Thousands of cats in the UAE are being taken systematically from residential areas and dumped miles away in the desert or worse, where they have no chance of survival.

Beloved family pets, cared for community cats and entire colonies of healthy, neutered cats are being trapped and transported in trucks away from their neighbourhoods.

Pest control companies are breaking their government contracts for financial gain. 

They are not doing Trap Neuter and Release or returning trapped micro-chipped pets as mandated, they are dumping most of the cats outside city limits and claiming the money back from the government on each cat.

They are using municipality vehicles to do this self serving, lucrative ‘work’ whilst lying to heartbroken families about their missing pets.    
Thousands of free roaming dogs are suffering for different reasons, despite government statements about neutering, micro-chipping, adoptions and shelters - it is categorically not true, there is no hope for these dogs except a few overwhelmed volunteers.

They suffer enormously from heat, thirst, starvation and disease and are susceptable to being poisoned, shot and otherwise abused.

THE APPEAL

We are calling on His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates and Ruler of the Emirate of Abu Dhabi, to start an urgent investigation into the conduct of pest control companies who are dumping live animals and leaving them to die in hostile locations in the country.

As reported earlier in the year by The National (https://www.thenationalnews.com/uae/2022/05/08/vets-urge-pest-controllers-to-hand-stray-cats-to-authorities-not-dump-them/) animal welfare groups and volunteers accuse pest control companies in the United Arab Emirates of dumping live cats and dogs on a daily basis in remote desert areas and tick infested reed plantations, where there is no hope of survival.

Puppies and kittens in particular are dying of starvation and disease, with temperatures at 30-50C for 5 months of the year. In an effort to survive, the free roaming dogs at some of the sites have become habituated to the daily dumping of cats and kittens as a source of food, and many of them are mauled to death every day by equally desperate and innocent stray dogs. Sadly, rescuers often have to leave helpless animals behind, as they are simply overwhelmed, with vet bills in the six figures.

Dumping of live animals is being done in contravention of the regulations and with tragic consequences.

The governments of the 7 Emirates employ pest control companies to remove animals classified as pests or invasive species and deal with them accordingly. These agreements are governed by contracts, which detail precisely the procedures that must be followed and can be viewed online*.

A recently published MOCCAE (Ministry of Climate Change and Environment) document (https://bit.ly/3sd1g6v) states that the UAE authorities implement the internationally approved TNR (Trap/Neuter/Return) method of stray animal population control for cats and sterilisation and adoption for dogs. The evidence of dumped live animals says otherwise. The lack of facilities and proof says otherwise.

Simply removing animals to the outskirts of a city, rather than implementing a sterilisation program (TNR) only relocates the problem, it is not a solution. The population growth remains uncontrolled and unmanaged, while the animals are subjected to unacceptable suffering.

The pest control companies who are doing this are in breach of their contracts* with the relevant authorities, as they are not following the clearly stated operating procedures. We are calling on the authorities to investigate them urgently, establish control mechanisms and sanction the offenders without delay.

OUR APPEAL
Together with veterinarian clinics, animal welfare groups, shelters and individual rescuers, we have been calling on the governments of the Emirates for decades, to establish humane stray animal management policies. We are renewing our appeal for the adoption of a humane policy of animal population control, including a nationwide Trap Neuter and Return program and the establishment of government shelters, among other measures.

Specifically, we recommend adopting the guidance of the International Companion Animal Management Coalition (ICAM) regarding humane cat and dog population management (see links below**). Their expert guidance has been adopted by many towns, cities and countries worldwide, with successful outcomes.

ICAM members are currently: Royal Society for the Protection of Animals (RSPCA); World Small Animal Veterinary Association (WSAVA); Global Alliance for Rabies Control (GARC); World Animal Protection (WAP); Four Paws; International Cat Care (iCatCare); Dogs Trust Worldwide; Battersea Dogs & Cats Home.

وللأسف الشديد فان القطط والكلاب صغيرة العمر بالاخص ينتهي مصيرها بان تلتهمهم الكلاب التي تم التخلص منها مسبقا هناك والتي لا تجد اي وسيلة نجاة الا التهام لحم هذه الحيوانات بسبب الحرارة الشديدة التي تصل ل ٥٠ درجة وعدم وجود اي طعام او شراب، ورغم محاولات المنقذين المتكررة لحماية هذه الحيوانات وايجاد مأوى لهم الا ان اغلبهم عاجزون عن تحمل تكاليف علاجها والتي تصل لمئات الالاف من الدراهم

بشكل عام فان الهدف من توظيف شركات مكافحة الحشرات هو السيطرة على الحشرات واي قوارض قد تسبب انتشار الأمراض، وتقوم الحكومات في جميع الامارات بتوقيع عقود واضحة وفيها خطوات مدونة وينبغي اتباعها بشكل حرفي وهي متوفرة على شبكة الانترنت، وجميعها لا يتضمن الامساك بالقطط والكلاب.

وقد نشرت مؤخرا وزارة تغير المناخ والبيئة منشورا رابطه هنا 👈 https://bit.ly/3sd1g6v وينص على اتباع الطريقة المعتمدة عالميا للحد من تكاثر القطط والكلاب والتي تتضمن الامساك بهم، تعقيمهم، ومن ثم إرجاعهم الى مكانهم الاصلي مع الحث على تبني هذه الحيوانات الاليفة، وللاسف فان هذا لا يتم اتباعه وهنالك دلائل عديدة على نفي هذه الحيوانات في مناطق نائية وفعليا اعدامهم بشكل وحشي. هذا التصرف يخالف بشكل واضح تعليمات عقودهم مع الحكومات، وهو ايضا لا يساعد في حل المشكلة الاصلية وهي ضبط تكاثر هذه الحيوانات بطريقة انسانية

ما هي مطالبنا

منذ فترة طويلة ونحن بالتعاون مع مجموعات حماية الحيوان والمنقذين والعيادات البيطرية وملاجئ الحيوان نقوم بحث الحكومة على انشاء مجموعة من الضوابط والتي ستهدف للتحكم بتكاثر الحيوانات بصورة انسانية ودون اللجوء لنفيها وتعذيبها، وبالاخص نود ان يتم تطبيق معايير التحالف الدولي لإدارة الحيوانات الاليفة لضبط تكاثر القطط والكلاب (الروابط بالاسفل) وهو معيار عالمي متبع في العديد من الدول واثبت نجاحه، واعضاء هذا التحالف تضم:
• الجمعية الملكية لحماية الحيوان RSPCA
• الجمعية العالمية البيطرية للحيوانات الصغيرة WSAVA
• التحالف الدولي للسيطرة على داء الكلب GARC
• حماية الحيوان العالمية WAP
• الجمعية العالمية للعناية بالقطط iCatCare
• الجمعية العالمية للثقة بالكلاب
