمة ضد ممارسات السلطات التونسية وليذهب كل هؤلاء الذين يروجون للكراهيةإلى مزبلة الإنسانية.
وعدنا لكم بالعودة إلى مهرجان قرطاج السينمائي في دورات قادمة خالية من وصايا الدولة المخزية والمسيئة. سنعود حتماً وستعود أفلامناعندما تعم المساواة بين البشر وتتحقق العدالة وتسود قيم الانسانية، حينها سنحتفي كما ينبغي بالأفلام السينمائية في إفريقيا والعالم العربي فيتونس الخضراء.
دعونا نكون جديرين بروح الطاهر شريعة، مؤسس مهرجان قرطاج السينمائي.

En œuvrant à l’essor des deux festivals majeurs du continent africain, les JCC (Journées Cinématographiques de Carthage) et le Fespaco (Festival panafricain du cinéma et de la télévision de Ouagadougou), nos aînés, Tahar Cheriaa, Ousmane Sembène et d’autres cinéastes, avaient à l’esprit de célébrer les cinémas d’Afrique comme fer de lance d’un idéal panafricain.
Cette belle espérance fraternelle et artistique est fracassée aujourd’hui par un racisme débridé exprimé par un chef d’Etat autocrate, qui emprisonne ses opposants, flatte les passions sombres et funestes d’une partie de son peuple, et désigne comme exutoire à leur colère - due à des frustrations diverses - un groupe de personnes, parmi les plus fragiles : les migrants subsahariens. Et par ricochet, tout individu originaire d’Afrique subsaharienne, résident de longue date en Tunisie ou étudiant en cours de cycle.
Alors que s’annoncent les préparatifs des prochaines JCC, qui se tiendront du 28 octobre au 4 novembre, nous, professionnels du 7ème art, ne pouvons délibérément pas faire comme si de rien n’était en proposant nos films et en nous rendant à Tunis dans ce climat délétère, l’espace d’une semaine hors du temps dans un pays devenu sauvagement inhospitalier, où certains d'entre nous pourraient même être l’objet d’agressions dans la sphère publique.
Nous invitons les professionnel.le.s du cinéma, d’Afrique et du monde arabe, et plus largement de par le monde, solidaires et révoltés par la xénophobie qui règne en Tunisie, à signer cette pétition appelant au boycott des JCC. Ne redorons pas de quelque façon le blason d’un pouvoir fascisant dont les JCC dépendent. Pas de cinéma libre ni de festoiement dans un pays où nos enfants, nos sœurs et nos frères, migrants et immigrés subsahariens, sont traqués, agressés, dépouillés, tués ou déportés en plein désert sans vivres ni eau.
Que notre absence massive à ce festival offre une caisse de résonance à une réprobation grandissante et mette au banc de l’humanité ces propagateurs de haine. Et faisons la promesse de revenir aux JCC, débarrassées d’une tutelle étatique aussi honteuse qu’abjecte, lorsque le contexte sera plus propice à la célébration des cinémas d’Afrique et du monde arabe. Soyons dignes de l’esprit de Tahar Cheriaa, fondateur des JCC.

Our elders, Tahar Cheriaa, Ousmane Sembène and other filmmakers, had in mind the celebration of African Cinemas as the spearhead of the pan-African ideal when they worked to develop two major festivals on the African continent, JCC (Journées Cinématographiques de Carthage) and Fespaco (Festival panafricain du cinéma et de la télévision de Ouagadougou).
Today, however, this fraternal and artistic hope is being shattered by the unbridled racism of an autocratic head of state, who imprisons his opponents, divisively flatters the dark and sinister passions of a part of his people, falsely channeling their legitimate anger with the state towards a group of people, among the most fragile: sub-Saharan migrants. And by extension, all people from sub-Saharan Africa, whether long-term residents of Tunisia or current students. We call it what it is: xenophobia!
As preparations get underway for the next JCC, to be held from October 28 to November 4, we, professionals of the film industry, cannot in good conscience, pretend that nothing is going on, by offering our films and traveling to Tunis in this poisonous climate. This, for a week long festival in a country that has become savagely inhospitable, where some of us may even be the object of aggression in public spaces.
We invite film professionals from Africa and the Arab world, and more broadly from all over the world, to sign this petition calling for a boycott of the JCC and to join in solidarity against an outrageous and xenophobic regime in Tunisia. Let's not in any way be deceptively blinded as to burnish the image of a fascist power which today hides behind the JCC. There cannot be a Free Cinema or Festivities in a country where our children, sisters and brothers, sub-Saharan migrants and immigrants, are hunted down, attacked, robbed, killed or deported to the middle of the desert without food or water.
Let our massive revolt and absence from this festival, provide a sounding board for growing disapproval, and put these propagators and instigators of hatred on the sidelines of humanity. And let's promise to return to JCC, freed from a state guardianship as shameful as it is abject, when the context is more conducive to celebrating the cinemas of Africa and the Arab world. Let us live up to the spirit of Tahar Cheriaa, founder of the JCC.
That spirit is called Pan Africanism.
