On January 21, 2025, the Iraqi House of Representatives voted to amend the Personal Status Law. The new law contains several paragraphs that legitimise discrimination, inequality, and oppression of women and children. Among other things, the law allows marriage to girls under the age of 18.
The decision also means that religious leaders from both the Shiite and Sunni communities will have the right to lower the age of marriage. Shiite communities can now marry off girls from the age of 9 and Sunni communities from the age of 15.
This decision violates international conventions that protect children and women's rights, which Iraq has ratified, including UN Security Council Resolution 1325, which Iraq signed in 2014.
The amendment to the law is a step towards legalising abuse of minors and legitimising marriage to girls as young as 9. This change in law is not only retrograde but also constitutes a grave crime against children and women in a country with an official parliament and membership in the United Nations.
We, the undersigned, demand that you issue an official statement condemning this law and press the Iraqi parliament and government to immediately withdraw and repeal the law.
