    The Israeli authorities are reinvigorating their relentless expansion of settlements in the Occupied Palestinian Territories (OPT), with devastating consequences for the human rights of Palestinians. People around the world, and in Ireland, are therefore calling on states to take measures to stop the financial support and expansion of settlements by prohibiting settlement goods from entering their markets and by regulating and preventing corporations domiciled in their territory from operating in settlements or trading in settlement products.

    Settlement construction means the theft and/or confiscation of Palestinian land and property, and forcing Palestinians into smaller and smaller areas. As a 2017 UN report notes, “the forced displacement and dispossession of Palestinians across the oPt takes place in the context of Israel's prolonged occupation” and “against the backdrop of the expansion of Israeli settlements.”

    The illegal settlements are also economically profitable for Israel, as the resources stolen from the West Bank and the products made on stolen land are sold across the world. The World Bank estimates that approximately $300 million worth of such goods are imported into Europe annually.

    It is patently clear that Israel will only comply with its obligations under international law if the international community compels it to do so. In order to ensure respect for international law, and for the Irish law which gives effect to it, and more importantly to ensure that Palestinians' basic human rights are respected, the Oireachtas should adopt a ban on trade with these settlements.

    Independent Senator Frances Black will table the Bill in the Seanad on July 11. The Bill is supported by the majority of the Irish people, and by Sinn Fein, the Green Party and Labour as well as a number of independent Senators including Ireland’s former Attorney General Senator Michael McDowell - but Fianna Fáil have yet to commit their support for the Bill, and their support is critical. That's why Irish citizens are calling upon Fianna Fail representatives to take action.
