Do not allow the destruction of 800 tonnes of chemical weapons in the Mediterranean

The Organization for the Prohibition of Chemical Weapons (OPCW) aims to destroy some 1,400 tons of Syrian toxic agents by mid-2014. Since many countries (Albania, Belgium, Norway and more) have refused already to undertake that risky operation in their territories, the US suggested to deploy its Field Deployable Hydrolysis System, in order to neutralize 800 tonnes of chemical weapons at sea area, in international waters between Italy, Malta and Greece. The first shipment of chemicals already departed Syria and will reach Italy soon to be reloaded to the American vessels that will commence the operation soon.

Experts and scientists from Greece and Israel have already expressed concerns regarding the effectiveness of the Hydrolysis method to neutralize chemical agents like Sarin, Mustard gases, and sulphur, while the remaining liquid waste is also highly toxic. The consequences will be destructive to the marine and coastal ecosystems, to humans and the economy, as the Mediterranean is a semi-enclosed sea with a quite slow water renewal rate.

The transport and treatment of chemicals in the Mediterranean falls short regarding restrictions in the 1982 U.N. Convention on the Law of the Sea and the 1972 London Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, intended to protect the marine environment and how to transport the highly toxic cargo so it presents a minimal risk for sailors, other maritime traffic, and the oceans in general.

The destruction of 800 tonnes of chemical weapons treated with hydrolysis in the Mediterranean has a great risk and will potentially cause serious pollution, environmental degradation and severe threats to public health if an accident occurs. It does not respect local societies, international conventions and very valuable ecosystems and marine species present in the area.

We urge the Organization for the Prohibition of Chemical Weapons (OPCW) to reconsider better options for neutralization and dumping, and the Prime Ministers of Greece, Malta and Italy not to allow such a destructive process that will hinder the well-being of Mediterranean and European societies and ecosystems.

Μην επιτρέψετε την καταστροφή 800 τόνων χημικών όπλων στη Μεσόγειο

Ο διεθνής Οργανισμός για την Απαγόρευση των Χημικών Όπλων έχει αναλάβει την καταστροφή των περίπου 1400 τόνων των Συριακών χημικών όπλων μέχρι τα μέσα του 2014. Μετά την άρνηση αρκετών χωρών (Αλβανία, Βέλγιο, Νορβηγία κ.α.) να φιλοξενήσουν στην επικράτειά τους αυτή την διαδικασία, η Αμερική πρότεινε τη χρησιμοποίηση του Συστήματος Υδρόλυσης που έχει αναπτύξει για την αδρανοποίηση 800 τόνων από τα χημικά όπλα της Συρίας σε διεθνή ύδατα, στη θαλάσσια περιοχή ανάμεσα στην Ελλάδα (δυτικά τη Κρήτης), τη Μάλτα και την Ιταλία. Το πρώτο φορτίο χημικών έχει ήδη αποπλεύσει από τη Συρία με προορισμό την Ιταλία όπου θα μεταφορτωθεί στα Αμερικάνικα πλοία για να ξεκινήσει η διαδικασία σύντομα.

Ειδικοί επιστήμονες από την Ελλάδα και το Ισραήλ έχουν ήδη εκφράσει σοβαρές ανησυχίες για την αποτελεσματικότητα της μεθόδου της υδρόλυσης για να εξουδετερώσει χημικά όπως το Σαρίν, το αέριο μουστάρδας και το θειάφι, ενώ τα κατάλοιπα- υπολείμματα αυτής της διαδικασίας είναι τοξικά απόβλητα. Οι συνέπειες θα είναι καταστροφικές για τα θαλάσσια και παράκτια οικοσυστήματα, για τους ανθρώπους και την οικονομία, καθώς η Μεσόγειος είναι μια κλειστή θάλασσα με πολύ αργό ρυθμό ανανέωσης υδάτων.

Η μεταφορά και καταστροφή των χημικών όπλων της Συρίας στην Μεσόγειο προσκρούει στους περιορισμούς που θέτουν η διεθνής Συνθήκη για το Δίκαιο της Θάλασσας (1982) καθώς και η Συνθήκη του Λονδίνου για τη πρόληψη της θαλάσσιας ρύπανσης από την απόρριψη αποβλήτων (1972), που έχουν υιοθετηθεί για να προστατεύσουν το θαλάσσιο περιβάλλον και για να θέσουν κριτήρια για τη μεταφορά και απόρριψη τοξικών φορτίων για να μην αποτελούν κίνδυνο για τους ναυτικούς, τη ναυσιπλοΐα και τους ωκεανούς γενικότερα.

Η καταστροφή 800 τόνων χημικών όπλων επεξεργασμένων με τη μέθοδο της υδρόλυσης στη Μεσόγειο ενέχει υψηλό επίπεδο ρίσκου και θα προκαλέσει πιθανώς σοβαρή ρύπανση, περιβαλλοντική υποβάθμιση και σοβαρές απειλές για τη δημόσια υγεία αν συμβεί κάποιο ατύχημα. Μια τέτοια ενέργεια δεν σέβεται τις τοπικές κοινωνίες τις Μεσογείου, τις διεθνείς συνθήκες και τα πολύ ευαίσθητα οικοσυστήματα και θαλάσσια είδη που βρίσκονται στην περιοχή.

Καλούμε τον διεθνή Οργανισμό για την Απαγόρευση των Χημικών Όπλων (OPCW) να εξετάσει τις εναλλακτικές επιλογές που υπάρχουν για την αδρανοποίηση και απόρριψη των χημικών όπλων της Συρίας, καθώς και τους Πρωθυπουργούς της Ελλάδας, της Μάλτας και της Ιταλίας να μην επιτρέψουν αυτή τη καταστροφική διαδικασία που θα θέσει σε κίνδυνο την ευημερία των Μεσογειακών και Ευρωπαϊκών κοινωνιών και των οικοσυστημάτων.

L'Organizzazione per la Proibizione delle Armi Chimiche (OPAC) mira a distruggere circa 1.400 tonnellate di agenti tossici siriani entro la metà del 2014. Dal momento che molti paesi (Albania , Belgio , Norvegia e altri) si sono già rifiutati di intraprendere un´ operazione cosi´ rischiosa nei loro territori, gli Stati Uniti hanno suggerito di implementare il loro sistema di idrolisi sul campo, al fine di neutralizzare e scaricare 800 tonnellate di armi chimiche in mare, in acque internazionali tra Italia, Malta e Grecia . La prima spedizione di prodotti chimici e´ già partita dalla Siria e raggiungerà presto l'Italia per essere ricaricata sulle navi americane che cominceranno l'operazione al più presto.

Esperti e scienziati provenienti dalla Grecia e Israele hanno già espresso perplessita´ per quanto riguarda l'efficacia del metodo di idrolisi per neutralizzare agenti chimici come il Sarin (un tipo di gas nervino), Iprino (o gas mostarda) e zolfo poiche´ gli scarti liquidi rimanenti dal processo sono anch´essi altamente tossici.

Le conseguenze saranno distruttive e disatrose per gli ecosistemi marini e costieri, per gli esseri umani e l'economia del nostro mare poiche´ il Mediterraneo è un mare semi-chiuso con un tasso di rinnovamento delle acque piuttosto lento .

Lo scarico di sostanze chimiche nel Mediterraneo risulta inappropriato in base alla Convenzione della Legge del Mare delle Nazioni Unite del 1982 e la Convenzione di Londra sulla Prevenzione dell´ Inquinamento Marino per Scarico di Rifiuti ed altre Sostanze del 1972, entrambe destinate a proteggere l'ambiente marino e regolamentare il trasporto di carichi altamente tossici in maniera tale da presentare un rischio minimo per i marinai, per il traffico marittimo e gli oceani in generale .

Lo scarico di 800 tonnellate di armi chimiche trattate con idrolisi nel Mediterraneo, invece, causerà un grave inquinamento, degrado ambientale e gravi minacce alla salute pubblica. Questo non rispetta le comunita´ locali, le convenzioni internazionali ed ecosistemi e specie marine molto importanti presenti in questa zona.

Esortiamo l' Organizzazione per la Proibizione delle Armi Chimiche ( OPAC) a riconsiderare opzioni migliori per la neutralizzazione e lo scarico delle armi chimiche siriane, ed esortiamo i Primi Ministri di Grecia, Malta e l'Italia a non permettere un processo così distruttivo che compromettera´ severamente il benessere degli ecosistemi e delle comunita´ del Mediterraneo.
