The Threat

Corfu is the third most populous prefecture (now 3 municipalities) in Greece and its economy is mainly based on (mass)tourism. The bearing capacity of the island has been surpassed, which is evident not only from the traffic chaos that prevails its roads but also from the problematic waste management that affects the island, especially during the summer months. The recent pandemic of COVID-19 has shrunk almost entirely this year's tourist season. The consequent rapid increase in unemployment on the island clearly proves the need to get rid of Corfu’s one-sided economic model of mass tourism (ELSTAT 2011; Tsoumanis 2009).

The area known as Erimitis is located on the northeastern part of Corfu island and is a unique ecosystem of great beauty and ecological importance.

Part of Erimitis that now belongs to NCH Capital is the wetland Vromolimni while the northern point of the land borders with Lake Akoli. In addition, the north and north-eastern part consist of a shoreline rich in Mediterranean Seagrass Posidonia Oceanica. The investor's plans see an area of 3,6 ha being destroyed and the construction of 84 buildings for tourists and for real estate, a marina, a two-way road system through the forest, as well as several parking lots, one of which is to be located directly above the lake Vromolimni in order to provide easy access to the beach.

Therefore, the realization of this investment plan means the complete destruction of one-third of the ecosystem of Erimitis and by expansion the deterioration of the local economy which was once reliant on this area's natural beauty.

Erimitis and its ecological importance

The area known as Erimitis is located on the northeastern part of Corfu island. Together with the two rocky islets- Psilos and Kapareli (on which stands one of the oldest lighthouses of the country) as well as the reefs off the shores of Serpa, comprise a unique ecosystem of great beauty and ecological importance, for example:
  • The close proximity of Erimitis to the Albanian coast forms an important ecological corridor.

  • The heterogeneous natural landscape provides a habitat for ecological diversity.

  • The three lakes of the area, Akoli, Vromolimni and Elos Erimitis, are part of a protected network of small island wetlands (Ministerial Order ΦΕΚ ΑΑΠ 229/19.06.2012) which host many migrating and endemic bird species.

  • The sea bed is rich in submarine meadows of Mediterranean tapeweed ( Posidonia oceanica ), an important habitat of marine organisms. Besides that, they are crucial for maintaining the good quality of the water.

  • It is one of few areas of the island were the Venetians did not plant olive groves and so remains a prime example of Corfu’s original natural landscape.

  • The area of Erimitis is characterized by the rich biodiversity of flora and fauna, hosting protected species such as 23 different orchids, the worldwide endangered otter ( Lutra lutra ) and the Mediterranean monk seal ( Monachus monachus ) (Papadopoulou 2020; Potouroglou et al. 2020).

    Contribution to the local economy

In an attempt for a more sustainable form of tourism and in opposition to the distorted model of gross tourism development, mass tourism and the all-inclusive model of the 1970s, the locals of this area have developed thriving entrepreneurship aimed at nature lovers from all over the world who want to experience the unique beauty of Erimitis and the surrounding area (Tsoumanis 2009; Fatiras 2020).

Notably, it is "A thriving local economy that provides income for a decent quality of life in a period of crisis, there are zero unemployment rates, paid wages at pre-memorandum levels, with full employment and insurance rights" (Fatiras 2020).

A timeline of the Erimitis scandal

  • In 2012, through the Hellenic Republic Asset Development Fund (HRADF) a competition was carried out for the long term least of 99 years for 49 ha (1/3) of Erimitis total landmass. The winner, but also the only contestant, was NCH capital.

  • In 2017, through legal amendments, a tender for the purchase and sale of public property is held. Once again NCH Capital is the winner and byes the public land for the price of just 2,050,000€.

  • When local authorities refuse to approve the altimetry survey due to a lack of completeness, its approval is transferred, through a judicial amendment, in the name of "development” to the responsibility of the Ministry of Infrastructure and Transport. K. Karamanlis, who although recognises the survey as incomplete, approves it.

The scandal culminates in June 2020, with the demolition of the naval fort which stood at the highest point of Erimitis and is transported to a lower location unsuitable for its operation.

Also, while a court decision is pending, regarding the characterization of the area as a forested land (which consequently means the prohibition of any form of interference), the deforestation of the area has started from the perimeter of the old naval fort (SAVE ERIMITIS; Koronaki 2020).

Consequently, our demands to the Greek government

For the part intended for NCH Capital investment to become yet again an integral part of the whole of Erimitis and together with the Antinioti Lagoon to be declared a protected area.

Local organizations and authorities, as well as other supporters of the movement, have been fighting for more than a decade to save both land and sea area of Erimitis, from the immediate threat of its irreversible destruction in the name of profit.

In short, Corfu does not need another all-inclusive 'investment'.

What is needed is to protect and preserve the last remaining areas of the ecological importance of the island, moving towards a different and more sustainable form of development. Lastly, Erimitis not only needs to be preserved and untouched in the name of a more sustainable eco-touristic model but also for the local communities to have free access to the soothing effects of this natural "sanctuary".

SAVE ERIMITIS

Contributo all'economia locale
