剴剴案是發生於2023年台灣台北市的虐童致死案，1歲多的男童「劉皓剴」在寄養於劉姓姐妹保母(劉彩萱和劉若琳)家中期間，遭受慘絕人寰的114天殘酷施虐後身亡！無論台灣及海外的我們都對於剴剴被殘忍虐殺痛心疾首！必須站出來強烈要求嚴懲劉姓姐妹兇手及社工判以最高刑罰！1月27日劉彩萱劉若琳二審宣判日已維持一審原判！而還在審訊的主責社工陳尚潔，我們要求必須判重刑！以儆效尤！保護我們的孩子！
## We are writing to urgently bring your attention to a deeply shocking and heartbreaking child abuse case in Taiwan involving a one-year-old baby boy named Kai Kai.
Kai Kai was placed under the care of a government-affiliated babysitting service “the Child Welfare League Foundation”, but over 114 days, he was subjected to severe abuse and eventually killed by two caregivers. The tragic details have horrified the public: a helpless infant endured repeated violence, neglect, and suffering until his death. More shocking is Chen Shang-jie (陳尚潔), the social worker of Child Welfare League Foundation (兒福聯盟), is responsible for his case to allow him to stay with the two caregivers when she saw Kai Kai is under injury. He died in a water bucket with holding a pencil on Eve (24Dec2023).
Despite the brutality of the crime, the two women Liu Cai-Xuan (劉彩萱) and Liu Ruo-Lin (劉若琳),responsible received only life imprisonment and 18 years in prison on 13May2025, and now entering the second trial process, we cannot accept they request for a lighter sentence for those who torture and kill children! The social worker, Chen Shang-jie (陳尚潔) is still under judicial procedure and the court will be opened again on 23Feb and 26Feb 2026. This has triggered massive public outrage in Taiwan, where a majority of citizens are now calling for the heavy penalty for the social worker.
Many believe Taiwan’s justice system has failed to protect its most vulnerable. Kai Kai’s case is sadly not isolated, but his suffering has become a symbol of a system in desperate need of reform.We plead for international media coverage to raise global awareness of this tragedy and the broader issue of child protection failures in Taiwan. Your voice can help pressure local authorities to respond with stronger laws and real accountability.Please help us speak for Kai Kai. His short life must not be forgotten.

## Documented Torture Methods Used on Kai-Kai
（114 days- endless days and nights of abuse）
1. Sensory Deprivation & Head Binding
Covered Kai-Kai’s eyes with insulated cold packs + fruit mesh bags, then tightly wrapped his head with long towels up to the bridge of his nose, completely blinding him.Strapped a face mask from eyebrows to chin, deliberately leaving the nose wire loose so it would slide down to further obstruct vision.
2. Mummification-Style Restraints
Wrapped his entire body from shoulders to calves in layered towels, then cross-bound his limbs (left arm to left leg, right arm to right leg) with knots.
3. Forced Contortion & Prolonged Immobilization
Hogtied using Velcro straps, folding his body backward and affixing him to a wooden stool’s legs. Hands reverse-bound to a dining chair, legs tied in a V-shape suspension (feet forced up to head level). Changed binding positions nightly, leaving him unable to sleep.
4. Confinement in a Bucket
Folded his body and crammed him into a water bucket; repeated at least 3 times after he kicked it over.
5. Forced Naked Exposure & Stress Positions
Stripped to a diaper and forced to stand at attention in a corner (visible to neighbors at night) until collapsing from exhaustion.
6. Legs severely deformed from prolonged standing.
Forced into "legs-up" poses against doors (claimed to "reduce swelling"), then stuffed into drawer gaps or storage boxes to sleep.
7. Blunt Force Trauma
Beat with baseball bats, "love paddles" (child abuse rods), and shoe horns, causing fractures.Pushed from behind, slamming his forehead into the ground. Twisted and pulled his ears, causing bruising; scratched his neck until bleeding.
8. Oral Torture
Smashed teeth with spoons; suspected pliers extraction, resulting in missing teeth, torn labial frenulum, and severe oral ulcers.
9. Forced Consumption of Filth
Fed rotten food scraps, burnt waste, and cockroach-infested liquids from paper cups.Meals served in a toilet, where he endured 1–1.5 hours of daily beatings.
10. Psychological Torment
Verbal abuse: "Cry all you want—no one will save you," "Disgusting faker," "I’ll beat you until you can’t move," "Don’t let him sleep on Fridays."
11. Cigarette Burns
Branded on scalp, hands, and feet.
12. Nail & Digit Torture
Crushed fingers/toes (door hinges or stomping), causing nail bed injuries.
13. Genital Mutilation & Sexual Abuse
Deep lacerations on penis/scrotum (old and new wounds).
14. Medical Documentation of Injuries
Kai-Kai’s body bore at least 42 distinct wounds, including:
- Head/Face: Bruises (right occiput, left temple, forehead).
- Scalp haemorrhaging: 1 missing tooth, 3 broken teeth, torn oral mucosa, gum/lingual injuries.
- Neck/Trunk: Chest, abdomen, and back bruises.
- Limbs: Elbows, thighs, knees, soles swollen/bruised.
- Genitals: Lacerations on penis/scrotum (evidence of chronic sexual abuse).
All injuries showed staggered healing patterns, proving prolonged, systematic torture!
