Yesterday, May 23rd 2019, Jock Palfreeman declared the end of his hunger strike. According to the BPAR, "The reasons for this are personal. On one hand, this weekend he will be visited by his family, traveling all the way from Australia. On the other - he wants to be able to speak with the media who have contacted the prison requesting interviews."
He passed on his many thanks to us for the support, saying that he wouldn't have made it so far without it! So thanks to everyone who signed the petition!

Вчера, 23 май 2019 г., Джок Полфрийман прекрати гладната си стачка. Причината за това според Българската затворническа организация е, че причините за това са лични, "тъй като, от една страна, този уикенд ще бъде посетен от семейството си, пътуващо от Австралия, и, от друга страна, има желание да е в състояние да разговаря с медиите, които са отправили запитвания до администрацията на затвора относно интервюта с него."

Today, May 18th 2019, is the 28th day since the beginning of Jock Palfreeman’s prison hunger strike . It is unlikely you will hear about it on the news or in talk shows – for there are no broadcasting “slots” for themes of this sort.

Jock Palfreeman has served half of his 20-year long sentence in a Bulgarian prison for the murder of Andrei Monov in 2007. In 2012, he founded the first Bulgarian Prisoners Association for Rehabilitation (BPRA; https://bpra.info/en/home/) in 2012 for direct representation of prisoners’ rights. BPRA has been reporting on the conditions within prisons and also argued for the need of a prison reform.

On April 21st 2019, Palfreeman declared a hunger strike in protest of corruption and abuse of power in Sofia prison. In the last two years he has been subjected to systematic pressure and harassment  from the Sofia prison administration, Chief of Regime Dessislav Traikov and the Bulgarian Ministry of Justice, Deputy Minister Prodanov. Palfreeman and BRPA are targeted for the political work they are doing within prisons and for speaking up against its administration and representatives of the Ministry of Justice . Last year, Deputy Justice Minister Prodanov wrote and spoke publicly about his determination to “put an end” to the activities of BPRA.   During the hunger strike, the repressions of Palfreeman from Bulgarian prison authorities continued. They included harassment and threats by prison guards, denial of access to prison facilities, isolation from other prisoners during outdoors time, and his placement for a few days at the Infectious Disease Unit of the Sofia Prison Hospital.
Four weeks today after Palfreeman declared his hunger strike, amidst the deafening silence from both the Ministry of Justice and the prison administration of Sofia Central Prison, which just ignore him and only provide very limited medical observation, the danger of a permanent damage to his health is becoming increasingly real. We should act now or the loss of a human life will lie on our conscience.

It is about time that the prison administration acknowledges its responsibility for the pervasive corruption, the inhuman conditions inside Bulgarian prisons, as well as the systemic suppression of critical voices! And is about time the Bulgarian Ministry of Justice and Council of Ministers take their supposed commitment to anti-corruption, human-rights, and rule of law in Bulgarian prisons seriously as they are currently receiving 30 million euro from the Norwegian government for such a commitment in the area of justice and prison reform.     We urge Bulgarian institutions  to immediately take steps to tackle wide-spread corruption practices in Bulgarian prisons and improve prisoners’ conditions within them. And to stop ignoring Palfreeman’s hunger strike right now!  
They should also fulfill the demands of Palfreeman’s family: for him to be returned to Australia either by parole or by government intervention.

We expect from European institutions and international human rights organisations to take a stand for Jock and exert the necessary pressure onto the Bulgarian authorities!

Днес, 18 май 2019, е ден 28 от началото на гладната стачка на Джок Полфрийман. Слабо вероятно е да чуете да се говори за това по новините, защото няма платени “слотове” за теми като тази.

През 2012 г. той основава първата Българска Затворническа Организация (БЗО; https://bpra.info), с която се застъпва за правата на лишените от свобода. БЗО отразяват условията в затворите и също така се застъпват за реформа в системата на затворите.

На 21 април 2019 Полфрийман обяви гладна стачки поради системния натиск и репресии от страна на администрацията на затвора, на които е подложен през последните близо две години, и като форма на протест срещу корупцията и злоупотребите с власт в българските затвори .
Докато до 2018 досието му на затворник е отлично, откакто прави изказвания, с които изобличава условията в затворите, вече е наказван три пъти дисциплинарно. Според австралийската медия ABC това се случва след като дава сведения и бива интервюиран от името на БЗО от страна на Съвета на министрите на Съвета на Европа във връка с изпълнението на присъда на Европейския съд за човешките права. В статията си за Терминал 3, адвокатът Калин Ангел добавя към това и случая с бягствата от Централния затвор от 2 април 2018 г. Оказва се, че БЗО отдавна е докладвала за проблеми със сигурността на затворите, но не са били предприемани  никакви стъпки в тази връзка. Скоро след това, едно от обвиненията срещу Полфрийман е за подбуждане към гражданско неподчинение и за разпространение на анти-държавно съдържание посредством стикерите на БЗО, на които е изобразен вдигнат юмрук и са изписани думите “когато несправедливостта е закон, съпротивата е дълг”. Макар че не се намират такива стикери у самия Полфрийман, отговорната за него социална работничка твърди, че стикерът на собствения й шкаф е бил залепен на него от Джок. Така нейните думи се вземат за доказателство за вината му. Случаят е показателен за това, че Полфрийман и БЗО биват атакувани заради политическата дейност, която вършат в затворите и поради критиката им спрямо администрацията и Министерството на правосъдието.

Четири седмици след началото на гладната стачка, на фона на оглушителна тишина от страна на Министерството на правосъдието и на затворническата администрация на Софийския централен затвор, опасността от трайни увреждания на здравето му става все по-реална. Моментът да действаме е сега или загубата на един човешки живот ще тежи на съвестта на всички ни.

Време е администрацията да признае отговорността си за всепроникващата корупция, за нечовешките условия и отношения в българските затвори, и за системното заглушаване на критиката!

Изискваме от българските институции незабавно да предприемат мерки за справяне с повсеместните корупционни практики в българските затвори, за подобряване на условията на лишените от свобода.
Те също трябва да удовлетворят исканията на семейство Полфрийман – или да освободят Джок при условие, че няма да се опита да избяга, или да го екстрадират в родната му Австралия!

Очакваме от европейските институции и международните правозащитни организации да се застъпят за живота на Джок Полфрийман и да окажат необходимия натиск върху българските власти!
