طلاب مش زبائن: التعليم مش سلعة
منذ شهر ونصف، قرّرت جامعات لبنان التوقّف عن جميع الأنشطة تماشياً مع قرار الحكومة بوقف الدروس بسبب أزمة تفشّي كورونا. ثمّ بدأ رؤساء الجامعات بالظهور على برامج مختلفة للتحدّث عن السنة الدراسية وكيف قاموا بمواجهة تحدّي استكمالها.
لكن عدد كبير من الطلاب لم يفهموا كيف سيستمر التّعليم بطريقة عادلة في ظلّ أزمة ماليّة إنهيار إقتصادي يلوح في أفق العائلات اللّبنانيّة.
وعندما بدأ هذا الانهيار حتمياً في صيف ٢٠١٩، عمدت العديد من الجامعات إلى تحويل عملة الأقساط من الليرة إلى الدولار. ممّا يعني أنّ الأقساط أصبحت عرضةً لسعر الصرف الذي يحدّده المصرف المركزي. وقد أظهرت المستندات والتحليلات الاقتصادية المسرّبة أنّ سعر صرف الليرة يتوجّه إلى أن يصبح ٢٦٠٧ في ٢٠٢١، ممّا يترجم إلى ٧٢% من الزيادة على الاقتصاد في الخريف القادم.
وقد أوضح حاكم مصرف لبنان رياض سلامة أنّ هذه الخطّة ستطبّق قريباً، بعد أن يسمح البنك المركزي للمصارف الخاصّة بإجراء عملية "قصّة شعر"، أو اقتطاع الودائع بالدولارات وتحويلها إلى الليرة بقيمة سعر السوق الذي يحدّده بـ٢٦٠٠ ل.ل/$ حالياً.
كلّ هذا يجعل التعليم الجامعي امتيازاً حصرياً للطبقة العليا من المجتمع، بدل أن يكون حقّاً إنسانياً أساسياً.
في الأيّام القليلة الماضية، هبطت قيمة الليرة بشكل غير مسبوق لتصل حدّ الـ٤٠٠٠ ليرة/دولار، مما وضع التلاميذ اللبنانيين في الخارج، الذين هربوا من غلاء الأقساط في لبنان، في أزمة كبيرة. والذين يملكون المال لا يستطيعون تحويله بسبب قرارات المصارف، أمّا الذين يقبضون رواتبهم بالليرة فهم مضطرّون إلى تحويل أموالهم على سعر الصرف الحالي الذي زاد بنسبة ١٦٥% عمّا كانوا قد خطّطوا له.
نحن كطلّاب، نرفض أيّ نظام تعليمي يستغلّ الأزمات الاقتصادية ويحوّل التعليم إلى خدمة أصحاب الامتيازات المادّية. فهذا النظام يسلب من الشباب حقّهم في التعليم سواءً خارج أو داخل البلد، خاصّةً في حين أنّ ميزانية الجامعة اللبنانية دائماً ما تكون تحت خطر التجاذبات السياسية، ولن تستطيع استيعاب الطلّاب الذين سينتقلون إليها من الجامعات الخاصّة.
أمّا خلال الفصل الحالي من ربيع ٢٠٢٠، فقد طالب العديد من الطلّاب باسترداد جزء من أقساطهم لعدم قدرتهم على استعمال المنشآت الجامعية، ولأنّ جودة ونوعية التعليم انخفضت بعد التغيير المفاجئ إلى نظام التعليم عن بعد. أما ردّ الإدارات، فكان غير مقبول إذ أنّه يسخّف من مطالب الطلاب ويعاملهم كزبائن يمكن استبدالهم بآخرين.
التعليم عن بُعد أقلّ كلفةً من التعليم المباشر في الصفوف وذلك بسبب غياب التكاليف المتعلّقة بالصيانة، والمياه، والعمل اليومي، والتنظيف، والتكنولوجيا. كما أنّ العديد من الجامعات، منها الجامعة الأميركية، قامت بتخفيض المعاشات والأجور عبر الطرد التعسّفي والظالم لعدد ملحوظ من المياومين من دون أيّ تعويضات. بالإضافة، تمّ طرد الطلّاب المقيمين في حرم الجامعات من السكن الجامعي بخرق واضح لخصوصيّات الغرف، وحالياً تتمّ مناقشة التعويض المناسب. كما يجب أن نأخذ بعين الإعتبار أنّ نسبةً كبيرة من الأقساط قد تمّ صرفها واستخدامها في سياق تعليم تفاعلي ضمن إطار الصفوف ما قبل الأزمة. وأخيراً، هناك أمثلة كثيرة من جامعات في العالم قامت بإجراءات متعلّقة بتخفيض أو تجميد الأقساط في سياق الأزمة الصحّية العالمية (ومنها تعديل سعر الكريديت أو تخفيض كلفة تقنية):

وعلى عكس ذلك، فشلت الجّامعات الخاصّة في لبنان في التعاطي مع واقع الطلّاب الاجتماعي في البلد وتداعياته على نوعية التعليم عن بُعد. فنسبة كبيرة من الطلّاب لا يتمتّعون بشبكة انترنت سريعة ومستقرّة، بالإضافة إلى اعتمادهم سابقاً على أدوات تقنية موجودة في حرم الجامعة وغير متوفّرة في المنازل. تعامل إدارات الجامعات مع هذه المشاكل لا يرضي الحدّ الأدنى من الحسّ الإنساني والمهني، مع نقل موارد الجامعة إلى استخدامات مراقبة مشبوهة ليست معنية بتوسيع فرص التعليم.
لأنّنا نؤمن أنّ التعليم هو حقّ إنساني أساسي، نحن الموقعّون أدناه من منظّمات وأفراد نطالب بالتالي:
١. فرض العقد الطلّابي على كلّ إدارات الجامعات، الذي يتضمّن تجميد كلّ الأقساط خلال فترة دراستهم في الجامعة.
٢. تدخّل وزارة التربية على صعيد كلّ جامعة لتحويل عملة القسط من الدولار إلى الليرة، وتثبيتها على سعر الصرف الرسمي الحالي ١٥١٥ وإبطال كلّ محاولات دولرة الأقساط، مع مراعاة الأزمة المالية في البلد.
٣. دعم الجامعة اللبنانية وميزانيتها لأنّنا نؤمن أنّ تمكين الجامعة الوطنية هو الحلّ الأساسي والجذري والعادل لكلّ طلّاب لبنان في سياق هذه الأزمات المتعاقبة.
٤. معاملة دقيقة لكلّ حالة من حالات الطلّاب المغتربين ومساعدة عائلاتهم في إرسال الأموال بالعملات الأجنبية وعلى سعر الصرف ١٥١٥ إلى أولادهم المقيمين في الخارج.
٥. التفاوض على تعويضٍ ما لجميع الطلّاب الذين لم يتمكّنوا من الوصول إلى بعض الخدمات الموجودة في حرم الجامعة، وخاصّةً التعليم وجهاً لوجه.
Students not Costumers: Education is not a Commodity
A month and a half ago, universities across Lebanon decided to stop on-campus activities in conformity with the government’s efforts to limit the spread of COVID-19. Different university presidents appeared on talk shows to talk about the academic year and how they dealt with it. However, a large number of students are confused about how administrators plan to ensure their students’ continued education with a financial and economic collapse looming over Lebanese families.
After an economic collapse seemed to be an inevitable outcome in the Summer of 2019, many Lebanese universities were quick to convert the billing of their tuition fees from the L.L. to USD. This meant that tuition fees were now subject to the official exchange rate of the dollar set by the Lebanese Central Bank. Recently leaked government documents and economic predictions indicate that the exchange rate of the Lebanese Lira to the US Dollar is projected to become about 2607 in 2021, which translates to a 72% increase in tuition fees for next fall. The latest statement from the Governor of the Central Bank, Riad Salameh, indicates that this plan is set to take place soon after allowing private banks to essentially impose a haircut on all dollar deposits at the market rate, which they set as 2600 L.L. today. This makes university education exclusively available to the upper classes of the population, as opposed to it being a basic human right. During the last days, the Lira has devalued in a way we have never seen before, reaching 4000 LL/$. This also put students abroad who chose to escape the huge tuition in Lebanon at a great risk. Those whose parents have the money in banks aren't allowed to transfer it, whereas those who earn in liras need to convert at a rate almost 165% more than what they planned. We, as students, reject an education system that exploits an economic crisis and functions only in favour of the financially privileged. This system is preventing youth from their right of education both abroad and in the country, especially when the Lebanese University's funds are at constant threats.
When it comes to the issue of the current semester of Spring 2020, a number of students asked for a partial refund since they were not able to access campus facilities, and since the quality of education naturally declined after a sudden switch to online learning. The response that the students received from the administration was unacceptable as it ridiculed their demands and treated them as disposable customers.
Online learning is significantly less expensive than on-campus learning since it excludes expenses pertaining to maintenance, water, logistics, cleaning, technology, and has decreased wage costs since universities such as AUB decided to lay off a large number of their daily workers unjustly and with no compensation. Many students also paid for dorm residence and were then forced to evict, and/or were subject to a breach of privacy as their possessions were taken out by staff members if the students were unable to reach the dorms themselves. Additionally, a substantial portion of the tuition fees were allocated towards physically interactive learning, which were also not provided under these conditions. It is important to take note that a plethora of universities worldwide took the initiative to reduce or freeze much of their costs in the midst of this crisis. On the other hand, private universities in Lebanon failed to take into account the realities of daily life in the country and its implications on the quality of online education. A significant portion of students do not have access to stable, let alone, fast wifi. Some students are also reliant on the use of on-campus tools and facilities that they simply cannot have access to at home. The response of university administrations to these problems was apathetic at best; with more resources exerted for the implementation of surveillance softwares than for providing students with universal and easy access to education.
Since education should be, and is a basic human right, we - the organizational and individual signatories of this petition - demand:
1. The implementation of the Student Contract, which necessitates freezing the tuition for all on-going students during their academic stay in university.
2. The intervention of the Ministry of Education on the level of all universities to convert the already dollarized tuition back to Lebanese Liras at the 1515 exchange rate and halt any other attempts to dollarize tuition fees, taking note of the on-going currency crisis in the country.
3. Support for the Lebanese University (in terms of funds allocated), especially to help amplify the online learning experience and help students unable to access their education. Maximizing the effectiveness of Lebanon’s only public university is the sole socially-just means to achieve a fair resolution to Lebanon’s exorbitant education system amid the crisis at hand.
4. A case by case treatment for the Lebanese students abroad to help transfer them money through banks at 1515 exchange rate.
5. A negotiated partial refund to the students who were not able to access campus faculties and face-to-face education, particularly to all on-campus student residents expelled from their dorm rooms.
