I am a recreational drone user for an Unmanned Aircraft System (UAS) that weights 1.25 kg. It came to my knowledge that your department is proposing regulations Amending the Canadian Aviation Regulations (Unmanned Aircraft Systems). I would like to express my deep disappointment regarding this proposal. I would like to inform you that as a recreational drone user I disagree with your analysis published in the Canadian gazette. I am very frustrated with the proposal and reject the notion of these amendments. Below are the issues that I am requesting you to fix&colon
• The requirement for &dollar100,000 liability insurance for recreational drone use.
• The requirement of flying at least 1 km from buildings and houses (built&dashup areas)
I request you change the following, for recreational drone users to make this proposal fair, reasonable and useful to recreational drone operators for a UAS that is 1.3 kg in weight (this UAS is categorized for limited operations as per your proposal)&colon
• No liability insurance should be required for recreational use.
• Change the requirement of flying of at least 1 km from buildings and houses (built&dashup areas) to 30 meters.
Insurance&colon I would like to point out that asking recreational users to carry &dollar 100,000 liability insurance it is like asking people carrying insurance for flying a kite, except that modern UAS are safer than any kite can be. This only benefits the insurance industry and not Canadians.
Other Costs&colon For other associated costs to fly a drone recreationally I would like to express that it is not nice to be a cash cow for Industry Canada or and we do not accept to pay for lack of administrative resources in processing business SCOFs.
Weight&colon Most recreational users have UAS that is less than 2 Kg in weight and not 1 kg as your analysis suggests. Imposing restrictions on this category will have no effect on safety, it will only push manufacturers to make lighter UAS or it will force most UAS recreational operators to not comply.
