Statement by Academics and Journalists around the World in Solidarity with and Defending Ismail Alexandrani
The undersigned journalists, researchers and academics express
their condemnation at the detention of Investigative Journalist and
Sociopolitical Researcher Ismail Alexandrani by Egyptian authorities.Our
shock will make us hold to our right to defend Alexandrani, his freedom
and his personal, psychological and physical safety through all
available means. We also hold Egyptian security and political
authorities accountable for his freedom and safety.Mr.
Alexandrani detecting, based on false accusations related to his views,
thought and published pieces is an onslaught on research and academic
freedoms and a violation of freedoms of speech and expression which are
guaranteed under the Egyptian Constitution and international charters
and agreements of which Egypt is a party.We consider this
undermining to the tools of academic research and investigation, which
are also the very tools of fighting terrorism and corruption. Therefore,
the regime’s non-stop oppression of journalists and academics, instead
of sustaining and ensuring an atmosphere of freedom and transparency,
is costing Egypt the benefit of serious works, such as Alexandrani’s,
that can help counter terrorism and corruption and solve the issues
facing the Sinai Peninsula.We also regard the measures taken
against Ismail a message to every writer whose voice documents, without
compromosing the ethics of expression or research, the violations
against the marginalized and the oppressed in their societies,
regardless of living in the heart of the capital and big cities, or far
away from the center such as the cases in Sinai, Nubia or Siwa.It
should be noted that such practices are one episode in a series of
oppressive procedures from which over 40,000 Egyptian detainees suffer.
The number includes well-known journalists and academics whose
efficiency and ethics are in no question.Violation of
Alexandrani’s rights and freedom is a step towards systematically
avenging him to send a message of terror to journalists, academics and
the research communities at large not to cross the red lines forced by
the current regime in Egypt, aiming at prohibiting any objective or
documented assessment of the state to monitor its treatment of the
marginalized and the oppressed of our society.Out of our
unwavering faith that democratic transition cannot be achieved without
guaranteeing the rule of law, values of human rights and justice to all
citizens regardless of their religion, gender or political inclination,
we demand the immediate and unconditional release of Mr. Alexandrani’s,
along with all detainees in Egyptian prisons.

والأكاديميين حول العالم للدفاع والتضامن مع إسماعيل الإسكندراني
نعبر نحن الموقعون أدناه، من صحافيين وأكاديميين ومشتغلين بالبحث العلمي،
عن صدمتنا من احتجاز إسماعيل الإسكندراني، الباحث في علم الاجتماع السياسي
والصحفي الإستقصائي، من قبل السلطات المصرية وتقييد حريته بالحبس.
إننا وإذ نعبر عن صدمتنا هذه، فإننا نعلن عن تمسكنا بحقنا في الدفاع عن
إسماعيل وحريته وسلامته الشخصية والنفسية والبدنية بكافة الأدوات المتاحة
لنا، مع تحميلنا كافة المسئوليات الخاصة بحريته وسلامته للسلطات المصرية
الأمنية منها والسياسية.
ونرى أن احتجاز إسماعيل وتقييد حريته بالحبس الإحتياطي على خلفية اتهامات
جزافية تتعلق بكتاباته وآراءه وأفكاره المنشورة، هو من قبيل التعدي على
الحريات الأكاديمية والبحثية وتكميم للأفواه وتعدي على حرية الرأي والتعبير
المكفولة بموجب الدستور المصري والمواثيق والاتفاقيات الدولية التي وقعت
عليها مصر، وانتهاكاً لها.
إن ما جرى هو تقويضا لآداة البحث الأكاديمي والاستقصاء التي تعد وسيلة هامة
للحرب على الفساد والإرهاب، وبالتالي فإن استمرار النظام في البطش
بالصحفيين والأكاديميين وعدم إتاحة مناخ من الحرية والشفافية لهم، يجعل مصر
تخسر جهودا جادة كأعمال إسماعيل تساهم في مكافحة الإرهاب والفساد وحل
مشاكل سيناء.
وفي حقيقة الأمر فإن ما يجري مع إسماعيل هي رسالة لكل صاحب قلم وصوت يعمل
بشكل مهني في توثيق انتهاكات المهمشين والمظلومين في مجتمعه، سواء كانوا في
قلب العاصمة والمدن الكبرى أو بعيدا عن المركز كسيناء والنوبة وسيوة.
وننوه أن هذه الممارسات ليست إلا حلقة في سلسلة من الإجراءات القمعية التي
طالت ما يزيد عن 40 ألف معتقل في مصر، من بينهم أسماء مشهود لها بالكفاءة
والنبوغ والإخلاص في العملي الأكاديمي والصحفي، لا يتسع المقام لذكرها
جميعا وإن كانت معروفة لكل متابع وغيور على الوطن.
وفي ضوء ذلك فإن التعدي على إسماعيل وحريته، هي محاولة للإنتقام منه،
ورسالة ترهيب لكل المجتمع الصحفي والبحثي والأكاديمي، بحيث لا يتعدى الخطوط
الحمراء التي رسمها النظام المصري القائم، في محاولة منه لمنع أي تقييم
موضوعي وموثق لرقابة الدولة وتعامل أجهزتها مع المهمشين والمظلومين في
المجتمع.ومن منطلق إيماننا الثابت بأن التحول الديمقراطي لن تكتمل
حلقاته إلا بضمان سيادة قيم حقوق الإنسان والقانون والعدالة وتعزيز الحريات
العامة والخاصة لجميع المواطنين، بغض النظر عن ديانتهم أو نوعهم أو
انتمائهم السياسي، فإننا نطالب جميعا بالإخلاء الفوري غير المقيد والمشروط
لإسماعيل الإسكندراني وكل المعتقلين الآخرين في السجون المصرية.

d’Ismaïl Alexandrani


Nous, signataires de ce
communiqué, journalistes et universitaires investis dans la recherche
scientifique, exprimons notre choc et notre consternation face à l’arrestation par
les autorités égyptiennes et l’atteinte à sa liberté par sa détention d’Ismaïl
Alexandrani, chercheur en sociologie politique et journaliste d’investigation.

Au-delà du choc, nous
réitérons notre attachement à notre droit à défendre IsmaïlAlexandrani, sa
liberté, ainsi que la non atteinte à son intégrité physique, psychologique et
personnelle, par tous les moyens à notre disposition. Nous rappelons que la
responsabilité et l’obligation d’assurer la sécurité et la liberté d’Ismail
incombe aux autorités égyptiennes, qu’elles soient sécuritaires ou politiques.

Nous considérons que
l’arrestation d’IsmaïlAlexandrani et la restriction de sa liberté par la
détention provisoire sur la base d’accusations arbitraires concernant ses
écrits, ses opinions et ses idées publiées, représententune atteinte à la
liberté académique et scientifique, ainsi qu’une atteinte à la liberté
d’expression et d’opinion protégées par la Constitution égyptienne et les
conventions internationales signées et ratifiéespar l’Egypte.

Cette arrestation est une
nouvelle tentative de démolir les outils de la recherche scientifique et
d’investigation qui sont pourtant un moyen important dans la lutte contre la
corruption et le terrorisme.Le fait que le régime continue à s’attaquer aux
journalistes et aux chercheurs, en refusant d’assurerun climat de liberté et de
transparence, conduit l’Egypte à perdre toute contribution sérieuse au débat
scientifique comme le sont les travaux d’Ismaïl Alexandrani qui aident à lutter
contre le terrorisme et la corruption et à résoudre les problèmes du Sinaï.

En réalité, l’arrestation
et la détentiond’Ismaïl Alexandraniaujourd’hui constituent un message envoyé à
toute personne travaillant de manière professionnelle dans la documentation des
atteintes et des violations à l’encontre des groupes marginalisés et les
laissés pour compte dans notre société, qu’ils résident dans la capitale, dans
les grandes villes ou dans la périphérie comme le Sinaï, la Nubie ou Siwa.

Nous attirons l’attention
sur le fait que ces pratiques s’inscrivent dans une série d’atteintes
répressives qui ont touché jusqu’ici plus de 40000 détenus en Egypte, dont de
nombreuses personnes reconnues par leur professionnalisme, leurs qualités et
leur dévouement dans le travail académique et journalistique, dont on ne peut citer
les noms ici mais qui sont connues de toute personne suivant les évolutions de
l’Egypte.

Dans ce contexte,
l’atteinte à Ismaïl Alexandraniet à sa liberté est une tentative de vengeance
et une menace adressée à tout le milieu journalistique, académique et
universitaire, pour que personne ne dépasse les lignes rouges décidées par le
régime égyptien actuel, dans une volonté de sa part d’interdire toute
évaluation objective et documentée de la manière dont l’Etat et ses organes
traitent les marginalisés et les opprimés dans la société.

Partant de notre
attachement ferme à l’idée que la transition démocratique sera incomplète sans
garantie de l’Etat de droit, des principes des droits humains, de la justice,
du renforcement des libertés publiques et privées de tous les citoyens, sans
discrimination aucune sur la base de la religion, du genre ou de l’appartenance
politique, nous demandons la libération immédiate et inconditionnelle d’Ismaïl
Alexandrani et de tous les autres détenus dans les prisons égyptiennes pour des
faits d’opinion.



Stellungnahme der Journalisten und Akademiker in der ganzen Welt zur Verteidigung und Unterstützung von Ismail El-Eskandarani,Hiermit
möchten wir, die unten Unterzeichnenden, unser Entsetzen über die
Festnahme von Ismail El-Eskandarani, der Politiksoziologe und
forschender Journalist, durch die ägyptische Macht äußern.Wir
erklären damit auch unser Recht zur Verteidigung von Ismail
El-Eskandarani, seiner Freiheit und seinem physischen und psychischen
Wohl durch alle uns zur Verfügung stehenden Mittel. In diesem
Zusammenhang betonen wir, dass die ägyptischen Sicherheitkräfte und
politischen Behörden für die körperliche und psychische Sicherheit von
El-Eskandrani verantwortlich sind.Die Festnahme von Ismail
El-Eskandarani im Untersuchungshaft aufgrund von falschen
Beschuldigungen zu seinen Meinungen und veröffentlichen Artikeln ist
eine Unterbindung der Meinungs- und Forschungsfreiheit, die das
ägyptische Grundgesetz und die internationalen Abkommen, die Ägypten
unterzeichnet hat, gewährleisten.Was Ismail El-Eskandarani
passiert ist, ist eine Einschränkung der Freiheit zur akademischen
Forschung, die den Terrorismus bekämpfen sollte. Das Vorgehen der
ägyptischen Behörden gegen Journalisten und Akademiker schafft kein
richtiges Klima für Freiheit und Transparenz, und somit verpasst Ägypten
die Chance, von den ernsthaften Leistungen von Akademikern wie Ismail,
die zur Bekämpfung von Terrorismus, besonders in Sinai, beitragen.Wir
sind überzeugt, dass der demokratische Wandel nur durch die
Gewährleitung der Menschenrechte, Rechtlichkeit und Gerechtigkeit
erzielt werden kann. Dazu zählt die Freiheit aller Bürger abgesehen von
Religion, Geschlecht und politischer Überzeugung.Aus dieser
Überzeugung fordern wir die sofortige bedingungslose Entlassung von
Ismail El-Eskandarani und anderen Verhafteten in ägyptischen
Gefängnissen
