The positive aims of the NDP require financial capital. Capital is required to
implement worthwhile projects. Infrastructure is a form of communal wealth -
valuable capital - especially when it is contributing to the health and welfare
of society as a whole. A People’s
Bank would enable the country to create money interest free to fund the
construction of much needed infrastructure. Dependence on obtaining capital
from the Financial Elite would be bypassed.Establishing a National Mutual Fund as an Institution that would invest newly created money in productive industry would become a means whereby the government could provide a Basic Income Grant to all Citizen's.
