Restore the Bank of Canada for Financing Infrastructure Investments

We, the undersigned citizens of Canada
draw the attention of the House to the following:
THAT, the Bank of Canada is authorized, under sections 18(c) and 18(j) of the Bank of Canada Act, to buy securities guaranteed by, and to make loans to, federal and provincial governments. Furthermore, following the nationalization of the Bank of Canada until the year 1974, such practices were routinely done, and they did not appreciably add to the inflation rate nor did they add substantially to Canada's debt load. Finally, the government since 1974 has foregone such practices in favor of borrowing from private sources at more unfavorable interest rates, which has appreciably added to our national debt.
THEREFORE, your petitioners call upon Parliament to take the appropriate measures necessary to resume the issuance of credit to the federal government and to provincial governments from the Bank of Canada, as sanctioned under the Bank of Canada Act, sections 18(c) and 18(j).
