Subject: Request for Immediate Action to Address the Menace of Stray Animals in Bhubaneswar and Cuttack

Dear Sir/Madam,
We, the undersigned citizens of Odisha, residing both within and outside the state, and represented by the Odisha Society of United Kingdom (OSUK), wish to express our deep concern regarding the growing menace of stray animals, particularly cattle and dogs, in the cities of Bhubaneswar and Cuttack. This issue has escalated to alarming levels, posing significant threats to the well-being and safety of the public.

The key concerns include:
  1. Public Safety:
    Stray animals often obstruct roads and highways, leading to traffic accidents, injuries, and even loss of life.
  2. Public Health:
    Stray dogs are carriers of rabies and other zoonotic diseases, while stray cattle often contaminate water sources and public spaces, contributing to sanitation issues.
  3. Property Damage:
    Stray animals damage crops, vehicles, and public infrastructure, causing financial burdens on citizens and municipal resources.
  4. Quality of Life:
    The unchecked presence of stray animals detracts from the cleanliness, aesthetics, and overall livability of our cities.
Our Requests We urge the government and municipal corporations to take immediate and effective action to address this pressing issue. The following measures are recommended:
  1. Implementing a Comprehensive Animal Birth Control (ABC) Program:
    • Sterilization and vaccination of stray animals should be prioritized to control their population and reduce disease risks.
  2. Establishing and Maintaining Well-Equipped Animal Shelters:
    • Adequate facilities should be provided for the care and rehabilitation of stray animals, ensuring humane treatment.
  3. Enforcing Stricter Regulations on Animal Ownership:
    • Penalties should be imposed on owners who allow their animals to roam freely and cause public inconvenience.
  4. Raising Public Awareness:
    • Conducting awareness campaigns to educate citizens about responsible pet ownership and the importance of animal welfare.
We believe that with a concerted effort from the government, municipal corporations, and the public, this issue can be effectively resolved, creating a safer and more livable environment for all citizens.We sincerely request you to acknowledge our concerns and take swift action to implement these measures.
