Justice for Lebanon’s victims
To the Lebanese Government:
You can and should take these concrete steps now:
Bring in independent investigators. Ask the UN to send independent experts to find out exactly what happened, identify who was responsible, and make sure evidence is not lost, hidden, or destroyed.
Open the door to international justice. Give the International Criminal Court the power to investigate crimes committed on Lebanese soil,
Document crimes at the national level by gathering evidence and engaging with civil society and victims’ groups.

Journalist Amal Khalil lay trapped under rubble for seven hours while Israel blocked ambulances from reaching her. By the time help arrived, she was dead.
Sixteen-year-old first responder Joud Souleiman was killed by an Israeli strike while in uniform. His dreams of becoming a computer scientist, shattered.
Father Pierre al-Rahi was fatally wounded by a second Israeli tank shell after rushing to help an elderly couple injured by an initial shelling in Al-Qlayaa. He died on his way to hospital.
Since October 2023, nearly 7,000 people in Lebanon have been killed by Israel, more than 1.2 million people displaced, and entire towns destroyed — yet no one has been held accountable.
Several international organizations have reported attacks that may have violated international humanitarian law, including the Geneva Conventions’ rules on distinction, proportionality, and precaution. Israeli leaders have explicitly said they will do to South Lebanon what was done to Gaza.
Lebanese voices are calling on their government to recognise the International Criminal Court’s jurisdiction so investigations can begin.
