This petition is addressed to ICAO by a significant number of civil aviation personnel of the Russian Federation. Pilots and aviation professionals in Russia have been facing an excessive violations of their legal rights since Russian aviation authority was powerless to create a modern and safe initial pilot training system in Russia. Instead, the authorities have been conducting a punitive policy against Russian pilots.

We all hope that ICAO can exert its influence on the Russian aviation authority protecting Russian aviation professionals and making the aviation in Russia fully transparent, legal, safe and compatible with ICAO standards and worldwide practice.
