لقد شهد العالم في الثاني من أكتوبر الماضي جريمة قتل مروّعة ضد المواطن والإعلامي جمال خاشقجي داخل مبنى القنصلية السعودية في اسطنبول. وبالرغم من محاولات من أصدر أوامر القتل، ولي العهد محمد بن سلمان إخفاء الأدلة التي تثبت ضلوعه في الجريمة والإفلات من العقاب عبر تحميل المنفّذين المباشرين فإن التحقيقات التركية كشفت ملابسات الجريمة والأشخاص المتورّطين فيها وقد أقرّ المدعي العام السعودي بالكثير من الحقائق الواردة في بيانات السلطات التركية.
إننا كمواطنين ننتمي الى هذا البلد ونعيش في الخارج بفعل السياسة القمعية التي تنتهجها السلطات السعودية والتي تعزّزت في عهد محمد بن سلمان، نتطلع لأن تتحمل الهيئة الدولية المعنية بحفظ الأمن والسلم الدوليين مسؤوليتها في متابعة ذيول الجريمة ومحاسبة المسؤولين عنها.
إننا وانطلاقاً من رغبتنا في تحقيق العدالة وحفظ السلم الأهلي، ندعو الى تشكيل لجنة تحقيق دولية تتولى مسائلة أعضاء الفريق الواردة أسماؤهم لدى التحقيقات التركية وبيان المدعي العام السعودي.
إن ما يحدونا الى هذه الدعوة هو عدم الوثوق بالنظام القضائي السعودي الفاقد للنزاهة والشفافية، كما كشفت محاكمات عشرات الناشطات والناشطين في مجال حقوق الإنسان في المملكة العربية السعودية، والتي تتم في ظروف تفتقر الى الحد الأدنى من شروط المحاكمة العادلة، والتي تنتهي بإنزال عقوبات تتراوح بين الإعدام والسجن لفترات طويلة دون توفّر حق الدفاع أو التمثيل القانوني.
لقد تناهى الى أسماع كثيرين في المنظمات الحقوقية الدولية ووسائل الإعلام العالمية تقارير عن الانتهاكات الجسيمة التي تتعرض لها مجموعة من الناشطات في مجال حقوق الإنسان وقد تعرّض بعضهن لصنوف شتى من التعذيب، والتنكيل الجسدي والنفسي، والتحرّش الجنسي، والاعتداء اللفظي.
إن فرض المنظمة الدولية تدابير ملزمة على النظام السعودي للحيلولة دون إيغاله في انتهاك الحقوق الاساسية للمواطنين، وعدم تكرار جريمة قتل أخرى ضد الناشطات والناشطين كفيل بإقناع شعوب العالم بأن هيئة الأمم المتحدة والمنظمات التابعة لها وجدت بحق من أجل حماية السلم ودرء كل ما من شأنه الانزلاق نحو الفوضى والجريمة.

Dear Mr António Guterres
On the 2nd of October 2018, the world witnessed the horrific murder of the Saudi journalist Jamal Khashoggi inside the Saudi Arabian consulate in Istanbul. Despite the efforts of the perpetrator - Saudi Crown Prince, Muhammad bin Salman - to hide the evidence that implicates him in this crime and attempting to blame the people who directly implemented his orders, the Turkish investigation has uncovered the details of the crime and those behind it. This has led even the Saudi public prosecutor to acknowledge many of the facts revealed by the Turkish authorities.
We as citizens of that country (Kingdom of Saudi Arabia) who live abroad as a result of the oppressive policies of the Saudi authorities which have only got worse under the Crown Prince, hope that the body that is tasked with maintaining global peace and security fulfils its duty to fully investigate this crime and hold those responsible to account.
Because of our desire to see justice done and civil stability maintained, we call for the establishment of an international investigative committee that is able to question those named as part of the assassination squad by the Turkish authorities and the Saudi Public Prosecutor.
We are compelled to make this call, because of our deep lack of trust in the Saudi judiciary, which is lacking in both transparency, credibility and integrity. This has been demonstrated by the show-trials of dozens of human rights activists, which have been conducted in a way that falls way below the standards expected of a fair trial and which have led to sentences ranging from death to long-term imprisonment without offering the right to legal defence or representation.
Many reports have emerged from Saudi Arabia and verified thereafter by human rights organisations and media outlets of the despicable human rights violations committed in the Kingdom, including the torture, physical violence, mental abuse, sexual assault and verbal attacks targeted at a group of female human rights activists who have become political prisoners of the regime.
The implementation of strict and enforceable measures that prevent the Saudi government from abusing the rights of its citizens and that prevent a repeat of the murder of activists would help inspire confidence that the United Nations and its daughter organisations are fulfilling their duty to maintain world justice and peace.
