World Health Organization: We call on you to provide polio vaccines to liberated areas of Syria today!

Our message is very simple. For the first time in 14 years, there is an outbreak of polio among children in Syria with 60 reported cases of acute flaccid paralysis. The Syrian regime is responsible for creating this situation yet it has not dealt with the problem satisfactorily. Neither has the WHO. The regime and the WHO must be held accountable for this dangerous negligence. We cannot rely on the guilty party to resolve this serious situation but we demand that the WHO act immediately!

Poliomyelitis is a debilitating, incurable and potentially fatal viral disease. It is also extremely contagious, spreading from person to person or through contaminated food and water - most effectively in crowded, impoverished and unsanitary environments without a functioning healthcare system. Refugee camps housing a fraction of the over 2 million externally displaced Syrians and liberated areas without regular access to running water and garbage disposal are perfect breeding grounds for the virus.

The polio virus can attack the central nervous system, causing paralysis. Usually, the virus affects only the legs but in severe cases it can lead to paralysis of the chest which leads to the suffocation of the victim. Polio does not leave any clearly visible marks on the body and far from everyone gets sick. For every person who exhibits symptoms, there might be up to 200 others who appear healthy but are actually carriers of the virus and risk infecting others. This makes it very difficult to track down and eliminate. Furthermore, unvaccinated children are born each day.

Before the Syrian revolution, immunization rates were more than 90% but these are now estimated to around 68%. There is, however, an effective vaccine against polio. And, despite the extremely difficult and dangerous conditions on the ground, there is an advanced network of medical workers and local council members prepared to embark on a door-to-door vaccination campaign targeting all children under 5 years of age in the liberated areas of Syria.

The World Health Organization (WHO) has been discussing the matter with Syrian medical representatives from the liberated territories for over a month now. It is time for action! The regime-controlled areas have been provided with vaccines by the WHO but these have only rarely reached the liberated areas and then only in small quantities and over a long period of time without monitoring. It is highly unrealistic to expect that this will change. Along with the deliberate starvation, degradation, and restricted access to electricity, running water and means of communication, the withholding of vaccines is an instrument of warfare wielded by the regime against its own people.

Moreover, even in the areas under its control, the regime has not implemented the required door-to-door method but rather simply delivered vials of vaccine to medical centres and left it to the citizens themselves to access them. This is negligent and irresponsible and should not be tolerated.

The WHO claims to believe the regime's proclamations that the first round of vaccinations have been completed but this is simply not true. For instance, the region of Deir Ez-Zour has been supplied with 85 000 vaccines but needs more than 200 000. The district of Manbeij has 25 000 vaccines but requires 125 000! There is a network of doctors and other medical staff ready to transport and administer the vaccines with third-party monitoring. These are our children and we want the immunization campaign to be conducted in the most correct way possible, given the tragedy unfolding in Syria today. There is no reason for polio to keep spreading in Syria when the solution is within our reach.

In light of this serious situation, we demand that: · The WHO immediately delivers the required vaccines to the liberated territories in Syria, to be administrated by the network of medical workers that have completed micro-plans for the complete immunization of all children under 5 years of age
· The WHO immediately takes measures to ensure that the Syrian regime takes responsibility for the vaccination of children in the territories under their control
· The WHO ensures that the Syrian regime will not use the withholding of vaccines, other medication or the means to maintain sanitation and good health as weapons of war against the Syrian people

رسالتنا بسيطة جدا. للمرة الأولى منذ 14 عاما هناك تفشي مرض شلل الأطفال بين الأطفال في سوريا مع 60 من الحالات المبلغ عنها من الشلل المترهل الحاد.و النظام السوري هو المسؤول عن هذا إلا أنه لم يتعامل مع المشكلة ولا حتى منظمة الصحة العالمية. ولا يمكننا الاعتماد على الجهة المذنبة لحل هذا الوضع الخطير. يجب على منظمة الصحة العالمية أن تعمل الآن.

شلل الأطفال هو مرض فيروسي مُنهك, ويحتمل أن يكون مميت. كما أنه معدٍ للغاية, ينتشر من شخص لآخر أو من خلال الغذاء والمياه الملوثة- أكثر فعالية في الاماكن ذات الكثافة السكانية العالية, ينشط في البيئات التي بدون نظام رعاية صحية, مخيمات اللاجئين التي تأوي جزء بسيط من أكثر من 2 مليون النازحين السوريين من الخارج والمناطق المحررة دون توافر منتظم للمياه والتخلص من القمامة على التوالي هي أرضا خصبة مثالية لهذا الفيروس.

فيروس شلل الأطفال يمكن أن يهاجم الجهاز العصبي المركزي، مما يسبب الشلل. عادة، يصيب الفيروس فقط الساقين ولكن في الحالات الشديدة يمكن أن يؤدي إلى شلل في الصدر مما يؤدي إلى اختناق الضحية. لا يترك أي علامات واضحة للعيان على الجسم. لكل شخص يظهر الأعراض، قد يكون هناك ما يصل إلى 200 من الآخرين الذين يبدون بصحة جيدة ولكن هم في الواقع حاملين للفيروس ويشكلون خطرا على الاخرين ,هذا يجعل من الصعب جدا تعّقب الفيروس والقضاء عليه. وعلاوة على ذلك، كل يوم يولد اطفال غير ملقحين ضد هذا المرض.

قبل الثورة السورية، كانت معدلات التحصين ضد هذا المرض أكثر من 90٪ ولكن تقدر الآن بحوالي 68٪. مع ان اللقاح فعّال ضد شلل الأطفال. وعلى الرغم من الظروف الصعبة والخطيرة للغاية على الأرض، هناك شبكة متطورة من العاملين في المجال الطبي وأعضاء المجالس المحلية على استعداد للشروع في حملة تطعيم ضد هذا المرض (من الباب إلى الباب) تستهدف جميع الأطفال دون سن( ( 5 سنوات من العمر في المناطق المحررة من سوريا.

وتقوم منظمة الصحة العالمية (WHO) مناقشة المسألة مع اطباء سوريين ممثلين للمناطق المحررة منذ اكثر من شهر حتى الان. قد حان وقت التّحرك! تم توفير اللقاحات في المناطق التي يسيطر عليها النظام من قبل منظمة الصحة العالمية ولكن نادرا ما تصل اللقاحات إلى المناطق المحررة، فقط بكميات صغيرة وخلال فترة طويلة من الزمن من دون مراقبة. ومن غير الواقعي للغاية أن نتوقع أن هذا سوف يتغير. جنبا إلى جنب مع التجويع المتعمد، وتدهور، وتقييد الحصول على الكهرباء، والمياه الجارية ووسائل الاتصال، وحجب اللقاحات هي أداة للحرب تمارس من قبل النظام ضد شعبه.

علاوة على ذلك، حتى في المناطق الخاضعة لسيطرته، النظام لم ينفذ حملة (من الباب إلى الباب) بالأسلوب المطلوب بل ببساطة يقوم بتسليم قوارير اللقاح إلى المراكز الطبية وتركها للمواطنين أنفسهم للوصول إليها. وهذا إهمال وعمل غير مسؤول ويجب ألّا يتم التسامح معه.

تدعو منظمة الصحة العالمية بأن نصدق تصريحات النظام أن الجولة الأولى من التطعيمات قد اكتملت ولكن هذا ببساطة ليس صحيحا. على سبيل المثال,قد تم تزويد منطقة (ديرالزور)ب 85000 لقاح ولكن المنطقة تحتاج الى أكثر من 200000 ومنطقة (منبج) لديها 25000 لقاح ولكنها تتطلب 125000لقاح. هناك شبكة من الأطباء والكوادر الطبية الأخرى على استعداد لنقل وإدارة اللقاحات مع مراقبة من طرف ثالث. هؤلاء اطفالنا، و نريد ان تجري حملة التلقيح بافضل طريقة ممكنة، نظرا للمأساة الظاهرة في سوريا اليوم. ليس هناك سبب لانتشار مرض شلل الأطفال عندما يكون الحل في متناول أيدينا.

فبضوء هذا الوضع الخطير، نحن نطالب بأن:

• ان تقوم منظمة الصحة العالمية فورا بتسيلم اللقاحات المطلوبة إلى الأراضي المحررة في سوريا، على أن تدار من قبل شبكة من العاملين في المجال الطبي التي أنجزت الخطط الدقيقة لاكمال تلقيح جميع الأطفال دون سن 5 سنوات من العمر
• أن تقوم منظمة الصحة العالمية على الفور باتخاذ تدابير لضمان أن النظام السوري يتحمل المسؤولية لتطعيم الأطفال في الأراضي الخاضعة لسيطرته
• أن تضمن منظمة الصحة العالمية أن النظام السوري لن يقوم بحجب اللقاحات، والأدوية الأخرى أو وسائل الحفاظ على النظافة والصحة الجيدة, كسلاح من أسلحة الحرب ضد الشعب السوري
