[UPDATE as of 28 December 2025: Thailand and Cambodia have agreed to a ceasefire that took effect on 27 December at 12.00pm local time. The ceasefire agreement brings hope and much needed reprieve for civilian population. But it is also fragile as the violation by either sides of several conditions in the agreement could deteriorate the situation. While we are hoping for the best outcome, we will continue this petition to keep calling for a permanent ceasefire, justice for innocent victims of the conflict, and lasting peace between Thailand and Cambodia through a genuine and mutually respectful process of reconciliation.]
Petition for Immediate Ceasefire, Protection of Civilians, and Lasting Peace between Cambodia and Thailand

What began as renewed clashes between armed forces in July 2025 has spiraled into a grave humanitarian, environmental, economic, social, and cultural crisis. Despite repeated calls for restraint after the initial clashes, hostilities have intensified to levels never seen before from 7 December 2025 onwards, including heavy artillery attacks and airstrikes in civilian-populated areas and near sites of profound cultural and spiritual significance for both countries and the world.
Seven Provinces in Flames, Fourteen provinces sheltering Cambodians - The reality that the world must not ignore
On 7 December 2025, at 14:15 local time, Thai military forces initiated an attack against the Cambodian forces at Prorlean Thmar area in Choam Kshant District, Preah Vihear Province. Fighting spread to other areas in Preah Vihear, in particular in An Ses area and the area around Preah Vihear Temple. From then to 26 December 2025, artillery assaults, airstrikes, and drone incursions into Cambodian territory and airspace have not ceased a single day, and battlefronts have expanded from the provinces of Preah Vihear, Oddar Meanchey, and Banteay Meanchey to Pursat and Koh Kong.
On 8 December 2025, Cambodian Prime Minister Hun Manet said “If Thailand truly loves peace and values its land as Cambodia does, then the Thai government and military should adhere to the peaceful settlement of border issues using agreed mechanisms and currently being implemented by both sides.”
On the same day, Royal Thai Army’s chief of staff General Chaiyapruek Duangprapat said “The objective of the army is to cripple Cambodia’s military capability for a long time to come, for the safety of our children and grandchildren,” while Thai Prime Minister Anutin Charnvirakul said “from now on, there will be no negotiations of any kind. If the fighting is to stop, Cambodia must follow the course of action set by Thailand.”
As of 26 December 2025, Cambodia, which has a much smaller military defensive and offensive capacity than Thailand, is still under relentless attack by Thai armed forces on land at the border, the Thai navy on its coast, and Thai air forces deep into Cambodian sovereign territory.
Heritage in Ruins, Children in Fear: Cambodia’s Human Cost of War
The impact of the Thai army’s attacks on the Cambodian population and Cambodia’s heritage have been devastating and far-reaching. In spite of Thailand’s claims of aiming at military targets, the Thai army’s attacks have damaged and destroyed civilian buses, civilian homes and businesses, civilian government buildings, civilian infrastructures such as bridges and roads, hotels, public schools, and hospitals.
Thailand’s aggressive and hostile offensive on Cambodia have as of 25 December 2025 claimed the innocent lives of 30 Cambodian civilian citizens, including one infant, caused injuries to 88 Cambodians, and displaced more than 644,400 Cambodians fleeing their home. Over 254,000 Cambodian children are out of school, scared, and traumatized. This mass displacement has created an acute humanitarian crisis, placing enormous strain on host communities, local authorities, and humanitarian organizations.
Poisoned Lands, Broken Bonds, Women losing husbands, children losing their fathers, and all living in fear - Cambodia’s Crisis of Survival
Hostilities have significantly increased civilian harm. The use of heavy weapons and airstrikes in or near populated areas has destroyed homes and neighborhoods. The reported use of poisonous chemicals and toxic smokes has raised serious concerns about immediate and long-term impacts on human health, the death of animals, contamination of soil and water, and lasting damage to ecosystems that border communities depend upon for survival.
Public and civilian infrastructures have been severely affected. Schools, bridges, pagodas, and civilian houses have been damaged or destroyed, disrupting education, access to essential services, mobility, and community life. At the same time, Ta Krabei Temple, Preah Vihear Temple and other temples, sites of immense historical, cultural, and spiritual value, have suffered irreparable damage. Their destruction represents an irreplaceable loss not only for Cambodia and the region, but for humanity as a whole.
Hostile, aggressive, and ultra-nationalist rhetoric from Thailand and Cambodia towards the other risks causing irreparable damage to relationships of all kinds between the people of Thailand and Cambodia for generations to come. In addition, ignoring aggressive attacks by a country with superior military power over its neighbor sets a dangerous precedent that threatens security and stability in ASEAN and the broader region.
Call for Action
In response to this escalating crisis, we respectfully and urgently call upon the Royal Government of Cambodia, the Royal Thai Government, the Governments of ASEAN Member States, the ASEAN Political-Security Community Council, the Governments of G20 Countries, the European Union and the Governments of its Member States, the United Nations’ Secretary General, and the United Nations’ Security Council to act collectively and decisively in the interest of regional and global peace and security. We call for your immediate action regarding the following:
As citizens of Cambodia and friends of Cambodia and Thailand, we stand in solidarity with the countless innocent Cambodians and Thais whose lives have been disrupted and harmed by this conflict, and we firmly believe in lasting friendship and good neighborliness between both countries and people.

Call for Action

We call for your immediate action regarding the following:
- Reject and condemn hostile, warmongering, aggressive rhetoric that aims at the vilification, subjugation, and humiliation of either party in conflict.
- Condemn all and any unlawful military operations that harm civilian population, destroy cultural heritage, abuse human rights, cause immense suffering on children, and violate territorial sovereignty of either party in conflict, and hold perpetrating countries accountable
- Urge the Royal Thai Army to immediately cease all airstrikes and incursions that violate Cambodian sovereign territory and all attacks on civilian-populated areas.
- Urge both parties in conflict to agree to an immediate and unconditional ceasefire, in accordance with the 26 October 2025 Kuala Lumpur Joint Declaration by the Prime Minister of the Kingdom of Cambodia and the Prime Minister of the Kingdom of Thailand
- Urge and support both Thailand and Cambodia to resume peaceful negotiations on joint border demarcation and return to good neighborliness and cooperation for lasting peace and friendship between the Thai and Cambodian people.
As citizens of Cambodia and friends of Cambodia and Thailand, we stand in solidarity with the countless innocent Cambodians and Thais whose lives have been disrupted and harmed by this conflict, and we firmly believe in lasting friendship and good neighborliness between both countries and people.
