Petice na podporu výstavby pavilonu goril v Zoo Praha

Zoologická zahrada hl. m. Praha patří mezi nejlepší zoologické zahrady na světě. Zároveň je to jedno z nejnavštěvovanějších míst, její význam pro mezinárodní prestiž České republiky, města Prahy i Troji je klíčový. Během historie byla ale zoo několikrát vážně poničena povodněmi, naposledy v letech 2002 a 2013. V obou případech byl zaplaven i pavilon goril, které patří k nejobdivovanějším a nejvzácnějším chovancům pražské zoo. V roce 2002 se utopil velmi geneticky cenný mladý samec Pong, což představovalo nenahraditelnou ztrátu pro chov těchto kriticky ohrožených zvířat v celoevropském měřítku. Po poslední katastrofě v roce 2013 se zoo rozhodla zamezit dalším tragédiím a velmi rychle připravila podklady a zajistila finanční prostředky pro výstavbu nového pavilonu goril mimo záplavové území. Během územního řízení ale začala Městská část Praha-Troja a několik místních spolků blokovat povolení a bránit výstavbě nového pavilonu.
My, níže podepsaní, nesouhlasíme s postupem a s argumenty Městské části Praha-Troja a zmíněných spolků a žádáme příslušné úřady o urychlené dokončení všech povolovacích řízení tak, aby nový pavilon goril mohl být postaven co nejdříve, a to z těchto důvodů:
1. Nesouhlasíme s tvrzením MČ Praha-Troja a zmíněných spolků, že stavba pavilonu by narušila krajinný ráz. Stavba je navržena velmi citlivě tak, že nenarušuje horizont, díky zatravněné střeše splývá s okolním prostředím a splňuje nejen estetické nároky, ale i velmi náročné provozní podmínky pro chov tak citlivých zvířat, jakými gorily jsou.
2. Pokud jde o dopravní obslužnost, součástí projektu je i nový vchod do zoo, který umožní přístup od Přívozu v Podhoří, což může provozu v Troji odlehčit. Samotná výstavba pavilonu ale nezvýší nijak výrazně návštěvnost zoo, protože se jedná jen o přesun již stávajícího chovu. Dopravní obslužnost zoo je velký problém, ale Zoo Praha už mnoho let dělá maximum pro to, aby se tento dlouholetý problém vyřešil. Chybějící koncepci dopravní situace v Troji je potřeba řešit mimo areál zoo, je to v kompetenci MČ Praha-Troja, Prahy 7 a Magistrátu Hl. M. Prahy
3. Blokování výstavby pavilonu goril lze považovat za trestuhodnou nedbalost, protože nelze předvídat, kdy dojde k další ničivé povodni. I vzedmutí hladiny Vltavy na 50letou úroveň přímo ohrožuje tato kriticky ohrožená zvířata na životě, proto s výstavbou nového pavilonu nelze otálet.
4. Nemalá část peněžních prostředků na výstavbu pavilonu pochází z veřejných sbírek (přes 31 milionů KČ). Jakékoli prodlužování a komplikování výstavby znamená i zvyšování finančních nákladů. Právě proto, že se jedná i o peníze dobrovolně darované příznivci zoo, považujeme jakékoli zdržování výstavby za morálně neobhajitelné a důrazně se proti tomu ohrazujeme.

Prague Zoological Garden in Czech Republic is one of the best zoos all around the world. At the same moment it is one of the most visited attractions, therefore it pays a crucial role in building the international prestige of Czech Republic, Prague and Troja. However, during its history it was several times severely damaged by floods, the latest came in 2002 and 2013. In both cases the gorilla pavilion was flooded. Gorillas are one of the most admired and rarest animals in Prague Zoo. In 2002 a very genetically valuable young male Pong died, which meant irreplaceable loss for the whole European breeding of these extremely endangered animals. After the last catastrophe in 2013 Zoo decided to prevent future tragedies and very quickly prepared a project and collected finances for a construction of the new gorilla pavilion on a safe place out of flood area. During the procedure of issuing the permit, the Local Authority in Troja and several local associations blocked the process and impeded the construction of the pavilion.
We, signatories to this Petition, don´t agree with the steps and arguments of Troja Local Authority and the local associations and we request that the relevant authorities speed-up the process of issuing the necessary permits, so the construction of the new gorilla pavilion can be finished as soon as possible, for these reasons:
1. We don´t agree with the Local Authority Troja and the local associations that the construction of the pavilion would damage the character of the landscape. The design of the building is very sensitive, it does not disturb the view of the horizon, thanks to the roof covered by grass it blends with the surrounding landscape. It fulfils all esthetical criteria, and also the very demanding operational conditions for breeding of gorillas, who are so much sensitive animals.
2. Speaking about transport services - a new entrance, enabling access from the ferry boat to the Zoo is a part of the project, this can help the traffic in Troja. But the construction of the new pavilion itself will not extremely increase the number of visitors, because it presents only moving of current group to new locality. Transport services of the Zoo presents a large problem, but the Zoo struggles for many years to do maximum to solve this problem. The missing concept of traffic in Troja must be solved out of the Zoo area, the competent authorities are the Local Authority in Troja, Prague 7 and the Town Hall of Prague.
3. Blocking the construction of the new gorilla pavilion could be regarded as reprehensible negligence, because nobody can predict, when another damaging flood happens. Even raising the level of Vltava river to 50 years level directly threatens the lives of these critically endangered animals, therefore the construction of the new pavilion must be accomplished as soon as possible.
4. Large part of the financial resources for the construction of the new pavilion was raised through public collections (over 31 millions CZK). Any prolongation and complication of the construction means increasing of the costs . Precisely because these money were voluntary donated by the zoo fans, we consider any delaying of the construction to be morally indefensible and we strongly protest against it.
