On the streets of the Balkan states, hundreds of thousands of dogs are struggling to survive. They are undernourished, full of parasites, and many are lame or blind. Some people kick them when bumping into them, and certain drivers even speed up upon their encounter as if trying to run them over. Despite their terrible conditions, Balkan dogs are friendly and confident. They wag their tails when you approach them, showing their happiness when you stroke their heads. As Balkan states are in the process of becoming EU member states, we request the EU Commissioner for Animal Welfare, Mr. Olivér Várhelyi, to urge the Balkan governments to take immediate action to protect their dogs on the understanding that animal welfare is now an important tenet in the construction of a better Europe.
