Support the Faculty of Humanities and Social Sciences of the University of Zagreb!

In March of this year, the Council of the Faculty of Humanities and Social Sciences of the University of Zagreb, in a secret ballot and with a 90% majority, selected Professor Neven Jovanović as the new dean of the faculty. The Rector of the University, Damir Boras, refused to give his consent to this selection, and the University Senate confirmed that decision at a session held by e-mail (!) and at which no discussion was permitted.
In accordance with the Statute of the University, the Council of the Faculty of Humanities and Social Sciences subsequently and almost unanimously proposed Professor Dragan Bagić to be the acting dean. Rector Boras again refused to give his consent. He took that action without giving the Senate an opportunity to give its opinion, which he was obliged to do according to the Statute.
The Vice-Rector of the university, Ante Čović, sued the current dean of the Faculty of Philosophy, Vesna Vlahović Štetić, because, based on the decision of the Council of the Faculty, she had initiated a procedure for depriving Vice-Rector Čović of his professorship. Namely, a special commission at the faculty previously concluded that Čović had not been elected a full professor in accordance with the prescribed procedure. Citing a legally dubious court ruling, Rector Boras then suspended the dean. The decision was confirmed by the Senate by a majority vote at a session again held by e-mail , with no possibility of discussion, although several Senate members requested that the item be removed from the agenda. For the removal of prof. Vlahovic Štetić voted 48 out of 70 senators, and the decision to dismiss required 47 votes. As there is no possibility to check how someone voted, it remains doubtful whether the votes were counted correctly.
The Rector unconstitutionally removed all vice-deans of the Faculty of Humanities and Social Sciences, although their election and removal are within the competence of the Council of the Faculty. At the same session of the Senate at which there was no possibility of discussion, he appointed, in a counter-statutory manner, new vice-deans of the Faculty of Humanities and Social Sciences.
At the same session, he appointed Vice-Rector Miljenko Šimpraga, a veterinarian, acting dean of the Faculty of Humanities and Social Sciences.
These blatant examples of violations of legal and ethical norms by Rector Boras are directed against the freedom of academic activity and opinion, not only of the Faculty of Humanities and Social Sciences as a center of critical thought in Croatia, but also of the entire University of Zagreb.
We, the undersigned, appeal to Rector Damir Boras to initiate the immediate withdrawal of the Senat’s anti-statutory decisions and establish an academic life at the Faculty of Humanities and Social Sciences based on academic, legal and ethical norms and good practice.

Podržite Filozofski fakultet Sveučilišta u Zagrebu!

Vijeće Filozofskog fakulteta Sveučilišta u Zagrebu podržalo je u ožujku ove godine na tajnom glasanju s preko 90% glasova prof. Nevena Jovanovića za svojeg novog dekana. Rektor Damir Boras odbio je dati suglasnost na njegovu kandidaturu, a Senat Sveučilišta je takvu odluku potvrdio na sjednici koja se održavala putem e-maila (!) i na kojoj nije bila omogućena rasprava.
Sukladno Statutu Sveučilišta, Vijeće Filozofskog fakulteta je nakon toga gotovo jednoglasno predložilo prof. Dragana Bagića za privremenog obnašatelja dužnosti dekana. Rektor Damir Boras odbio je dati suglasnost. To je učinio a da Senatu nije dao priliku da se o tome izjasni, što je po statutu bio dužan učiniti.
Prorektor Ante Čović tužio je sadašnju dekanicu Filozofskog fakulteta Vesnu Vlahović Štetić, jer je ona temeljem odluke Fakultetskog vijeća pokrenula postupak za oduzimanje profesure Čoviću. Naime, posebno povjerenstvo na fakultetu je prethodno zaključilo da Čović nije izabran za redovitog profesora u skladu s propisanom procedurom.
Pozivajući se na pravno dvojbenu sudsku presudu, rektor Damir Boras suspendirao je dekanicu. Odluku je potvrdio Senat većinom glasova na sjednici koja se ponovo odvijala preko e-maila , bez mogućnosti diskusije, iako je nekoliko članova Senata tražilo da se ta točka skine s dnevnog reda. Za smjenu prof. Vlahović Štetić glasalo je 48 od 70 senatora, a za odluku o smjenjivanju trebalo je 47 glasova. Kako nema nikakve mogućnosti provjere kako je tko glasao, ostaje sumnja jesu li glasovi korektno zbrojeni.
Rektor je protustatutarno smijenio sve prodekane Filozofskog fakulteta, iako su njihov izbor i smjenjivanje u ingerenciji Vijeća Filozofskog fakulteta. Na istoj sjednici Senata na kojoj nije bilo mogućnosti diskusije imenovao je, protustatutarno, nove prodekane Filozofskog fakulteta.
Na istoj je sjednici imenovao prorektora Miljenka Šimpragu, po struci veterinara, za obnašatelja dužnosti dekana Filozofskog fakulteta.
Ovi eklatantni primjeri kršenja pravnih i etičkih normi od strane rektora Borasa upereni su protiv slobode akademskog djelovanja i mišljenja ne samo Filozofskog fakulteta kao središta kritičke misli u Hrvatskoj, nego i cijelog Sveučilišta u Zagrebu.
Mi, dolje potpisani, apeliramo na rektora Damira Borasa da odmah inicira povlačenje protustatutarnih odluka i uspostavi akademski život na Filozofskom fakultetu zasnovan na  pravnim i etičkim normama te dobroj praksi.
