It's totally inhumane to treat animals with such cruelty. These animals are being beaten with metal rods without any pity. Some are starved to death and their cadaver eaten up by other dogs. Simple employees place one foot on the head of the animal and the latter is then administered with lethal injection. According to THE ANIMAL WELFARE ACT 2013 ( Act No. 19 of 2013 ) Government Gazette of Mauritius No. 63 of 18 July 2013 , " euthanasia " means the painless killing of an animal carried out by a VETERINARY SURGEON .

3. Offences of cruelty to animals (a) tortures or otherwise treats an animal in such a manner as to subject it to
distress, pain or suffering,
or causes or permits an animal to be so treated; (c) administers an injurious drug or substance to an animal, or wilfully causes or
permits any such drug or substance to be taken by an animal;(j) not being a veterinary surgeon , mutilates or kills an animal in any manner , or
performs ear cropping, tail docking, defanging, declawing, branding, piercing,
dehorning, nose roping, or castration on an animal, shall commit an offence and shall, on conviction, be liable to a fine not exceeding 15,000 rupees
and to imprisonment for a term not exceeding 6 months.
Hence these acts are characterized as a gross negligence and a breach of law. 
These type of treatments deviate the MSAW from its main objective, i.e. the welfare of animals.
