Senator Kevin Blackwill, State of Mississippi

  • Mississippi has the worst maternity statistics in the country
  • Regulation of midwifery does not improve maternal or neonatal outcomes
  • Midwifery care does improve outcomes
  • If passed, this bill will reduce the immediate availability of midwifery care by half as it renders traditional midwifery illegal
  • Traditional midwives are threatened with fines and up to 6 months in prison for each offence of supporting a women in labor
  • The bill is riddled with contradictory statements
  • This bill does not contain a "grandmother clause" to ensure that midwives in practice can remain in practice. We would have to abandon care of our current case load
  • The bill requires that traditional midwives precept under a licensed midwife, but the number of midwives that would be available would be less than a half dozen at best
  • The bill sets in place a midwifery regulatory board made of 8 members with a consensus vote for standards of care, practice protocols, review procedures etc. It also contains medical doctors and a CNM. We have seen how consensus works in the medical model. We anticipate regulations that would be much like Alabama which restrict access to HBAC, twin birth, breech at home, etc
  • This bill requires an apprentice midwife to apply for a permit
  • SB2080 restructures current law and removes the current clause mentioned earlier
