A coalition of human rights civil societies in the Gulf States estimate that 30 000 people across the region are prisoners of conscience. They have been incarcerated for peaceful expression of opinion. No official figures are available nor reported in the local, or international media. Specific examples of these cases have been documented over the last decade by numerous international organisations such as Human Rights Watch, Amnesty International, GCHRs but the the true extent and scale of the problem needs to be investigated. Many of these detainees have been convicted following trials that have breached the internationally accepted standards of fair trial and some are still languishing behind bars having already completed their sentences. It is not uncommon for those who have been released to be further punished by stripping away of their basic civil and political rights such as the right to work , travel, and citizenship of the country they were born in.

We therefore appeal to: (1) The United Nations Secretary General and the High Commissioner for Human Rights to consider the situation and issue a statement in relation to prisoners of conscience in the Gulf States. (2) The international community to utilize all possible diplomatic channels to seek the release of prisoners of conscience in the Gulf.(3) The United Nations Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression to seek an invitation to visit the Arabian gulf estates.(4) The United Nations Working Group on Arbitrary Detentions to seek an invitation to Arabian gulf state.We urge you to assist us in releasing all prisoner of conscience in the gulf states.

دعوة للتحرك من أجل معتقلي الرأي والضمير في الخليج.

في ظل التعتيم الإعلامي في دول الخليج العربي، وغياب الإحصائيات الرسمية، تشير منظمات المجتمع المدني الخليجية الى أن عدد معتقلي الرأي يفوق بكثير ٣٠٠٠٠ معتقل ، منهم من صدر بحقهم أحكام قضائية صورية و قد أنهوا فترة حكمهم إلا أنهم ما زالوا يرزحون خلف القضبان في ظروف اعتقال دون المعايير والاتفاقيات الدولية، كما يتم تجريد من تم الإفراج عنه من أبسط حقوقه المدنية و السياسية كالمنع من السفر أو العمل أو غيره من خدمات الدولة.
لذلك نناشد المجتمع الدولي:1- باتخاذ الإجراءات اللازمة بموجب الصلاحيات و الأعراف الدبلوماسية للإفراج عن معتقلي الرأي في دول مجلس التعاون الخليجي.2-إصدار بيانات و مخاطبة الحكومات المعنية و تنظيم زيارات للمنظمات الحقوقية المختصة و محقق التعذيب الأممي للسجون للوقوف على حقيقة أعداد وظروف المعتقلين، وذلك من أجل تحقيق مجتمع مدنيا حرا وديمقراطي تعددي وفقاً للمعايير الدولية و الإنسانية.
