WHO Framework Convention on Tobacco Control (FCTC) is undermined by the tobacco industry by suing governments for protecting the health of their people. Governments wanted to follow FCTC, which is in line also with recommendations of the World Bank. But the tobacco cartel fights comprehensive advertising bans for its deadly product (e.g. plain packaging and restrictions on display) by litigation based on free trade agreements. Addictive and deadly products must not be subject of these treaties.
