Querido Campesinado:

El sábado 7 de septiembre de este año nos reunimos en Hamburgo, Alemania, alrededor de 30 personas, la mayoría colombianos y algunos alemanes amigos de Colombia, preocupados por la situación del país, compartiendo una misma y profunda motivación: apoyarlos y solidarizarnos con su causa. Decidimos escribirles y formar parte de los eventos del paro agrario, pero queremos ir más allá de éste. Pues lo que se expresa no se refiere únicamente al momento de efervescencia vivido durante las manifestaciones, es una voz de protesta por todos los años de injusticia e insensatez que ha tenido que soportar el campo colombiano. Este mensaje va dirigido a todos ustedes, que trabajan con dedicación y en condiciones durísimas para darnos las bases que nos han permitido a muchos vivir cómodamente. Es una carta dirigida a la abuela de 65 años y su nieto de 12 que cultivan tomates y papa en La Capilla, Boyacá; al joven cafetero en Salamina, Quindío; al señor cincuentenario que cosecha plátano en Tolima; a la viuda de apenas 27 años que con el producto de su trabajo, sembrando caña alimenta a sus cuatro hijos en Bolívar; y a quienes plantan el arroz en el Amazonas, cacao en Meta, así como a todos los que desarrollan actividades agrícolas en el resto de Colombia.

Queremos decirles que estamos atentos a sus necesidades. Y aunque no todos los que nos reunimos (ni muchas de las otras personas que esperamos que firmen esta carta) nacimos o nos criamos en el campo, sí sentimos que ahí, donde ustedes se encuentran, están nuestras raíces. Los respaldamos y nos preocupa su bienestar porque compartimos su descontento y la necesidad de exigir un cambio fundamental en los manejos de la política agraria, que respete los derechos y las tradiciones que admiramos, sentimos y defendemos.

Nos indigna saber que se ha permitido que vivan en un ambiente de violencia, sometidos a las acciones brutales de diferentes grupos alzados en armas, que en muchos casos son hermanos de la corrupción, y a veces amigos íntimos de las élites económicas y sus intereses; así mismo, sabemos que ustedes no han tenido muchas alternativas y que además han sido engañados con los discursos incoherentes de estos grupos. Aun más que las acciones de los grupos ilegales, nos indignan los asesinatos, el uso de la fuerza bruta y las violaciones a los Derechos Humanos por parte de organismos de la fuerza pública, como la Policía con su ESMAD y el Ejército (nada más y nada menos que con sus falsos positivos). Y aún más la total impunidad que con respecto a estas situaciones se presenta. Nos entristece que como consecuencia de la violencia seamos el país con la mayor cantidad de desplazados internos en el mundo (unos cinco millones de personas) y que a pesar de sus riquezas, sea uno de los países con más injusticia e inequidad social (como lo muestra el índice de Gini) y que ustedes sean las principales víctimas de esta problemática.

Nos indigna ver como se viola la Constitución de manera descarada. En su Artículo 65 se consagra que “la producción de alimentos gozará de la protección especial del Estado. Para tal efecto, se otorgará prioridad al desarrollo integral de las actividades agrícolas, pecuarias, pesqueras, forestales y agroindustriales, así como también a la construcción de obras de infraestructura física y adecuación de tierras...”, mientras que el Artículo 8 dice que “es obligación del Estado y de las personas proteger las riquezas culturales y naturales de la nación”. Y son muchos más los puntos incumplidos. Nos duele ver el contraste abismal entre lo establecido en la Carta Política y los hechos que ocurren en la realidad. Nos duele que se privilegie la protección de los intereses económicos inmediatistas, sobre el cuidado de las riquezas culturales y naturales allí mencionadas. El Estado tiene la obligación de proteger a los ciudadanos garantizando el bienestar social y económico, como parte esencial de nuestro patrimonio cultural. Exigimos que esto suceda.

Rechazamos junto a ustedes las medidas cortoplacistas que dan soporte a este modelo de desarrollo, el cual es desmedido en su culto al libre mercado. Porque salvar el campo no significa implementar soluciones de corto plazo como subsidios, bajar aranceles de los productos de las multinacionales (de los fertilizantes, por ejemplo) o hacer simples moratorias a los Tratados de Libre Comercio. Queremos que se garantice el modo de vida campesino tradicional para una parte importante de la población. Exigimos que se respete la dignidad de quienes decidan cumplir este oficio, que pone sobre la mesa de los colombianos la alimentación propia de nuestras raíces culturales. Queremos que se den los cambios necesarios, se reevalúen los indicadores y criterios de efectividad económica aplicados actualmente a la producción agrícola y que se garantice la participación ciudadana en la discusión sobre el modelo de desarrollo para el campo colombiano.

Es hora de poner fin a la desmedida corrupción de la clase política, a la negligencia de éste y de los gobiernos pasados; y no podemos seguir eligiendo a aquellos personajes que ven el escenario político sólo como un medio para el beneficio individual. Rechazamos la situación de abandono del interés colectivo y la costumbre inveterada de privilegiar el interés particular. Queremos ser más los agentes transformadores y menos los conformistas, y que en vez de creer ciegamente que somos el país más feliz del mundo, nos esforcemos por serlo. Queremos dejar de elegir la opción menos mala y exigir opciones realmente buenas. Es nuestro deseo que cada individuo reconozca que su forma de buscar su felicidad, sus acciones y sus exigencias tienen un impacto social y de largo plazo. Y además, que es la suma de lo individual lo que forma un colectivo con posibilidades de transformar el entorno.

Esperamos de los medios de comunicación una participación activa y que sean solidarios con un pueblo que lleva muchos años en abandono, pues mientras no se vea fuego y sangre, se habla poco sobre el sufrimiento campesino y lo fundamental para aliviarlo.

Sabemos que los indignados e inconformes somos muchos, como se demostró en las protestas en Colombia y en las reuniones de apoyo en muchas otras ciudades del mundo. Y que no somos únicamente los de ahora porque la historia de abuso es larga y hemos heredado la tristeza que viene de la mano con el maltrato. Pero también llevamos en nosotros eso que nos conduce a exigir y a generar un cambio. Como muestra de nuestro apoyo queremos firmar esta carta e invitar a colombianos y extranjeros a compartir nuestra indignación. Queremos hacerles sentir que estamos con ustedes aun después del paro, repetirles que nuestra atención no se limita a un momento de moda, ni a escribir o firmar esta carta y que tenemos los ojos abiertos para vigilar la implementación de medidas que mejoren la situación en la que viven y divulgar las injusticias que se comentan.

Dear Colombian Peasants:

On Saturday, September 7th of the current year, about 30 people met in Hamburg, Germany, mostly Colombians and Colombian friends. We were concerned about the actual situation in our country, and we all shared the same profound motivation: to support you and to express our solidarity with your cause. We decided to write you in order to be a part of your agrarian strike, but we want to go further than that. What you expressed is not only a matter of some agitated moments lived during the days of street protests, it is an outcry for all the years of injustice and recklessness that you have had to endure working in the fields. This message is addressed to all of you who work with dedication and under hardest conditions to give us the foundation that has allowed us to live comfortably through our history. It is addressed to the 65-year-old grandmother and her 12-year-old grandson, who grow tomatoes and potatoes in La Capilla, Boyacá; to the young coffee collector at Salamina, Quindío; to the old man who harvests plantain in Tolima; to the 27-year-old widow who feeds her four children in Bolivar with the product of her home sugar cane plantation, and to all the others who plant rice in the Amazon, cocoa in Meta Department, and who work in agricultural activities all around Colombia.

We want to let you know that we are paying attention to your needs. And although not everyone of us (and some others who we hope to sign this letter) was born or grew up in the country, we do feel that there, where you are, are our roots. We support you and we do care about your well-being because we share your worries. We, too, are aware of the necessity of demanding a fundamental change in the agrarian policy of Colombia, ensuring the owned respect to your rights and to traditions that we admire, feel and defend.

We find it outraging to recognize that it has been allowed that you live in the middle of acute violence, subjected to the brutal actions of armed groups, which in some cases are tightly connected to corruption, and in some others obey only the economic elites´ interests. We know you have not had many alternatives and also have been deceived by incoherent discourses of these groups. Even more than by the actions of illegal groups, we are outraged by the killings, the use of naked force and the human rights violations by law enforcement agencies such as the police (ESMAD) and the army (specially their false combat killings or extrajudicial executions), and the impunity covering both issues. We are saddened that as a result of such violence we are the country with the largest number of IDPs (Internal Displaced Persons) in the world (about five million). It is a shame that despite its wealth, Colombia is one of the countries with highest injustice and social inequality indicators (i.e. Gini index) and that you are the main victims of this inequality.

It is shocking to see how the Colombian Constitution is flagrantly violated. In its Article 65 it stipulates that "food production will enjoy the special protection of the state. The state will give priority status to the development of the agricultural, livestock, fisheries, forestry and agribusiness, as well as the construction of physical infrastructure and land improvement ... ", while Article 8 says that "it is the duty of the State and individuals to protect the cultural and natural wealth of the nation." And there are many more unfulfilled points. The contrast between the provisions of the policy letter and reality is enormous. It infuriates that protection of immediate economic interests go far away before caring for the Colombian natural and cultural patrimony. The State has an obligation to protect citizens by ensuring social and economic welfare, as an essential part of guarding our cultural heritage. We demand this protection.
Like you, we reject short-term measures that support the current development model, which is excessive in their worship to the free market. Because saving the land doesn’t mean applying short-term solutions such as subsidies, lower taxes for multinationals´ products (such as fertilizers) or delaying the catastrophic validity of Free Trade Agreements. We want to ensure the traditional peasant way of life for a significant part of the population, as well as respect for the dignity of those who decide to do this work. They put on the Colombian´s table the ingredients for our traditional dishes, proper of our own cultural roots. Changes are necessary, a reassessment of economic effectiveness indicators and criteria currently applied to agricultural production and more public participation in the discussion about the agrarian development model for Colombia are urgent.

The unbridled corruption in our political class and the past governments´ negligence must come to an end. It is unbelievable that we continue electing people for chasing only their individual benefit. We reject the abandonment of the collective interest, in order to favor particular interests. We want to be agents of change and less conformist. Instead of blindly believing that we are the happiest country in the world , we want to strive to actually be it. We want to stop choosing the least bad option and start demanding really good options . It is our desire that each individual recognizes that his way of seeking happiness, his actions and his demands do have long term social consequences. And that it is the sum of the individuals what forms a collective existence able to evolve.

We expect the media to be actively involved in solidarity with a peasant nation that has long been abandoned, for as long as blood is not spilled and fire isn´t ignited, there is little talk about peasants´ suffering and the way to alleviate it.

We know that the scandalized and aggrieved are many, as shown by the recent protests in Colombia and the supporting meetings in many other cities worldwide. And we are aware that the problem is not recent, for the story of abuse is long and we have inherited the sadness coming hand in hand with abuse. But we carry in us the seed of peacefully demanding and bringing about a change. As a testimony of our support we sign this letter and invite Colombians and interested foreigners to share our indignation. We want to make you, our peasants, feel that we are with you; even after the strike; repeating that our attention is not limited to the heat of this moment, or to the act of writing and signing this letter. We will keep our eyes opened to monitor the implementation of measures aimed to improve your situation and to divulge the perpetrated injustices.

Liebe kolumbianische Landwirte/Innen,

am Samstag, den 7. September 2013, trafen sich ca. 30 Personen in Hamburg/Deutschland, die meisten von ihnen Kolumbianer und Freunde von Kolumbien. Wir alle waren über die momentane Situation in unserem Land sehr besorgt, und hatten alle das gleiche, dringende Bedürfnis: Euch zu unterstützen und unsere Solidarität für Euer Anliegen zu erklären.
Wir haben beschlossen, Euch zu schreiben, mit der Absicht, so ein Teil des Agrar-Streiks zu werden, aber wir wollen noch weiter gehen. Was Ihr zum Ausdruck bringt, ist nicht nur eine Sache von einigen bewegten Momenten, während den Tagen der Demonstrationen; es ist eher ein Aufschrei für all die Jahre der Ungerechtigkeit und Rücksichtslosigkeit, die Ihr während der Arbeit in den Feldern ertragen musstet. Diese Nachricht ist für alle von Euch, die mit Hingabe und unter härtesten Bedingungen arbeiten, um die Grundlage zu schaffen, die es uns, während all der Jahre ermöglich hat, bequem zu leben. Dieser Brief ist adressiert an die 65 jährige Großmutter und ihren 12 jährigen Enkel, die Tomaten und Kartoffeln in La Capilla, Boyacá züchten; an den jungen Kaffeebauern in Salamina, Quindío; an den alten Mann, der auf Plantagen in Tolima arbeitet; an die 27 jährige Witwe, die ihre 4 Kinder mit Erzeugnissen aus ihrer Zuckerrohrplantage in Bolivar ernährt; sowie an all die anderen, die den Reis im Amazongebiet oder den Kakao im Meta Department ernten; und für all jene, die in der Landwirtschaft in Kolumbien tätig sind.

Wir möchten Euch mitteilen, dass wir Euren Bedürfnissen Aufmerksamkeit schenken. Und obwohl nicht jeder von uns in Kolumbien geboren wurde, oder aufgewachsen ist, fühlen wir trotzdem, dass da, wo Ihr seid, sich auch unsere Wurzeln befinden. Wir unterstützen Euch, und wir interessieren uns für Euer Wohlbefinden, weil wir Eure Sorgen teilen. Auch sind wir uns der Notwendigkeit eines grundlegenden Wandels in der Agrarpolitik von Kolumbien bewusst, aber mit der Gewährleistung von Euren Rechten und Traditionen, die wir bewundern und achten.

Wir finden es empörend zu realisieren, dass es zugelassen wurde, dass Ihr im Zentrum von Gewalt lebt, unterworfen von den brutalen Machenschaften bewaffneter Gruppen, die in einigen Fällen natürlich auch mit Korruption verbunden sind, und in anderen Fällen handeln nur im Interesse von wirtschaftlichen Eliten. Wir wissen, dass es für Euch nicht viele Alternativen gab, und dass Ihr auch durch unzusammenhängende Diskussionen dieser Gruppen getäuscht wurdet. Neben den Taten dieser illegalen Gruppen, finden wir auch die Morde empörend, die Anwendung von roher Gewalt und die Verletzung der Menschenrechte durch die Strafverfolgungsbehörden, wie der Polizei (ESMAD) und der Armee (insbesondere die Hinrichtungen, bei denen Bauern oder Zivilisten als Guerilleros verkleidet und getötet wurden), und die trotzdem daraus resultierende Straffreiheit in beiden Fällen. Wir sind traurig, dass aufgrund solcher Gewalttaten, Kolumbien als das Land mit der höchsten Anzahl von internen Vertriebenen gilt (etwa 5 Millionen). Es ist eine Schande, dass Kolumbien trotz des Reichtums, eines der Länder mit der höchsten Ungerechtigkeit und sozialen Ungleichheit ist (Quelle: Gini Index), und dass Ihr als Landwirte, die größten Opfer dieser Ungleichheit seid.

Es ist schockierend zu sehen, wie die Kolumbianische Verfassung eklatant verletzt wird. Im Artikel 65 ist festgelegt, dass die Nahrungsmittelproduktion den besonderen Schutz des Staates genießt. Dort macht der Staat die Entwicklung der Landwirtschaft, der Viehzucht, der Fischerei, der Forstwirtschaft und Lebensmittelindustrie sowie den Bau von Infrastruktur und Bodenverbesserung zur Priorität. Darüber hinaus sagt Artikel 8, dass es die Pflicht des Staates und jedes Einzelnen ist, den kulturellen und natürlichen Reichtum des Landes zu schützen. Und es gibt weitere unerfüllte Artikel. Der Kontrast zwischen den Bestimmungen der Richtlinien und der Realität ist enorm. Es ist ärgerlich, dass das unmittelbare wirtschaftliche Interesse weit weg von dem Erhalt des Kolumbianischen Erbes ist. Der Staat hat die Verpflichtung, seine Bürger durch eine Gewährleistung des sozialen und wirtschaftlichen Wohlstandes, als einen wesentlichen Bestandteil unseres kulturellen Erbes, zu schützen. Wir fordern diesen Schutz!

Wie Ihr, lehnen wir kurzfristige Maßnahmen, wie das gegenwärtige Entwicklungsmodell, welches den freien Markt unterstützt, ab. Es geht nicht darum, kurzfristige Lösungen wie Subventionen, geringere Steuern für multinationale Produkte (wie Düngemittel) oder einen Aufschiebung des katastrophalen Freihandelsabkommen zu schaffen. Wir wollen, dass die traditionelle landwirtschaftliche Lebensweise, welchen einen erheblichen Teil der Bevölkerung betrifft, gewährleistet wird sowie die Achtung der Würde derjenigen, die sich entscheiden, diese Arbeit zu tun. Sie bringen den Kolumbianern die Zutaten, welche die Grundlage für unsere traditionellen Gerichte sind, gemäß unserer eigenen kulturellen Wurzeln. Es sind dringend Änderungen notwendig, wie eine Neubewertung der wirtschaftlichen Indikatoren und Kriterien, die derzeitig in der wirtschaftlichen Produktion angewendet werden. Des Weiteren mehr Beteiligung der Öffentlichkeit an Diskussionen über das Agrar-Entwicklungsmodell für Kolumbien.

Die ungehemmte Korruption in unserer Politik und die Fahrlässigkeit der letzten Regierungen muss ein Ende nehmen. Es ist unglaublich, dass wir immer noch Politiker wählen, die nur an ihren eigenen Profit denken. Wir verzichten auf das kollektive Interesse, nur um das individuelle Interesse eines Einzelnen zu fördern. Wir wollen Agenten eines Wandels und weniger konformistisch sein. Anstatt einfach nur blind zu glauben, dass wir das glücklichste Land der Welt sind, wollen wir uns bemühen, es tatsächlich zu sein. Wir wollen aufhören, die schlechteste Möglichkeit zu wählen, sondern anfangen, wirklich anspruchsvolle Möglichkeiten zu nutzen. Es ist unser Wunsch, dass jeder Einzelne erkennt, dass er mit seiner persönlichen Suche nach Glück, mit seinem Handeln und seinen Forderungen langfristige soziale Folgen erreichen kann. Und dass es die Summe der Einzelnen ist, welche eine kollektive Grundlage bildet, die in der Lage ist, sich zu entwickeln.

Wir hoffen, dass sich die Medien aktiv beteiligen werden, in Solidarität mit einer landwirtschaftlichen Nation, die seit langem aufgegeben wurde. Aber so lange kein Blut vergossen wird, und kein Feuer entfacht ist, wird es nur wenige Gespräche über das Leiden der Landwirte, und die Möglichkeit es zu lindern, geben.

Wir wissen, dass viele empört und traurig sind, wie die jüngsten Protest in Kolumbien und die Treffen in vielen anderen Städten weltweit gezeigt haben. Und wir sind uns auch bewusst, dass das Problem nicht neu ist, denn die Geschichte des Missbrauchs ist lang, und wir haben diese Hand in Hand mit dem Missbrauch geerbt. Aber wir tragen in uns den Willen für eine anspruchsvolle und friedliche Änderung. Als Zeichen unserer Unterstützung unterschreiben wir diesen Brief und möchten Kolumbianer und interessierte Ausländer auffordern, unsere Empörung zu teilen. Wir möchten Euch, unseren Landwirten, das Gefühl geben, dass wir, auch nach dem Streik, bei Euch sind. Wir wiederholen, dass unsere Aufmerksamkeit nicht nur auf die Hitze des Gefechts im Augenblick, oder auf das Unterschreiben dieses Briefes beschränkt ist. Wir werden unsere Augen offen halten, und an der Umsetzung der Maßnahmen arbeiten , die darauf zielen, Eure Lebenssituation zu verbessern und die begangene Ungerechtigkeit öffentlich zu machen.
