A Petition to Give a Voice – and a Vote – to Antarctica, the Ocean, the
Atmosphere, and Outer Space
As the climate crisis escalates, and we approach the 1.5°C threshold set by the Paris Agreement, melting ice sheets, rising seas, acidifying Oceans, and a destabilised Atmosphere threaten human rights, global security, and the future of Life on Earth.
Yet the Global Commons – Antarctica, the Ocean, the Atmosphere, and Outer Space – remain voiceless. Lying beyond national borders, they have an existential role to ensure Earth’s resilience and humanity’s future on our Planet, but are excluded from decision-making. Without a voice, they have no vote. Without representation, there is no protection.
The Global Commons are governed by separate and fragmented frameworks. There is no unified, accountable mechanism representing them collectively. Harm to them is treated as an "externality," enabling inaction. It’s time to change that and give them agency.
Voice of Commons demands legal and political representation for the Global Commons in international governance – starting with the creation of a Global Commons Assembly to advise the United Nations and hold governments accountable.
The Global Commons Assembly is not intended to compete with existing frameworks nor replace them, rather to provide an integrated space that connects policy with science, local and Indigenous knowledge, and vulnerable communities across domains.
We call for:
