Les rescapés du génocide contraints à l'exil vous adressent cet appel urgent pour que vous déployiez sans délai des Casques Bleus au Burundi.
Un Génocide rampant contre les Tutsi continue à faire des ravages au Burundi, et le monde y assiste passivement par des discours et déclarations qui appellent à la retenue. Perpétrés par la police nationale et la milice Imbonerakure composée des miliciens membres du parti CNDD-FDD, ces meurtres ont d’abord visé les Hutu de l’opposition avant de s’orienter exclusivement contre les Tutsi depuis avril 2015 à l'annonce d'un autre mandat inconstitutionnel de Pierre Nkurunziza et qui a été décrié par le monde entier depuis.
La découverte de cadavres jonchant les rues ou flottant sur les eaux au Burundi est devenue une scène à laquelle les citoyens assistent au quotidien depuis une décennie. En date du 12 décembre 2015, les tueries de masse ont franchi un nouveau palier suite à la découverte macabre de centaines de cadavres de citoyens paisibles kidnappés par les agents des Services de Renseignement burundais.Les éléments de la police ont envahi des ménages pour tuer sommairement des gens et éparpiller leurs cadavres dans les rues de Bujumbura afin de faire taire toute voix discordante. Les corps découverts ne représentent qu’un petit échantillon des victimes torturés puis achevés dans les cachots des services de renseignement, et transportés la nuit par des véhicules de la sûreté et de la police pour être déversés dans des fosses communes comme celles qui ont été récemment trouvées à Kanyosha et Bugarama tel que rapporté par des médias indépendants.
Il y a un peu plus d'une décennie que le parti CNDD-FDD est au pouvoir. Bien qu'une Commission d’enquête de l’ONU ait identifié des liens de coopération entre le CNDD-FDD et les groupes responsables du génocide des Tutsi dans la sous-région,notamment les Interahamwe et les ex-FAR dont la présence dans les corps de défense et de sécurité burundais a été rapportée par les victimes de la répression en cours à Bujumbura (S/1998/777, paragraphs 46-58, et Annexes II-V), les Nations Unies ont aidé cette organisation à accéder au pouvoir en suivant les règles démocratiques d'usage. Ces règles ont été bafouées aussitôt par ce parti comme en témoignent les différents rapports accablants sur les cas d’assassinats, de violations des droits des citoyens et de corruption perpétrés par les agents de l’État.
Depuis février 2014, quand la jeunesse du CNDD-FDD subissait des formations paramilitaires au Congo, les médias indépendants, les organisations de la société civile, l’opposition et les organisations internationales œuvrant au Burundi n’ont cessé d’informer le monde en général et les Nations Unies en particulier de la préparation de ce carnage lié au 3ème mandatin constitutionnel de Pierre Nkurunziza. Il est évident que l’ONU est conscient du fléau de génocide qui fait ravage au Burundi et que c'est le CNDD-FDD, dont est issu le gouvernement de Pierre Nkurunziza, qui en est le laboratoire. Les victimes de ces massacres et l’opinion internationale animée de bonne volonté n’auraient pas tort d’affirmer que l’ONU est en train de manquer à sa mission de conjurer le génocide au Burundi qui, au début, visait apparemment tout membre de l’opposition politique sans distinction ethnique mais qui, progressivement, cible les membres de l’ethnie minoritaire Tutsi.
La Communauté Tutsi apparaît sacrifiée par l’ONU qui a déjà échoué à mettre en place un Tribunal International pour le Burundi, tel que le recommandait le Rapport Final de la Commission Internationale d’Enquête sur le Burundi et qui établit que des actes de génocide ont été perpétréscontre les Tutsi le 21 octobre 1993 et dans les jours qui ont suivi (S/1996/682, paragraphes 483-500). Le génocide en cours contre les Tutsi et les meurtres des Hutus opposés au troisième mandat inconsititutionnel de Pierre Nkurunziza est la conséquence de la passiveté de l’ONU dans la gestion du génocide de 1993 qui reste impuni jusqu’à ce jour.
Suite à l’échec des efforts diplomatiques à arrêter les meurtres des citoyens et les violations massives des droits humains au Burundi, nous exhortons le monde entier en général et les Nations Unies en particulier à intervenir pour arrêter les tueries en cours à travers un déploiement rapide des Casques Bleus comme le prévoit l’article 42 du Chapitre VII de la Charte des Nations Unies signée à San Francisco le 26 juin 1945.Si l’ONU n’agit pas d’urgence et de manière appropriée, l’humanité tiendra le Secrétaire Général pour responsable de l’échec à arrêter l’extermination des Tutsis et les meurtres des Hutus opposés à l’idéologie génocidaire du parti CNDD-FDD de Nkurunziza, et à endiguer l’imminente extension de la crise dans la sous-région.

The genocide survivors living in exile would like to address you this urgent request for an immediate deployment of Blue Helmets in Burundi.
A rampant genocide against the Tutsis continues to wreak havoc in Burundi, and the world is standing by with fruitless speeches and statements calling for restraint. Perpetrated by the national police and the Imbonerakure militia composed of the youth wing of the CNDD-FDD party, these killings first targeted the Hutu citizens affiliated to the opposition, before turning exclusively against their Tutsi counterparts since April 2015 in the wake of Pierre Nkurunziza's third unconstitutional term, and which was rejected by the international community including the UN ever since .
The discovery of dead bodies littering the streets or floating on the waters of Burundi have become a scene that citizens attend daily for a decade. As of December 12, 2015, however, the killings have reached a new peak in Burundi; there has been gruesome discovery of hundreds of corpses of peaceful citizens kidnapped by agents of President Nkurunziza’s Intelligence Services. Members of the police corps, invaded the households to summarily murder people and scatter their bodies in the streets of Bujumbura to silence any dissenting voice. The bodies discovered represent only a small sample of numerous victims captured and tortured before being executed in the dungeons of the intelligence services and transported overnight by vehicles of these services to be dumped in mass graves, as those reported by independent media to have been found in Kanyosha and Bugarama, to name but a few. The CNDD-FDD party accessed to power about a decade ago.Despite the fact hat a UN Commission of Inquiry had confirmed cooperation between the CNDD-FDD and groups responsible for the Tutsi genocide in the Sub-region, such as the Interahamwe and ex-FAR of Rwanda, whose presence among the Burundian army and police is currently reported by survivors of the ongoing killings in Bujumbura (S/1998/777, paragraphs 46-58, and Appendices II-V), the United Nations helped install this organization in office under well-defined rules of democracy. Once in office, the CNDD-FDD was quick to break those rules, perpetrating numerous assassinations and other violations of human rights in addition to the corruption by government agents, as evidenced through various independent reports.
Since February 2014, when the Intelligence Services of Burundi were giving paramilitary training to members of the youth wing of CNDD-FDD in DR Congo, the local and international independent media, organizations of civil society, the opposition as well as the international organizations operating in Burundi have continued to inform the world in general and the UN in particular on the preparation of the ongoing carnage linked to Pierre Nkurunziza’s third unconstitutional term.
It is obvious that the UN is aware of the scourge of Genocide which is ravaging in Burundi, and of the fact that it was masterminded by Pierre Nkurunziza's CNDD-FDD ruling party. The victims of these mass murders as well as the well intending international opinion would not be wrong to acknowledge that the UN is currently failing to its mission to avert genocide in Burundi which, initially, appeared to target members of the political opposition without ethnic distinction, but gradually proved to single out the members of the Tutsi minority, both as individuals and as neighbourhoods where they represent the majority of the dwellers.
The Tutsi community appears sacrificed by the UN, which has already failed to establish an International Jurisdiction for Burundi as recommended in the International Commission of Inquiry for Burundi, Final Report which acknowledged that "acts of genocide against the Tutsi minority took place in Burundi on 21 October 1993 and the days following” (S/1996/682, paragraphs 483-500). The ongoing Genocide against the Tutsis and the murders of Hutus opposed to Pierre Nkurunziza’s third unconstitutional term, is the consequence of the passivity of the UN to manage the 1993 genocide that goes unpunished till date.
Following the failure of all diplomatic efforts to stop the killings of citizens and the massive violations of human rights in Burundi, we urge the world in general and the United Nations in particular to intervene and stop the ongoing killings and aggressions against the Tutsi minority group of Burundi, through a rapid deployment of Peacekeepers as provided in Article 42 of Chapter VII of the UN Charter signed in San Francisco on June 26, 1945.Any failure by UN to act urgently and appropriately to this situation, will result in endorsing the UN and her current Secretary General in particular for responsible for the failure to stop the extermination of the Tutsis and Hutus opposed to the genocidal ideology ofPierre Nkurunziza's CNDD-FDD ruling party, as well as the imminent spread of the crisis in the sub-region.
