Σώσε το Σάος, Σώσε τη Σαμοθράκη

Η Σαμοθράκη είναι ένα μικρό νησί 173 τ.χλμ. στο ΒΑ Αιγαίο Πέλαγος. Στην ουσία αποτελείται από ένα βουνό το ΣΑΟΣ με υψόμετρο 1611 μ, το υψηλότερο σε όλο το Β. Αιγαίο. Οι εδαφολογικές και μικροκλιματικές συνθήκες το καθιστούν ένα ευαίσθητο και μοναδικό οικοσύστημα, πλούσιο σε τρεχούμενα νερά καιυπεραιωνόβια δάση, ενώ έχουν ταυτοποιηθεί και 17 είδη ενδημικών φυτών. Συγχρόνως, έχει μια συνεχή πολιτισμική ιστορία από τη νεολιθική εποχή μέχρι σήμερα, όπως αποδεικνύεται από τα αρχαιολογικά ευρήματα που υπάρχουν σε όλο το νησί, με γνωστότερη σε όλον τον κόσμο τη Νίκη της Σαμοθράκης που εντυπωσιάζει στο Μουσείο του Λούβρου στο Παρίσι. Υπήρξε επίσης, για εκατοντάδες χρόνια, κέντρο και τόπος διεξαγωγής για κάποια από τα σημαντικότερα Μυστήρια της Αρχαίας Ελλάδας, τα Καβείρια Μυστήρια.

Σε αυτό το μοναδικό νησί, υποψήφιο για ένταξη στο δίκτυο Άνθρωπος και Βιόσφαιρα (ΜΑΒ Programme) της UNESCO, σχεδιάζεται να εγκατασταθεί ΒΙΟΜΗΧΑΝΙΚΟ ΑΙΟΛΙΚΟ ΠΑΡΚΟ με 39 ανεμογεννήτριες (Α/Γ) και άδειες παραγωγής υβριδικής ενέργειας σε δύο εταιρείες (για 3 Α/Γ ύψους 77 μ. και 36 ύψους 120 μ, συνολικής εγκατεστημένης ισχύος 110 MW), σε 12.337 στρέμματα δασικής έκτασης στον πυρήνα περιοχής NATURA 2000 και Ειδικής Προστασίας, σύμφωνα με την νομοθεσία της Ευρωπαϊκής Ένωσης.

Η εγκατάσταση αυτή, και το οδικό δίκτυο που προβλέπεται να διανοιχτεί, αναμένεται να επηρεάσουν δραματικά το ευαίσθητο μικροκλίμα του νησιού, τα επιφανειακά και τα υπόγεια ύδατα, τη χλωρίδα και την πανίδα, να μεγιστοποιήσουν τα ήδη υπάρχοντα προβλήματα πλημμυρών και διάβρωσης, να τραυματίσουν την αισθητική του τοπίου, και να πλήξουν τον τουρισμό που αποτελεί βασική πηγή εισοδήματος για το νησί, ενώ μετά το τέλος λειτουργίας του πάρκου (25 χρόνια) η περιοχή θα αποτελέσει ένα τεράστιο σκουπιδότοπο που η ελληνική νομοθεσία δεν προβλέπει την αποκατάσταση του. Τέλος, σύμφωνα με την γνωμάτευση της αρμόδιας τοπικής αρχαιολογικής αρχής στην περιοχή εγκατάστασης των Α/Γ υπάρχουν επιφανειακά ευρήματα οικισμών πιθανώς της εποχής του Σιδήρου.

Η παραγωγή ενέργειας από Ανανεώσιμες Πηγές Ενέργειας (ΑΠΕ) είναι επιθυμητή και αναγκαία, αλλά πρέπει να επιδιωχθεί στα πλαίσια της ενεργειακής αυτάρκειας του νησιού, με γνώμονα τις ιδιαιτερότητες της Σαμοθράκης, το σωστό χωροταξικό σχεδιασμό και την επιλογή των κατάλληλων ΑΠΕ, και να επέλθει μετά από πραγματική και ουσιαστική διαβούλευση με την τοπική κοινωνία. 

Καλούνται όσοι έχουν την τύχη να γνωρίζουν αυτόν τον μοναδικό τόπο αλλά και αυτοί που νοιάζονται για την προστασία της βιοποικιλότητας και των τελευταίων θυλάκων παρθένων φυσικών και πολιτιστικών οικοσυστημάτων να ζητήσουν με την υπογραφή τους από:
  • την Ελληνική Κυβέρνηση  
  • το Υπουργείο Περιβάλλοντος και Ενέργειας
  • την Διοίκηση της Περιφέρειας Αν. Μακεδονίας και Θράκης
  • την Αποκεντρωμένη Διοίκηση Μακεδονίας Θράκης και
  • την Ευρωπαϊκή Επιτροπή για το Περιβάλλον 
να προβούν στην ΜΗ ΕΓΚΡΙΣΗ των δύο σχεδιαζόμενων έργων εγκατάστασης και λειτουργίας ΒΙΟΜΗΧΑΝΙΚΟΥ ΑΙΟΛΙΚΟΥ ΠΑΡΚΟΥ 3 και 36 ανεμογεννητριών συνολικής εγκατεστημένης ισχύος 110 MW και να ΤΗΡΗΘΟΥΝ ΑΥΣΤΗΡΑ οι κανόνες της υπάρχουσας νομοθεσίας περί περιβαλλοντικής προστασίας και χωροταξίας για πιθανές μελλοντικές εγκρίσεις περιβαλλοντικών όρων για άδειες εγκατάστασης τέτοιου είδους έργων.

Κατά της αναφερόμενης εγκατάστασης μεγάλης κλίμακας βιομηχανικών αιολικών και υβριδικών σταθμών έχουν ήδη γνωμοδοτήσει αρνητικά 16 τοπικοί και εθνικοί φορείς οι οποίοι, σύμφωνα με την τρέχουσα νομοθεσία, δεν έχουν όμως ΚΑΝΕΝΑ ουσιαστικό λόγο στην διαδικασία αδειοδότησης:

Samothraki is a small island of 173 km² in the NE Aegean. It is dominated by Saos, a mountain of 1611m altitude, the highest peak in the North Aegean. The micro-climatic and soil conditions make it a fragile and unique ecosystem, rich in running waters, perennial forests and home to 17 endemic plants. Furthermore, it has a continuous history running from Neolithic times until today as justified by archeological findings all over the island, the most famous being the Nike of Samothraki which fascinates visitors of the Louvre Museum in Paris. For hundreds of years it was one of the main centers of Ancient Mysteries in Greece, the Kavirian Mysteries.

On this unique island, a candidate for the UNESCO Man and the Biosphere Program (MAB), an industrial scale wind farm is planned. It includes 39 wind turbines and licenses to produce Wind and Hybrid energy for two companies, with 3 turbines of 77m height and 36 turbines of 120 m respectively, producing a total of 110MW. Τhis industrial scale wind farm has been planned on 1,233.7 ha of forest land in the core of the Special Protection Area (SAC) of the Natura 2000 network, as designated by European Union legislation.

The installation of these wind turbines and the new wide road network that will be constructed are expected to: negatively impact the sensitive micro-climate of the island, the surface and ground water, the flora and fauna; intensify the current problems of flooding and erosion; damage the aesthetic of the landscape; and have a negative impact on tourism which is a primary source of income on the island. In addition, after the end of its operation period (25 years) the area will be a huge industrial waste dump, as the Greek law does not provide for its restoration. Finally, according to the local archaeological service, in the area there are also surface findings from settlements which appear to date back to the Iron Age.

The production of Renewable Energy (RE) is desirable and necessary but should be achieved within a framework of energy self-sufficiency for the island, that takes into account the unique insular environment, a correct spatial planning and the appropriate choice of suitable RE sources, and should be decided after real and substantive deliberation with the local community.

We call on everyone that has had the chance to enjoy this unique place, as well as those that care about protecting biodiversity and the last niches of untouched natural and social ecosystems to use their signature to ask:

to declare their NON-APPROVAL for the two planned projects of constructing an INDUSTRIAL SCALE WIND PARK of 3 and 36 wind turbines with a total output of 110 MW, and to STRICTLY APPLY the current legislation regarding environmental protection and spatial planning for future approvals of environmental conditions concerning the licensing of relevant projects.

So far 16 local, regional and national organizations have officially submitted their opposition to the aforementioned large scale industrial wind and hybrid energy parks. However, according to current law, these reports cannot affect the licensing procedure.

Samothraki ist eine kleine Insel mit 173 km² in der nordöstlichen Ägäis. Sie wird von dem 1611m hohen Berg Saos dominiert, dem höchsten Gipfel der Nordägäis. Das Mikroklima und die Bodenbedingungen machen die Insel zu einem fragilen und einzigartigen Ökosystem, das durch jahrhundert alte Wälder, einschließlich 17 endemische Arten, geprägt und von duzenden Flüssen durchzogen ist. Darüber hinaus hat Samothraki eine ununterbrochene Besiedlungsgeschichte, die von der Jungsteinzeit bis heute reicht und durch archäologische Funde auf der ganzen Insel bestätigt ist. Das berühmteste Fundstück ist die Nike von Samothraki, die seit ihrem Fund 1863 die Besucher des Louvre-Museums in Paris fasziniert. Für Jahrhunderte war Samothraki als spirituelles Zentrum bekannt, das mit seinem “Heiligtum der Großen Götter“, dem Kult der Kaveiria-Mysterien gewidmet war.   .  

Nun wird auf dieser einzigartigen Insel, die seit einigen Jahren ein Kandidat für das UNESCO-Programm für Mensch und Biosphäre (MAB) ist, ein Windpark industrieller Dimensionen geplant. Er umfasst 39 Windturbinen und Lizenzen zur Erzeugung von Wind- und Hybrid-Energie für zwei Unternehmen, wobei 3 Turbinen mit einer Höhe von 77m und 36 Turbinen mit einer Höhe von 120m, jeweils eine Leistung von 110MW erbringen. Dieser Windpark ist auf einer Fläche von 1.234 ha im Kern des Natura-2000 Sonderschutzgebiets geplant.

Die Installation und Funktion dieser Windkraftanlagen und das neu zu errichtende Straßennetz, werden sich voraussichtlich dramatisch auf das empfindliche Mikroklima der Insel, sowie auf das Oberflächen- und Grundwasser und  Flora und Fauna auswirken und die aktuellen Probleme von Überschwemmungen und Erosion verschärfen. Es wird die Ästhetik der Landschaft beschädigen und sich negativ auf den Tourismus auszuwirken, der die Haupteinnahmequelle der Insel darstellt.  Darüber hinaus wird dieses Gebiet nach Ablauf seiner Betriebszeit (25 Jahre) mit Industrieabfällen übersät sein, da es nach dem griechischen Gesetz nicht vorgesehen ist, dass diese beseitigt werden. Außerdem gibt es in der Gegend  Oberflächenfunde von Siedlungen, die auf die Eisenzeit zurückgehen.

Die Erzeugung „grüner Energie“ durch erneuerbare Energiequellen (EE) ist wünschenswert und notwendig, sollte jedoch im Rahmen der Selbstversorgung der Insel erfolgen. Dieses Konzept sollte, angeführt von der Einzigartigkeit Samothraki‘s, der korrekten Raumplanung und der angemessenen Wahl der geeigneten EE und nach realen und inhaltlichen Verhandlungen mit der lokalen Gemeinschaft entschieden werden.

Wir appellieren an alle, die die Gelegenheit hatten diesen einzigartigen Ort zu genießen, sowie an diejenigen, die sich für den Schutz der biologischen Vielfalt und der letzten unberührten Ökosysteme interessieren, um ihre Unterschrift für die Forderung an:

  • die griechische Regierung  
  • das Ministerium für Umwelt und Energie
  • die Regionalverwaltung von Ostmakedonien und Thrakien
  • die dezentrale Verwaltung von Mazedonien und Thrakien
  • das Europäische Umweltkomitee

die Nichtgenehmigung von Lizenzen für die geplanten Windpark Projekte zu erklären und die geltenden Rechtsvorschriften zum Umweltschutz und zur Raumplanung für künftige Genehmigungen relevanter Projekte streng anzuwenden.

Bisher wurden Berichte von 16 lokalen, regionalen und nationalen Organisationen eingereicht, in denen sie ihre Ablehnung des oben genannten Wind- und Hybridenergieparks zum Ausdruck brachten. Nach geltendem Recht spielen diese amtlichen Meldungen jedoch keine Rolle im Genehmigungsverfahren. Diese Organisationen sind:

Samotracia es una pequeña isla de. 173 km. en el noreste del mar Egeo. En esencia, la isla es una montaña llamada SAOS con una altitud de 1.611 mts, la más alta de todo el norte del Egeo. Las condiciones del suelo y del microclima la convierten en un ecosistema cerrado, sensible y único, rico en agua corriente y bosques perennes con 17 especies de plantas endémicas. Además, tiene una rica historia cultural que se remonta al Neolítico y a la Edad de Hierro y llega hasta nuestros días, como demuestran los hallazgos arqueológicos en la isla, el más famoso de los cuales es la ¨Victoria de Samotracia¨ estatua que impresiona a todo el mundo en el Museo del Louvre en París. También ha sido, durante cientos de años, el lugar donde se celebraban los misterios (rituales religiosos) más importantes de la antigua Grecia, los Misterios Kabirios.
               
E n esta isla única, candidata a la formar parte de la Red de Reservas de la Biosfera de la UNESCO (Programa MAB), se planea instalar el PARQUE EÓLICO INDUSTRIAL más grande de la Grecia no continental con una planta híbrida de producción de energía. Para ello está en proceso de aprobación la concesión a dos grandes empresas privadas para la instalación de 3 turbinas de 77 mts de altura (a la primera) y 39 turbinas de 120 mts de altura (a la segunda empresa) con una capacidad de producción total de 110 MW, en 12.336,7 hectáreas de área forestal que se encuentran en el corazón del área NATURA 2000 y del Área de Protección Especial, areas protegidas conforme a la legislación de la Unión Europea.   
             
Además del daño al patrimonio cultural se prevé que esta instalación, con la red de carreteras que necesita crear, afecte dramáticamente al sensible microclima de la isla, a las aguas superficiales y subterráneas, a la flora y la fauna, y se prevé que maximice los ya existentes problemas de desertización. Además dañará la estética del paisaje y al turismo que es una fuente importante de ingresos para la isla. Tras 25 años, cuando acabe el plazo de la concesión y se abandone la explotación del parque eólico,  el área se convertirá un enorme basurero industrial y un ecosistema devastado inaccesible, imposible de restaurar. Según la opinión de la Autoridad Arqueológica local competente, existen restos superficiales de asentamientos en el área que probablemente se remontan a la Edad de Hierro.
           

La producción de 'energía verde' a partir de fuentes de energía renovables (RES) es deseable y necesaria, pero debe llevarse a cabo en el contexto de la autosuficiencia energética de la isla, teniendo en cuenta las características específicas de Samotracia, la planificación espacial y urbana adecuada y la selección de energías renovables apropiadas. Además es necesario que se lleve a cabo después de un profundo y serio debate con la comunidad local.     

Los que tienen la suerte de conocer este lugar único en el mundo, pero también los que se preocupan por la protección de la biodiversidad y de los últimos focos de ecosistemas naturales y culturales vírgenes, deben firmar para que: 

  • El Gobierno Griego 
  • El Ministerio de Medio Ambiente y Energía.
  • El Gobierno de la Región de Macedonia Oriental y Tracia
  • Los organos de administración de Macedonia y Tracia
  • La Comisión Europea para el Medio Ambiente 

DESAPRUBEN la instalacíón y operación de parques eólicos de 3 y 36 turbinas eólicas con una capacidad de producción total de 110 MW en la isla de Samotracia y que se respenten estrictamente las leyes de protección medioambiental nacionales y comunitarias existentes, y que se exija la existencia de marco regulador específicos de planificación espacial y urbana antes de aprobar futuras concesiones a proyectos similares. 
       
En contra de la instalación de los mencionados parques eólicos a gran escala y de la estación híbrida antes mencionada ya han emitido informes de desaprobación 16 organismos locales, organismos y autoridades locales y nationales que, según la legislación vigente, no tienen derecho a participar directamente en la toma de decisiones del proceso de concesión de las licencias para la instalación: 

1. Órgano de gestión de áreas protegidas del Delta de Evros y Samothraki.
2. Región de Macedonia Oriental y Tracia, Departamento de Medio Ambiente y Economía del Agua Evros.
3. La Autoridad arqueológica local.
4. La Asociación Οrnitológica griega.
5. El Comité Nacional para el programa Man and Biosphere de la UNESCO
6. El Centro griego de investigación Marítimo (ELKETHE) - Instituto de Recursos Biológicos Marinos y Vías navegables
7. El Concejo de Samothracia
8. La asociación "Samotracia Sostenible"
9. La asociación de montañeros de Samotracia
10. El Club de cazadores de Samotracia
11. La Empresa ecológica de Evros
12. La asociación "Samotracia en acción"
13. La asociación cultural "Dia Somatos"
14. La cooperativa social "Barades"
15. La cooperativa social "Zathei"
16. La asociación de vecinos "Ano Meria" 

y trece renombrados científicos y colaboradores del Comité Científico Internacional de la Asociación "Samotracia Sostenible".

Save Saos, Save Samothraki

Samotracia e una piccola isola di 173 Km2.  nel Mare Egeo Nord-Orientale. Si tratta sostanzialmente di una montagna sul mare: il monte Saos, con i suoi 1611 m di altezza,  è il piu alto rilievo montuoso dell’Egeo insulare. Il microclima e le caratteristiche edafologiche particolari rendono l’isola un ecosistema fragile ed unico, ricco di corsi d’acqua e foreste plurisecolari,  con 17 specie vegetali endemiche.Oltre alla storia naturale, l’isola si contraddistingue per la sua storia culturale, testimoniata da ritrovamenti archeologici su tutto il suo territorio a partire dal neolitico, l’età del ferro e fino al giorno d’oggi. Tra di essi la Nike di Samotracia, di fama mondiale, che emoziona i vsitatori del Museo del Louvre a Parigi.   L’isola fu anche per centinaia di anni un importante centro per il culto dei Grandi Dei e vi si tenevano gli antichi Misteri Cabirici. 

Sull’isola, candidata a far parte della rete "L'uomo e la biosfera", (Man and the Biosphere – MAB), dell’UNESCO, è prevista la costruzione, da parte di due compagnie, di un parco eolico di scala industriale, il più  grende per la Grecia insulare, con 39 turbine eoliche con licenza per la generazione ibrida di energia (3 torri di 77m e 36 di 120 m di altezza, per una potenza nominale complessiva pari a 110MW) in una zona di 1,233.67 ettari di foresta, al centro del Sito di Interesse Comunitario (SIC) designato quale Zona Speciale di Conservazione (ZSC), della rete Natura 2000.

Si prevede che la costruzione dell’impianto e della rete stradale annessa possano influenzare negativamente il delicato equilibrio dell’isola, potenziando il rischio di dissesto idrogeologico del territorio, con conseguenze drammatiche sui corsi d’acqua superficiali e le falde acquifere, la flora e la fauna, ferendo in maniera irreversibile il valore estetico del paesaggio, nonchè l’economia locale, che si basa principalmente sul turismo. Lo smantellamento dell’impianto (la cui durata di funzionamento prevista è di 25 anni) lascerebbe dietro di sè una enorme discarica industriale a cielo aperto, un ecosistema distrutto, in una zona poco accessibile, e di conseguenza irrecuperabile. Nella stessa area le indagini superficiali condotte dell’ente archeologico competente hanno rilevato la presenza di ritrovamenti  relativi a insediamenti preistorici, probabilmente dell’età del ferro.

La produzione di “energia verde” mediante fonti di energia rinovabili, è desiderata e necessaria, ma deve essere vista in un contesto di  autosufficienza energetica dell’ isola, tenendo conto delle particolarità dell’isola di Samotracia, con una corretta pianificazione territoriale e la selta di fonti di energia rinovabilli adeguate.

Chiamiamo tutti coloro che hanno la fortuna di conoscere questo luogo unico, ma anche tutti coloro che sostengono la tutela e salvaguardia delle ultime isole di  natura rimaste, di firmare queto appello  chiedendo a:

  • L’amministrazione regionale centrale e  distaccata della Macedonia Orientale e Tracia     ·     
  • La Comitato Europeo per l’Ambiente
Di NON PROCEDERE ALL’ AUTORIZZAZIONE dei due progetti di costruzione e funzionamento del parco eolico di tipo industriale di 3 e 36 impianti eolici di potenza nominale complessiva di 110MW, e di pretendere il rispetto rigoroso delle delle procedure e norme legislative vigenti in materia di tutela dell’ambiente e pianificazione territoriale, anche nell’eventualità di presentazione di nuovi progettidi questo tipo. 

Contro l’attuazione del suddetto progetto di dimensioni industriali si sono espressi 16 enti ed organizzazioni locali i quali, però, non hanno voce sostanziale nella procedura di concessione delle autorizzazioni.

Samothrace est une petite île de 173 km2 dans le nord-est de la mer Égée. Substantiellement , il s'agit d'une montagne, Saos, d' une altitude de 1611 m, la plus haute dans toute la mer Égée du nord. Les conditions de sol et les conditions microclimatiques en font un écosystème sensible et unique, riche en eau courante, en forêts centenaires et 17 espèces de plantes endémiques ont été identifiées. En même temps, il a une histoire culturelle continue  depuis l ' époque Néolithique à nos jours, comme en témoignent les découvertes archéologiques qui existent dans toute l'île, avec la plus célèbre dans le monde entier, la Victoire de Samothrace, qui impressionne au musée du Louvre à Paris. Pendant des siècles, il a également été le centre et l'endroit où certains des mystères les plus importants de la Grèce antique avaient lieu, les mystères des Cabires. 

Sur cette île unique, candidate à l'adhésion au Réseau  ”L’homme et la Βiosphère” de l'UNESCO  (programme MAB),   il est prévu d'installer un PARC ÉOLIEN INDUSTRIEL, avec 39 éoliennes et des licences de production d'énergie hybride, à deux entreprises (pour 3 éoliennes d’une hauteur de 77 m et 36 éoliennes d’une hauteur de 120 m,  d'une puissance installée totale de 110 MW), sur 1.233,7 hectares de superficie forestière, au cœur de la zone NATURA 2000 et de la zone de Protection Spéciale, conformément à la législation de l'Union européenne.

Cette installation, ainsi que le réseau routier, dont l'ouverture est prévue, devrait affecter considérablement le microclimat sensible de l'île, les eaux de surface et les eaux souterraines, la flore et la faune, maximiser les problèmes existants d'inondation et d'érosion, affecter l'esthétique du paysage et nuire au tourisme, qui constitue la source principale de revenus de l’île, tandis qu'après la fin de la fonction du parc (25 ans), la région deviendra un dépotoir énorme que la loi grecque ne prévoit pas de restaurer. Enfin, selon l'avis de l'autorité archéologique locale compétente, dans la région de l'installation d'éoliennes il y a des découvertes superficielles d’agglomérations, probablement de l'âge du fer.

La production ”d'énergie verte” à partir de Sources d'Énergie Renouvelables (RES) est souhaitable et nécessaire, mais elle doit être cherchée dans le cadre de l'autosuffisance énergétique de l'île, en tenant compte des particularités de Samothrace, de l’aménagement du territoire correct et du choix de RES appropriées, et elle doit avoir lieu après une consultation réelle et significative avec la communauté locale.

Ceux qui ont la chance de connaître cet endroit unique, mais aussi ceux qui s'intéressent à la protection de la biodiversité et aux dernières poches d’écosystèmes vierges, naturels et culturels, sont invités à demander, avec leur signature, à: ·

  • L'Administration de la Région de la Macédoine Orientale et de la Thrace·                
  • L'Administration Décentralisée de la Macédoine et de la Thrace· 
  • Le service de l’Environnement  de la Commission européenne 
de DÉSAPPROUVER les deux projets prévus d'installation et d'exploitation de PARC ÉOLIEN INDUSTRIEL de 3 et 36 éoliennes d'une puissance installée totale de 110 MW, et de RESPECTER STRICTEMENT les règles de Législation existante de protection de l'environnement et de l’aménagement du territoire en vue d’homologations futures possibles des conditions environnementales pour les permis d'installation de tels projets.

16 organismes locaux et nationaux ont déjà rendu un avis négatif contre cette installation à grande échelle susmentionnée, de centrales industrielles éoliennes et hybrides. Cependant, selon la législation actuelle, ces organismes ne jouent aucun rôle dans la procédure de licence:
