Local councils and local government

Councils shouldn't be able to restrict the use of blue badges that were issued by other councils. They shouldn't be allowed to give disabled concessions to local residents but not to visitors, disabled bays should be for use of anyone disabled too. Councils shouldn't be allowed to discriminate based on where you are from.
